CORRESPONDENCE: 'Letter from Don Meyer re"$300,000 and 50$" in Amendatory
Grant Agreement with HHFA. He says Hansen of HHFA says there
might be an error --to hold the papers until we hear from Hansen.
Bulletin from A14L re HB 264-.Sim thinks this is pertaining to
inventories only --he will check on it.
Copy of letter from Galliett to Caughran approving substitution
of Johns -Manville or Keasely & Mattison Asbestos -Cement Water
Pipe for Specified Steel Water Pipe.

KENAI CITY COUNCIL MINUTES - 5 FEBRUARY 1964 2/5/64
Meeting was called to order at 8:00 p.m. with all members present but Lofstedt.
Mfrs. Doris Swires asked permission to use the City's mimeograph for Hospital purposes.
Permission granted.
Minutes of the last meeting were corrected and approved.
Correspondence was read: (From Meyer re HHFA agreement-50%, etc.; 2 applications for
mechanic work with the City; Governor's answer to McCann re Airport money; Dority's
letter re Black Gold Subdiv. roads; (Dick will check with him.); Galliett's letter
to Caughran re substitution of asbestos for steel pipe; Trooper Robertson's answer
to Clerk re collection of fines and penalties --Trooper will issue complaints and summons'
for persons in Kenai-Soldotna area--Atty. will write those located out of town.
The Mayor reported: He had met with Pan American, Shell Oil and Engineers re dock use.
They need a marked channel and navigational aids, etc.; Mayor is having a mosaic made
%hich will eventually show depths, channels, etc. The Cost Guard will mark with buoys;
Engineers will remove rocks. A plat of plans for a deep draft harbor is also being
prepared --the Oil Companies will help push this project. Engineers will be here next week.
The Atty. reported: 1. Draft of an Ordinance patterned on Anchorage's establishing a
policy for assessing for Water and Sewer--Galliett will assist him in this --Council favors
a discount for payment in full before 10 years-(Anch. Code 18-17 thru 18-45); 2. He got
an easement from Petersen for W&S in East Addition; 3. Is still working to get easement
from KPC--requests an executive session to consider any payment in lieu of condemnation --
Lot is for sale to the best offer --Part of lot is leased to Stan Thompson --a portion also
has been used for a road for years--Atty. will see about r.o.w's from the Dept. of Hwys.
Mayor will call Hansen of HHFA about Caughran's performance -payment bond; Atty. says
Chapter 16 of the Code would harness the City to provisions of State Law which assesses
only 2/3 of cost of water and Sewer to benefitted land --this should be deleted from the
Code; He has had no answer to his letter re costs of copyrights for Property Maps. Con-
siderable discussion on assessing, etc.
One book of completed prop. maps was shown Council: Dick Morgan moved, Gene Morin sec-
onded, that we order 12 sets, plus 20 extra sheets of most densely populated areas (Bush
Lanes, Birch Drive, Walkerville, Sec. 33, 34, Original, East Addition, etc.); and that
they sell for $100 a set and $1.00 for individual sheets. Passed unanimously.
There was some discussion on re -zoning and Ord. #34; Council will await action from
the people now working on a petition.
Mayor thinks a trip to Juneau is in order--Atty. suggests following to be considered:
National Guard, Tidelands, aridge, North Road, State lands to the City, Airport, Boro-
City relations, etc. There was considerable discussion on Boro vs. City responsibilities.
Morin moved, Homer Swires seconded, to pay yr. F. J. Malone $1500. Passed unanimously.
Ord. #61 was tabled; Some discussion of fines with Robertson --Clerk reported and requested
$SO change fund for KC1 bills --request granted. Discussion of full-time mechanic, Air-
port policies, etc. Letter from USARAL re history of power at Wildwood. Code was left
on table.
