KESAI CITY COUNCIL MINLUES W FEBRUARY 1:164
Roll call at 8:10 showed all members present but Dick Morgan and "Bud" Lofstedt.
Mrs. Kate Malone addressed Council re the statement by 11. Pomeroy, Kenai Boro Chairman,
published in the Anchorage Times, that "I do not believe the assembly should load this
$1.5 million [Born school bond indebtedness] on all the people". The Clerk reported
contact had been made with Mr. Potter who suggested letters to the Editor be written
pointing out: The City started their high school project long before the mandatory
Boro Act existed; that we started it as a District school, financed by the District,
administered by the District and with the intention of keeping it for the District --
that the Boro Act now will take our building away from us along with the funds for
operating and maintaining it, hence they should also assume the obligations; If North
Kenai, Tustamena, Sterling, etc. wished to build a now school --what are they going to
do? --form a assessment district to bond themselves for a new school?? Council will
take no official action at present, but recommends that Mr. Potter's suggestion be
followed by addressing letters to the Editor to bring the facts before the people.
Council is still desirous of meeting with Seward, Seldovia, etc., for policies to
benefit the entire Boro, etc.
Sgt. Best, Army Advisor to the National Guard, announced they had 20 recruits and an
immediate prospect of 3 more in the next day or so; it had been SO weeks since their
first visit to Kenai, but the project was finally rolling; Sgt. Best is convinced we
can have a full unit, perhaps a company in several years. The Kenai-Soldotna unit will
be a mechanized unit having a track vehicle for each 11 men. They want to get out of
Wildwood as soon as possible and he is going to recommend buildin a room for drill, etc.,
until an'.Armory can be built. The National Guard goes to camp in March --after that
Federal recognition will be given the organization of this unit --he hopes to have the
ceremony at the school with wide -spread publicity so the people can see what's going on.
The recruits will be taken to Anchorage to get uniforms, etc. He pointed out a recruit
can still get his education by serving his six months in the Guard and then be free to
go to college without worrying about being drafted, etc. The Guard allows for seasonal
work from April to September as "equivalent drill" time can be made up; Sgt. Best was
pleased that members of the CHamber of Commerce were not only supporting the pooject,
but were joining up themselves. He will be here until Friday, but will be back next
Tues. thru Thurs. He will inspect the old drug store building before leaving this week.
Minutes of the last meeting were approved.

Correspondence was read: 'Morin moved, Billy McCann seconded, to pay the $67.15 for
Anchorage 057154--RAPP lots along Kenai Spur N.E. of Airstrip. Motion passed unanimously.
Letter from Rowley re past due Fire Dept. bill and truck, etc.; Re BLM Atlas --Council
says o.k. to use air photo shots of Kenai and to so inform Air Photo Tech.
Mayor reported: Notice to proceed on Airport Gravel Access Road had been finalized;
Caughran's AS bonding was approved and he is now buying pipe; Discussed sending man
to Juneau for Tidelands bill --will let the decision ride for a week --Homer Swires and
Jas. Fisher might go; Status of land classification by Div. of Lands.
Atty reported: he had done nothing further toward getting R.0.W from KPC as this land
is up for sale this week; Brochures are out for tourists, etc. interested in the Kenai
- area; Presented a resume of arguments for Rep. Tillion's benefit toward passage of
HB 304 (Tidelands) State would pay for the survey and the City would reimburse within
five years; information had been received on copyrighting the property maps --this can
be done for $4.00 a set --there was some discussion as to sale of individual sheets and
protection of the copyright; Clerk and Atty. will work with Mr. Malone on copyright
insignia on the originals.

There was some discussion on the business policies of Bush Lane Bowling Alley and Bar.
Clerk was instructed to write the Alcoholic Beverage Control Board and bring to their
attention the fact they had over -ridden the City by approving renewal of liquor license
for Bush Lanes when the City's approval had not been given. a Copy of the letter is to
go to Don Olsen. Swires moved, Morin seconded, to notify Alcoholic Beverage Control
Board and apprise them of what happened regarding the liquor license renewal for Bush
Lanes, Inc. Roll call vote: Affirmative-Swires, Morin, McCann; Negative-Knackstedt.
Clerk was instructed to request 11. Galliett to attend next week's meeting to discuss
the proposed Assessment District Ordinance; Adoption of a Plumbing Code; Building
Code; Partial Payment.
KCL Mgr. Crinklaw reported: A meeting with Roguszka and FAA personnel --they will try
to obtain the money to install new power lines to the new FAA facilities to be built;
And also to furnish line for well M2; possibility of a short term loan to finance
construction of the Wildwood line until money from the Govn't. is received for this
project --Council urged Crinklaw to pursue this; lie will also ask Beck for an account-
ing of the last bill submitted by them and instruct them to do no more on the work
orders without a request from the City.
Clerk reported: Bill reed. from Leo Oberts, Ins. for $8,951.77 (Public Liability f,
Workmen's Compensation) ►fill pay the Liability in full ($S642.32) and see about pay-
ing the other quarterly; Reimbursement for insurance, up to SUz, on Civil Defense
vehicles will be forthcoming; Refund on over -payment of premium on Fire Ins. had been
reed. in the am-+unt of SIIS as a result of combining the Fire Ins. policies; Resig-
nation of Phil Nickerman from Dock $ Harbor Commission and Obert's recommendation to
appoint John Hulen (Clerk will notify Hulen of his appointment); Letters had been
directed to all interested parties re availability of property maps --one order reed.
thus far; presented a draft of a letter calling a hearing on the accomplished
zoning change from Hartley's to site of old Garbage Dump at Cronce's-Council says send
letters (27 of them) and to get a notice in the paper; Cronce has now filed his tariffs
with the PSC; Peninsula Fast Freight driver stopt in at office --almost tore down the
cable leading to the fire siren --says it is too low --his truck is 12.S' and the law
says lines must be 15' high --Mr. Crinklaw will see about getting a pole in to raise
the lines4 Had sent booklet "Planned Unit Development"to Planning Commission and Air-
port Commission, and reported on Kiplinger News Letter's reference to money being avail-
able to Cities for Subdivision development; Showed used check writer and asked Council's
opinion on purchasing --Council says not at this time; Mrs. Ford's questions re sale
of her property as a nursery or business will be referred to Planning Commission; re-
quested instructions from Atty. re property in what is now Black Gold Estates being
owned according to description and subdivision of Ahlstrom-- Atty. says continue to
collect the tax.
There was considerable discussion on: housing for dog -mashers, etc.; Boro rep. being
elected by having one Council seat combined with assembly seat; banner for school
wrestling match. Knackstedt moved, McCann seconded, the City buy the banner. Motion
passed unanimously.
McCann moved, Knackstedt seconded, Ord. #61-Appointing a Boro rep. be tabled. Passed
unanimously.
