Hi SehooE Gyn. =Z KLNAI CITY CUUIicn. )iIwas 18 4AR01 1964 Roll call at 8:10 showed all memi)ers -)resent but Dye, Lofstedt and '-lorgan. Mr. Crinklaw, Agr. Kenai City Light, reported on contract with Wildwood; says $25,550. allowed by the Army will not be sufficient to cover costs of installing a distribution line to the Posts -says it lacks 9 to 10 thousand being enough. He would like to eliminate some of the requirements in the contract which may reduce the costs, i.e. size of transformers, wire, type of insulators, etc. fie doubts if KCL can get a loan, due to the stringencies in the bond ordinance, so is asking Council for a request to Don Meyer to issue additional authorized bonds. Mr. ycCann moved, Gene morin Seconded, to instruct Mr. Crinklaw to make application for additional bonds. ,4otion passed unanimously. The money spent on the W/W line will be repaid at the rate of 10: of the billing for power. Crinklaw states there are 3 1/2 miles of line to build at an estimated 7-8 thousand dollars per mile (if he can get the requirements changed.) lie said the poles on the liomesite Loop need to be 100: replaced. Tle Attorney was instructed to find out the status of the Public Service Commissio Minutes of the last meeting were approved. Correspondence was read: Minutes of the Planning Comm. requesting Council to act on exchange of three rights -of -way in Inlet view Subdivision for a r.o.w. at N.E. Corner of the Subdiv.; also the Commissions disapproval of an escrow agreement for road -building in the Subdiv. :McCann moved, Knackstedt seconded, to table excrow agreement action until more Councilmen are present. Passed unanimously. Some discussion was had on amending Ord. 136. Letter from Lease Co. to Manley f, Mayer requesting written concurrence of the City's acceptance of the New Hi School; Letter from Homer Cliamber of Commerce expressing their support of HB 307 (Tidelands); Letter from Leo Rhodes thankingthe Council for good wishes and the copies of Ordinances. Homer Swires reported on telephone conversation with Frank Peratrovich; tidelands bill is in State Affairs Committee --also talked with Sen. Kilcher and asked him to keep the City informed as to the status of the bill. Atty. Fisher reported: inquired as to status of property of KPC in which the City is interested in a r.o.w.--Knackstedt will contact Louis Nissen and Clerk will see Al Aunson; Atty. is working on resolution for additional bond issue for Hi School; Asks Council to reserve the week -end of 4 h S of April; Will have the Assessment District Ord. for next week; Stated he would prepare the change in the Charter, as recommended by Thorgrimson, in time for the Annual City election. Clerk roported: Mac McGahan is resigning as City Director of Civil Defense due to personal business --Mr. James Rawlinson of PNA has consented to undertake this job --he was in the audience and talked with Council re it. McGahan will con- tinue as Director for the Kenai Penin. Area. Council will not take official action until the Legislature decides whether or not to extend C.C. monies. The Clerk was instructed to urge favorable consideration of additional appropria- tions for C.U. pointing out that the City is dependent on the program for fire - trucks, etc. The Airport Commission and Adams-Corthell-Lee, Wince & Assoc. held a pro -bid conference on the Paving Strip Project --Present were representa- tivos from FAA, Green Construction Co., Rogers & Babler, McLauchlin B-E-C-k, and :M-K. The contract re Old Drug Store should be here this week--Aayor Dye had conferred with Major Pagano and the National Guard is interested, so the City can proceed with the agreement. As an item of interest the Atlantic Re- fing Co. has lease approx. 5 sections by Pt. Possession. Mrs. Petersen has Council Minuio(--N 18 star 64 Page two i. with the two sonjs of Joe Consiel to raise and lower the Flag at the City Administration Building every day. The boys are faithfully performing this duty and Mrs. Petersen suggested a letter of commendation be addressed to them. Council concurs in this and Clerk will draft a letter for the Mayor's signature. Ben Peterson, Master Mechanic for the Dept. of Highways, Div. of Equipment, was in the office and inquired when the City was going to pick up the "chip Spreader" that was included in the surplus equipment when the City got the two dump trucks and the grader. It developed this chip spreader had erroneously been termed a sander on the surplus list. Mayor Dye had recommended the City return the spreader and let the Dept. know we needed a sander --Council concurs and Clerk will so notify Mr. Peterson. Clerk was instructed to address the Atty. for Alvin 0. Werner with a copy to the latter requesting either his or Mr. Werner's appearance before Council re- garding the transfer of Stan's Cab. Clerk presented a copy of a resume of sales tax revenue since the City adopted the Ordinance. This report was discussed and is included in the minutes.
