Joe Kuchta, District Sanitarian, notified Council the University of Alska is giving a short course on Building this week until next Tuesday; Elmer Gagnon will talk Tues 31 afar on the mecnanics of FHA loans; Joe will speak on Water Systems and Sewage Disposal systems in relation to F11A loans; The City will mail notices to all contractors, building material suppliers, bank, real estate people, etc. who will be interested in attending. He will leave data on handling rabies suspects with the City Clerk, which sets out procedures to follow. Home- owners in Bush Lanes Subdivision want to get FHA loans --Joe cannot okay the water System, but has ok'd. an individuals application when the owner agreed to install a water treatment plant in his house. Kuchta suggests the Council might find some way to protect the present homeowners in the Subdivision and still protect the City --that the present system is adequate for the homes built there now, but will not be adequate if twenty more homes were to be.built. "He"will. submit more information on this later. The Mommsen Subdov. W&S is progressing nicely --they are above the bank now. Kuchta thanks Mr. Fisher for furnishing telephone answering service for so long --he will have a Dept. of Health Sec. from Anchorage here for three days next week. The City will soon need a ruling on septic tanks; Kuchta suggested the Div. of Ilwys. could extract gravel in a better fashion than was done at the present Sanitary Fill Site --if the new pit is adjacent to the Fill, the over -burden might be used as fill for the Dump. Since the Dept. of Health might get a severe budget cut, Kenai may be deleted from the services of a Sanitation Representative --lie has solicited several people and they have sent telegrams urging they keep a man in this area. Dick Morgan moved. Ernie Knackstedt seconded, that local suppliers, bankers, building contractors, etc., be notified/of the FHA school to be held in Ridge- way. Passed unanimously. by letter Morgan moved, Billy .McCann seconded, we write Tillion and Kilcher expressing our need for the services of a sanitation man in this area and urging favorable consideration of this item on the budget --but we do not want to get involved in the budget debate. Motion passed unanimously. Mr. liarold Galliett reported: Completion of drilling of City Well 01--he esti- mates the Pumping capacity at 200 gals. per minute --he will take the sample to Anchorage for testing --the well is 41' deep and has 20' of water --he will use a 109 screen, 12• in diameter 3 to 51 from the bottom. The iron content may be handled by 1. Chlorination, 2. aeriation, or 3. treatment as a last resort. Minutes of the last meeting were approved. Correspondence was read: Letter from Atty. Gregg to Rep. McNealy urging favorable consideration of HB 307 (Tidelands). Atty. reported on Ord. for Assessment Districts --there was considerable discus- sion on this with Mr. Galliett and Ruby Coyle participating; The Atty. said another ord. will follow this one --Local Improvement District M1 Ord.--Norgan moved, Morin seconded, the ordinance authorize assessment districts for off- street parking facilities and in Para. 16-5 "heretofore levied or hereafter" be deleted, and also the last Para. in Sec. 16-5 be deleted; that a notice of public hearing be put in the paper. Motion passed unanimously. Galliett pointed out the City is in a unique position in that the City will not assess for mains as this is being paid for (up to 100 users) by bond money --most other Cities are obliged to assess for this construction. 11e recommends a 10-yr. pay plan with discounts for early payments in full --naturally the tie-in fee will increase when the 100 services are used up. The Atty. said a hearing is to be J r, Council minut,—'* � 4 25 %far 64 Page two held in Anchorage re City vs. Daubenspeck--that the trial will first part of June and may last 2 or three days --that the Clerk will have to be present with all the records. He recommends the paths used by cars on either side of the Civic Center be blocked off. lie inquired about planning on land disposal of the Airport parcels --also what are the plans for a Commtraity Center? Pre- sented the resolution calling for issuance of an additional $107,000 in school ** bonds; announced the KPC r.o.w. property has not exchanged hands. Mr. Keenan's letter requesting a gravel permit for the Dept. of Highways was referred to the Planning Commission., with a suggestion that gravel might be procured from a site adjacent to the present Sanitary Fill Site, and the over- burdon could be used as fill --with a wood -screen left between the gravel pit and the Highway. See Ord. 56, Sec. 10 A(10). Morgan presented Resolution #64-5 Providing for the Sale of an Additional $107,000 in General Obligation Bonds of the City of Kenai, Alaska. McCann moved, Morin seconded, to adopt Resolution #64-5. Roll call vote: Affirma- tive-Knackstedt, Lofstedt, McCann, Morin, Morgan, Swires: Negative -none. There was some discussion on adopting a Plumbing Code. The r.o.w. request from Inlet Subdivision will be submitted to the Airport Commission. Atty. was instructed to draft a resolution incorporating data as submitted by Waldo Coyle re Boat Harbor and the River Channel buoys and lights. The Atty. will also study Ord. 036 with the view of amending it re an excrow agreement on Street construction in subdivisions. Clerk was directed to write Alaska State Housing Authority requesting they meet with Council regarding plans for land use of the Airport property and that the Airport Commission be notified of this action. Meeting adjourned 12 mid -night.
