Con Potter, School Superintendent, explained to Council the School Board has not received its full budget monies from the State the past three years. Five percent is held out every year until the final audit; also 75 % of the tuition monies is gent at the beginning of the year and the remaining 25% will come at the end of the year. Potter made a special trip to Juneau to see why the funds have not been received. tie presented figures as drafted by the Dept. of Education and a comparison of figures according to the City's accounting. Mrs. Clarice Kipp explained the State figures the City still owes the State $35,074.98 The City's figures show only $30,019.50 owing IF the budget is followed. The State made out a budget unbeknownst to the City School Board --Requests for funds from the City amounted to more than the budget had allowed for. However, the City's argument is based on the premise that in 1960-61 the School was supposed to be 100% financed by the State. Rep. Clem Tillion was in the audience and will inquire into the matter when he returns to Juneau. Potter says the School Board will also pursue the matter and should have an answer in 2-3 weeks. Mr. Potter also reported on a trip to Seward to offer assistance if needed. lie was tremenduously impressed with the recovery Seward has made; they are highly organized and morale'is-unparalleled. Visitors representing the major indus- tries in Seward have plans for immediate rebuilding; Some of the damage will be rebuilt at government expense; Several towns Outside have adopted Seward and are sending money and materiel; The celebration of the All American City Award will be held later; they are gradually restoring their utility systems; and the schools will be operating shortly. Rep. Tillion thinks IIB 307 on the Tidelands has a good chance of passing. 15 letters were sent to various Senators today requesting support of the bill. fie reported on the earthquake damage of several Peninsula Cities; some dis- cussion was held on this. Tillion says salmon canning on the Inlet should go ahead almost normally --that boats in the Inlet and the canneries were not af- fected very much. Mike Schrimmeck inquired of Council concerning the City's Building, Electric and Plumbing Codes. We do not have the latter yet, and have made no arrange- ments for enforcement of the first two. The Atty. suggested Schrimmeck might give the Planning Commission an estimate of the cost of enforcement. Schrim- meck thinks one man could do it. Stan Thompson presenteda proposal for engineering services from Adams-Corthell- j Lee, Wince and Assoc. with a recommended "do Pass" from the Airport Commission. Mr. McCann moved, Morin seconded,to accept the Adams-Corthell-Lee, Wince & Assoc. proposal. Roll call vote: Affirmative-Knackstedt, McCann, Morgan, Morin; .� Negative-Swires. There was some discussion on Airport bids on the paving project; copies of minutes of the Special meeting were distributed to the Council. The Engineer and Planning Consultant will be in Kenai Thursday to evaluate the bids. Dick Morgan moved, Swires seconded, the Council authorize the Mayor to accept the low bid on the Airport subject to concurrence of the Engineer. Passed unanimously Thompson sent for applications fo Planning Funds for the Airport Terminal Bldg. The question of an architect for the building will be on the Agenda next week. Minutes of the last meeting were approved. M iWAIN Council minut" 1 Apri 1 1964, Page two Correspondence: Inquiry from the U.S. Coast $ Geodetic Survey re earthquake damage in this area. The Atty. inquired about sale of additional electric bonds --Don Meyer has been notified, but no answer has been received as yet; said letters had been sent offering assistance in the present emergency; presented a resolution re nav- igation aids and one re small boat harbor. Horgan presented Ordinance #62, basic ord. establishing assessment districts, and moved for its adoption. Motion was seconded by Homer Swires. Discussion followed and amendments were made: Dick Morgan moved adoption of each amend- ment in a separate motion. Swires seconded the motions and they were unanimous- ly adopted. Said amendments appear with these minutes. ,Morgan also moved, ,Morin seconded, in Sec. 16-12(a) second paragraph, after the second sentence, insert " Water and sewer connections shall be installed only by the City." Passed unanimously. Some discussion was held on the contract with Mrs. Walkowski on the Old Drug Store. The Atty, will confer with her atty. and report at the next meeting. The .%Iayor announced a contract with Civil Defense had resulted in airlifting food and supplies into Kenai until other arrangements can be made; also, the City will receive financial help on repairing the damage. A survey team is working on this now. Clerk suggested thanks should be extended to the Library Board and the young men who helped clean up the disorder caused by the earthquake. Council concurred. The Clerk was also instructed to get a notice in the paper warning against the sloughing and over -hang on the Inlet embankment. The question of a City Manager will be on next week's agenda. Billy McCann moved, Swires seconded, to introduce the two resolutions as sub- mitted by the Atty. to the Borough Assembly. Passed unanimously. Joe Kuchta reported: the Council should seriously consider various ways of taking the iron out of th^ City water --he has not tested it yet; He has some slides of the damaged Cities if the Council would like to see them; He hopes to get Dr. McGowan or Wicks to meet with the Hospital Board; He has contacted various dairies, cafes, etc. on the Peninsula to evaluate the earthquake damage; He recommends the City consider out-lawing cess pools --they are definitely a health hazard; Some discussion was held regarding eligible sites for the Hospital, and also regarding the various types of immunization for the public. MOTION - Delete all of the third paragraph of Sec. 16-5.
