Leo Oberts informed Council he had talked with a representative from the Dept. of Public :forks who said the City might net funds from the State for a float, Tiling., stair case or road in the amount of about $3,000. The laity is in need of a float for fishermen to use as a mooring for dinghies or dories. The Oil drilling personnel will need access to the town from the water, also. Sev- eral sites for the float were discussed. The Levislature would have to ap- propriate funds which world be available after 1 July G4. Homer Swires moved, Ernie Knackstedt seconded, to instruct the Dock and Harbor Commission to proceed and get cost analysis of construction of the float. Passed unanimously. This float will meet State specifications and can later be used at the Small Boar Harbor; it will he dragged to higher ground during the winter months. The road to the sewage disposal plant could be used as access to the float. Clarice Kipp notified Council they need $20,000 to meet the payroll. Oick Morgan moved, Swires seconded, to nay the remainder of the budget to the school. Passed unanimously. Clerk will withdraw money from the two $10,000 trust funds. Ken Jordan reported on Quake damage to the school. Lease Co. will hire local labor to make the repairs. The Mayor introduced Has. #64-6 requesting the Corps of Engineers to undertake repairs. Knakcstedt moved, Swires seconded, to adopt Iles. #64-6. Passed unanimously. Clerk will send copies to Civil Defense Head- quarters with a letter to A. ii. Romick explaining the City has already spent $700.OU in scaffolding and shoring up the chimney to make the building safe for occupancy, and that the major repairs await action on said Resolution. Harold Galliett discussed Water and Sewer assessment charges, interest, etc. with Council and the Atty. Stan Thompson told Council, as a result of Clerk's call to Kenpton of FAA, that e should go ahead and award the bid for the Airport project. The Engineers have the contract documents and w jl be down next week. Knackstedt moved, Swires seconded, to accept Morris. udson's basic bid plus Alternate A, plus Alternate C less stripping and to authorizes the Mayor to sign. boll call vote showed unanimous approval. `'- Galliett continued with his report: fie sug gested ggested the City could offer iV b S at a lessor rate if the property along the paved road could be put to private use. Otherwise, the total assessment charge will be about 9.2 per sq. ft. payable over a 10 year period; this will allow for purchasing of equipment, tools, etc. to operate and maintain the systems. Interest should be capitolized for two years. On the Water wells: there seems to be a little iron in #1, but until it's pumped and screened we won't know for sure; the screen manufact- urer says this well is capable of pumping 444 gal. a minute; #2 well should pump 200 gal. per min. and is iron -free; the City has an ideal supply of water and should not need another well for a long time. The land by the bank will be Pi assessed according to the percentage of level land on top of the bank with a 3 or 5 year pay -out. Galliett read Ord. #63. with the following amendments: - Sec. 1, 2nd line after "supply" insert "and"; page 2, Sth line after "install" _ insert "and"; Sub Para a. first blank insert "4.6", second blank ($0.046); Sub Para b. first blank "4.7", second blank ($0.047); second line from the end of Sec. 3. delete the second word "plat"; Sec. 4, insert $150,000; Sec. 6, end of second sentence, delete the period, insert a comma and add "plus - interest.". Billy McCann moved, Swires seconded to adopt the amendments. ;•lotion passed. McCann moved, Swires seconded, to adopt Ord. #63. Passed unan. E4 4 Council :Minutes Galliett will write dlIFA alerting them to the possible need for more funds if the 'Quake has lowered the flats enough to force the City to raise the Sew- age Disposal system, and approaches. This project includes water, sewer and roads --about 200 of the funds will be for roads. ;Minutes of the last meeting were approved. Correspondence was read: :AcCann moved, Swires seconded, the City join the U.S. Civil Defense Council and pay the $7.50 membership. 'lotion passed with Morgan dissenting. M. McGahan will be the City's representative member. Clerk and Crinklaw had written Marshall & Meyer re additional bonds for KCL and Mr. Meyer had replied bonds could be sold if other means of financing could not be secured. The Attorney reported on his trip to Homer to extend offer of aid; also thot the Tidelands Bill had passed the House, but was not sure; Suggested the Trooper make a trip So. of the River to chekc on "Quake damage, etc. Morgan reported on the Boro meeting: lie had expressed disapproval of Pomeroy's actions regarding Civil Defense --the Mayor and AIcGahan also told Pomeroy the City had a paid Civil Defense Director with a staff organized for emergency action --that McGahan had been completely by-passed time and again, the radio and communication system with McGahan had been ignored. Pomeroy had asked the Boro for authorization on C.U. matters for the whole Boro; this would have by- passed Seward, but the Assembly did not pass on the request. The Attorney said the Cities in the Boro should "go full bore" on programs for schools. Morgan said the P.D.D. had transferred all its assets to the City of Homer --the Boro Assembly concurred as a petition had been presented by a great majority of the people requesting this action. There has been no date set for the next Boro meeting. Morgan moved, McCann seconded, to allow McGahan to keep the next reimbursable C.D. check ($625.00). Passed unanimously. Clerk reported: The Zoning Map has not been filed as there is a mistake in the Beaver Creek Subdivision --Malone will correct it; Syd Stevens was called in to clear the sewer at the Jail --he discovered the well had been running constantly but wasn't pumping water. Ile took out 16' casing, put in a 21' and now has 54" of water. Also had to replace a bearing in the pump. Now he will have to dig to find the trouble in the sewer, A.O.We rner (Deering) had not submitted a Cert. of Insurance on Stan's Cab --Duke has gone to ANchorage and was told to get this in prior to his leaving; Rowley will not sign the R.O.W. until an agreement is reached on the piling; $64.00 had been taken in on the showing of the Holy Land pictures --half will go to the National Guard and half to the Legion Ausillary; Inquired what price Council wished to place on the Code copies --will pro rate it according to printing costs; Inquired about moving the C.D. radio--McGahan had said it must have a 24 hour watch; Mr. Caughran will be in town next Monday and Tuesday with his Superintendent— they will be hiring about 15 or 16 men --his office girl started work today. Work on the W $ S will start the first of May. The Senate record is available in the Clerk's office if anyone wishes to see how the voting went on the Tide- lands. Application was presented for games of chance by American Legion. Morgan moved, Swires seconded, to approve the application for games of chance - and skill as submitted by the American Legion. Passed unanimously. Council Minutes Page three 15 April 64 "Bud" Lofstedt and Ernie Knackstedt were appointed to serve on the Armory Board. Mayor Dye presented Resolution 064-7 to Rebuild Seward Immediately. McCann moved, Knackstedt seconded, to adopt Res. #64-7. Passed unanimously. The Mayor reported he had sent telegrams to Bartlett, Gruening, Rivers and Anderson urging immediate rebuilding of the: railroad in Seward. Bartlett had written an encouraging reply.
