Roll call at 8:05 p.m. showed all members nresent.
Cliff Carr asked Council what procedure to follow to get assistance from his
neighbors oi; construction of a road. Vick Morgan and Bob Tachick had worked
out a cost estimate for clearing a 40' r.o.w. with a 30' road bed; -which amounts
to about $400 for a 330' frontage, or about $1.21 per running ft. The Ordinance
and Code provide for establishment of assessment districts for such purposes.
If 50% of the property owners object, a district cannot be formed. Carr will
get signers for a petition for an assessment district to present to Council.
Al Manson asked consideration of a proposal to change the zoning in the Original
Twnsite from Business to Residential on property that was not being used for
business. The 3ayor favored leaving the zoning as it is, but stipulating that
residences be taxed as such and not as business property. Considerable discus-
sion followed: speakers from the floor were Louis Nissen, Stan Thompson. Part
of the Planning Commission minutes were read wherein the Commission passed a
motion concurring with Munson's request. The Attorney suggested the legal pro-
cedure is to petition the Bd. of Equalization for a reduction in the Evaluation.
Gene Morin moved, Knackstedt seconded, the Boundaries that now exist remain but
all non -business property be taxes as residential. After more discussion,
Billy McCann moved, Knackstedt seconded, to table any further action until the
next meeting. :lotion passed with Morgan dissenting. Munson also objected to
the idea of the Borough taking over the present tax base.
Leo Oberts informed Council the City can have loot of float and associated hard-
ware from the Homer spit if we can arrange for the hauling, according to Don
Statter, of waters and Harbors Div., Dept. of Public works. Statter said we
need a supervisor to install the floats --and that the money very possibly will
be provided from the Dept. of works Budget on approval by the Legislature. Kenai
has never received any benefit from the Marine Fuel Tax collected from this area,
and there is definitely a need for such a float. Oberts talked with Carl Haller
who quoted a contract price of $600 to over -see the construction. The floats are
first-rate fir; the Mayor will haul them here if the City will assume the cost
of loading, fuel, driver, etc. A possible three sites were approved by Statter.
The Dock and Harbor Commission will keen Council informed what is going on.:

for installing the floats. Passed uanimously.
The Attorney presented a draft resolution u ing that Seward be rebuilt for
presentation to the Boro Assembly; thank yl letters were sent to the House
of Representatives re H.B. 307 (Tidelands); Now is the time to push the Cause-
way, railroad, etc., connecting this area's industrial sites; recommended Council
sign the City-Walkowski contract re Old Drug Store. Clerk. was instructed to ask
Sgt. Best re contract with the lat'l. Guard and to send a copy to Axelson. Swires
moved, Morin seconded, we sign the Walkowski, Drug Store lease. Passed unanimously
The Mayor reported a Rebuild Alaska Committe is being formed with memberships
selling for $5.00 each. The City will get a portion of money collected from this
area; if our needs are greater than our share, the additional money may be ob-
tained from the fund. The Civil Defense radion will be moved into Aarion Sel-
lars home --Sellars has been appointed C.D. Director for the City to replace H.
ycGahan, who has resigned.
Minutes of the last meeting were corrected and approved.

Correspondence was read: !demo from Kuchta re Nissen's pumping his cess pool;
also :demo to Council from Kuchta re Aommsen Additions 1 & 2 and the change in
the Sewer plans; Notice that A.0.14erner has been inquiring about buses and
limousines to be used to accomodate tourists, etc.; Don Lowell's acknowledge-
ment of receipt of the City's Resolution requesting the Corps of En grs. to in-
spect the earthquake damage at the School; notice from Don Berry of his trip
to Washington; BLA's information the dock patent will be issued in the very
near future; presentation of request for payment to Adams -Corthe 11 -Lee in the
amount of $37,994.28. This will be paid from the next Time C.D. which matures
on 7 May.
Clerk reported: the Kenai Cab Cols. are not carrying insurance --Clerk will notify
them they have five days to get their insurance or the license will be revoked.
Tte Atty. suggested a copy of the notices be sent to the Dept. of Comm., Motor
Transport Division, 330 D St. Some discussion on wrecker rates; Crinklaw reports
the Wildwood contract is being consummated; --he has not heard from Clapp of R.E.A.
re funds for construction; inquired about forms for relief from the Fed. Govnt.
for earthquake damage --received them from the Mayor --Clerk will inform all people
on the list of the estimate made by the assessing committee on damage; Clerk will
be out of the office Friday, but the Assistant will be there; called Council's
attention to the Scrap Book made up by Liisa Johansen. The City will issue a
press release and a citation for her efforts; presented a bill from Sid Stephens
for his and Baktuit's work on the City well, sewage line and cess pool in the
amount of $519.94--Council ok'd payment. !Morgan and Jordan can meet with
Council and the School Board on 7 May --Council will be reminded of the date;
The City election is 12 May --Does Council want to consider the Budget before the
new Council is formed? Property evaluations, before Equalization, totals
$7,244,695.00--Tax bills go out early in July, but budget must be passed- and
the levy set before tax bills can be typed.
The Aayor read a letter from Capt. Mayfield notifying the City Trooper Robertson
is to be transferred to Juneau --Clerk will write a letter of commendation to
Mayfield with copy to Robertson --and also a personal letter to Robertson.
The Mayor introduced Res. #i64-8, Application for Advance Planning Funds from
HHFA on Terminal Building. Swires moved, Knakcstedt seconded to accept Res.
#64-8 and to authorize the Mayor to sign. Motion passed unanimously.
There was some discussion about telephone service. The Attorney is to write
Trans -Alaska and will confer with the Mayor before writing.
