CORRESPONDENCE - Letter from Don Lowell requesting the City to survey the
Airport for earthquake damage; if there is any we should
amend our resolution asking Fed. aid for emergency work on
the new and old school buildings.

Roll call at 8 p.m. showed all members present.

James Foute requested Council Rive consideration to allowing him some tax re-
lief as his property is situated across the River and lie is getting nothing
from the City for his tax money. Council pointed out the over-all development
plan which would add to the value of his property. the police protection now
being given; the school expense which is absorbing 11.6 :Hills of the tax levy;
a bridge across the River will tie us all together more; industrial sites along
the River will change the picture --the Attorney will see about relief for him.
Stanley Cupps urged Council to push now for a deep draft harbor and offered the
support of the I.L.W.U. Seafarrer's International Union. ile will be going to
Washington the 26-27 of May and will urge various Congressmen to support ap-
propriations for such a project. Cupps thinks everyone should get behind this
and write letters --Council concurs, and suggested the Chamber of Commerce should
be interested also. Cupps will contact the Soldotna Council and Chamber. Ile
also thinks Kenai can get a share of the Sea Landing Operations --that Anchorage
can handle traffic only 6 or 7 months of the year and then will be iced in.
The Sea Land project guarantees 400,000 tons of traffic a year.
Ainutes of the meeting were approved.
Cupps alp requested permission of Council t-o add his wife's name to the liquor
license for the Rainbow Bar. Council approved, and Clerk will inform the ABC
Board.
Correspondence was read: Galliett's assistant is Ronald L. Thiel and will be
resident engineer on the Water $ Sewer project; letter from 1111FA re applica-
tion for advanced planning funds for Airport terminal advising that funds are
extremely limited; letter from .McEntire $ Pendergrast expressing interest in

architectural work with the City for the Terminal Building.
The Clerk reported nomiratin petitions have not been filed

is 12th of May. A..notice will'be place in Anchorage Times that petitions will
be accepted up to S p.m. Wednesday 6 May; A notice also will be published in
the Cheechako for date of Election and three copies will be posted in town.
Planning Commission is requested to submit legal descriptions of lands !North
of the Kenai Spur Ilwy. to be zoned Conservation --this is to preserve the
City's watershed.

Mayor Dye presented Resolution 964-9 amending Res. 64-6. Ernie Knackstedt
moved, Billy AcCann seconded,to accept Resolution #64-9. Passed unanimously.
Dye presented Res. #64-10, Requesting Fed. Assistance under P.L. 91-875. McCann

moved, Homer Swires seconded, to accept Res. #64-10. Passed unanimously.

The Attorney requested information on: Regulations of Water & Sewer Systems;

Priorities on hook ups; Causeway; Railroad; Floats; Clean-up Week; etc.
Clerk was instructed to contact Dick Axelson asking his permission to use his

name in urging the contract with the National Guard being signed. The Atty.

also inquired about policy to institute court action for delinquent KCL bills.
Council advised to obtain a judgment against the one in question.

Clerk will write Mr. Nissen we are asking the Atty. for means of taxing residence
in business zones. ~le-anwhile he should appeal to the Board of Fiqualiz
