Roll call at 3:07 p.m. showed all members present bu Richard 'Morgan.
Carl Seaman of the Airport Commission reported: The FAA will take care of the
lighting system when funds are available the next fiscal year. Traffic is building
up all the time --tile Kenai Airport is fourth high in the State in landings.being
outranked only by Fairbanks, and Anchorage International and derrill Field. I-K hope!
to get started on Airport Strip Construction and Paving by the 13 of May and will
complete the job within the year. Rights -of -way on the approach zone must be obtained
in the very near future --may have to purchase some of the land, or trade it, etc.
The Airport Comm. will meet with the I'lanninv Commission on this. The City may
need an ordinance to hold buildings to a certain height. The Courtesy Station de-
sired by Wildwood as a shelter for service men hitching rides to the Base, can be
erected without approval from FAA--I'tie Dept of liighways may have to give consent if
it is on a R.0.d. This station will be built by Wildwood. A letter from Mr. Steen
Dept. of lli:ys. was read notifying the City of a change in grade on the Kenai Spur
between Beaver Loop Junction and Wildwood--they will have a representative here the
12th to discuss this with Council, etc. Letter from Hobbs. 1111FA, says money(for
planning; the terminal building) is scarce, but our application will be processed.
Billy McCann will check with John Nichols on this --also will see the ASHA regarding
planning of land -use. Council agreed they would consider any private proposal to
build the terminal, but that a plan must be ascertained first. Speakers from the
floor were: Dave Boyer, Mrs. Malone and Roger Meeks. Mr. Malone may submit a
proposal for subdividing the Airport lands.

Correspondence was read and acted on later in the minutes.
McCann moved, Knackstedt seconded, unless it's in conflict with City Ordinance,

Bud Cupp's wife's name be added to his liquor license. Passed unanimously.
Knackstedt moved, `florin seconded, to give Dave Boyer a permit for limousine service
and guided tours within the City Limits of Kenai, provided he meets the requirements
of City Ordinances. Passed unanimously. Clerk will check with him on insurance,
etc. His request to operate a branch of Sam's Feed STore will be referred to the
Planning Commission.
The Clerk reported: Mr. Goodrich had submitted a suggested letter to go to the
Congressional Delegation --Clerk will check with the ';.,or before sending such a
letter; Meeting with the School Board on the Budget is scheduled for Thurs, 7 May
in the Library; There were no filings for school board member in the coming election
room will be provided for a write-in candidate; (on the ballot). A call from a

Lease Co. representative regarding receipt for request for payment --said request
had been received the 29th of Aprils -the City hoped to pay about the loth of June;

McCann moved, Morin seconded, to urge once again an early decision on oil leases

on the Moose Range. Passed unanimously. Clerk will notify Standard Oil in writing
to extend the present contract for fuel oil to 30 June 164; Mr. Morin will the c k
on total gallonage used, and the three oil companies will be asked to submit bids
for Fiscal 64-65 contracts for gas and furnace oil; Clerk will write Dave Lilly
requesting the land, formorly occupied by the Old Federal Jail be cleaned up;
Clerk will chef with Leo on insurance on the New School and the Old Drug Store;
Clerk will notify owner of property having an uncovered aell--a report was received
a child had fallen in, but was rescued without injury; Coveyou will check on the
hwy. speed signs between Wildwood and the City;
Morin moved, Swires seconded, to approve Wildwood's building a Courtesy Station
for service men to hitch rides to the base. Passed unanimously.

There was some discussion on the City's requirements for Lh ree years' residency to
be eligible for City office --.Council seemed to think the three year stipulation
was a good thing; there was also some discussion on changing the Charter as per
Don Meyer's suggestion --the Atty. will draft such a change for the Fall election.
The Attorney presented a draft Ordinance Providing for Administration of a kf,S
System --first hearing will be next week; Someone will have to be hired as in-
spector; the National Guard Contract will likely have to wait until the Fiscal
year when monies will be available for painting and re -modeling; Mr. Gagnon will
be in the area the 18th of May if Council wishes to talk with him; There was dis-
cussion on Urban Renewal, FHA loans, etc.; There will be a free Smorgasbord at
the Kenai Bowl Sat. eve. to publicize building a housing development in Mommsen
Addition.
Council agreed to storing the original property maps in the vault in the new school.
McCann moved, Morin seconded, to adopt by reference the National Plumbing Code.
The Atty. will draft and Ord. re this, and making it a part of the Code. :lotion
passed unanimously.
McCann moved, Knackstedt seconded, to authorize the Troopers to buy paint for the
Jail. Passed unanimously.
Swires moved, Knackstedtsseconded, we pay Lease Co. the semi-final payment of
$110,739.50. Passed unanimously. Mayor will take the check to An--horage tomorrow
and talk with Lease on items of controversy.
Knackstedt moved, Morin seconded, to give the Mayor authority to sign the release
of performance bond of Lease Co. Passed unanimously.
Borrough representative to replace Dick Morgan, whose term expires on Council, will
be discussed at the next meeting.
Meeting adjourned 11:20 p.m.
