CORRESPONDENCE: Letter from American Tug Boat -Co. says they should be

Statement received from School in the amount of $594.72--
Shall this be paid from the School Bond Fund? It appears to be
items from Alaska Surplus. (?)

all buildings, but is not sure --is checkino-will let us know.
Total gallonage on gas and furnace oil has been submitted;
Added to the estimate for both schools, the gals. are as follows:
Gas - 9,680; Furnace Oil - 89,210.

in about 9:45 p.m., and Gene .lorin, wlio came i7 about 9 u.;n. (Graduation Eva.)
Cliff Carr presented two petitions for ostablishing assessment districts for
roads in Sec. 31; Clerk will check the signers, and Council set Vednesday,
27 :fay, 8:00 p.m. fora ?ublic nearing.
John Coveyou requested a source of gravel from Council; it is needed immediately
at the school for goro School Headquarters. Dick -lorgan will look into this.
Mr. Smythe of Alska State llousing Authority, and fr. Leutheuser of 1.1estern Real
Estate Research Corporation talked with Council regarding a land use plan for the
Airport lands. They will give priority to working, out a plan for Kenai --they think
it is an ideal project for Urban Assistance Program; it is good land, right loca-
tion, etc. Planning can be financed 2/3's by the Fed. Govn't. and 1/3 by the City.
Smythe will present an itemized (costwise) schedule for Council's consideration.
fie estimates, roughly, $15,000 for the Fed. Govn't.'s share --by having an itemized
list, the City can eliminate various items so as to bring the expense within reason.
The study will be: 1. Land use, 2. Economic Study, 3. Capitol Improvements, which
includes utilities, 4. Traffic -ways, S. Zoning -protecting well -sites, etc., 6. Dis-
position of land and market availability. It would be the latter part of the summer
before land could be sold or leased, but they will do everything possible to hurry
it along. A Civic Center could be includ�41 in the plan --a schedule of when the
planning will be done will also be submitted. They will check with Dept. of Hwys.
and with F.A.A., Galliett, etc. Speakers from the floor: Red Jaynes, Roguszka,
Galliett, Jim Clinton, Howard Crinklaw. '-fr. Smythe will get a letter to Council
by next meeting. It is possible a long-term loan will be consicered.
Minutes of the last meeting were approved.
Correspondence was read: Letter From Trans -Alaska inquiring about Evaluation -
Clerk will call him Thurs. a.m.; Letter from Alaska Title Guaranty Co. re clear
titles on lands sold from Airport holdings.
The Mayor reported lfr. Doull of 111117A was here looking into books, contracts, etc.
re W&S--was principally concerned that the accounts be broken down between HHFA
and USPHS.
Roguszka announced a pre -construction conference would be held Thurs. at 10 a.m.
at the Hotel.
Billy McCann reported the Democratic Convention did not arrive at a unanimous de-
cision to urge the Public Service Commission's right to control rates in a Muni-
cipality.
The Attorney reported: Next Boro meeting is the 23rd of May; Chairman's term of
office will be on the Agenda; presented an Ordinance adopting the National Plumb-
ing Code --the building officer would be the Mayor who would be in charge of stop -
orders, etc.; Suggested sending a copy of the Code to the Police and Magistrate;
r suggests forgetting about the r.o.w. from KPC--just stop the 114S at the manhole
by Kenai Korners; there was some discussion on title to KCL trucks --the Atty.
will take this issue up in Court. Also discussion on application forms for W4S--
1 Galliett will get copies of Anchorage's forms;
Morgan moved, 'McCann seconded, that Harold Galliett be authorized to delete the
sewer line installation at the Kenai Power property in the event that an easement
— has not been received by the City prior to the time at which the contractor would
experience additional costs or delays due to the lack of said easement. Following
Galliett's deletion, the deleted sewer line will be relocated after Council
concurrence. Passed unanimously.

Atty. and '•favor reviewed the letter regarding oil leases; a citation, rather
than a proclamation, will be issued to honor the young; hoes who won the Nat'l.
Bowling Tournament; Inquired if a citation should be issued to Trooper Robertson;
He will file a law suit for delinquent power bill.
The Aayor presented Ord. #64, Providing a Standard for Construction Plumhing
Installations. McCann moved, :forgan seconded to approve Ord. #63 for first reading.
Passed unanimously. Horgan suggested various cnanges to be made in the Code to
be amended next meeting: P. 30, 2.17.1; P. 119, Para :3 l.w;• P. 84, 11.1. P. 127,
B 12.3, B 12.4. Mr. Ronald Thiel, assistant to Galliett, and Resident Engineer
for the ►&S will go over the Code and Amendments.
Galliett announced work on W&S will start on Monday morning at 7:30. Requested
a letter to Steen of the Dept. of Highways to allow Caughran to get his trucks
from Anchorage to Kenai. Clerk will write said letter. Since Caughran plans to
work two crews --night and day, the Engineers may have to double up ; lie has no
solution to the extreme tides as yet-fon the flats) --may have to build a Bridge.
They now have a field Office in Room 102 of the basement of the Hotel. The Mayor
expressed gratification at having Mr. Theil here and said while the City wants
Caughran to leave this job with money in his pocket, at the Same time he wanted
Theil to remember he is working for the City and to keep its interests uppermost
in his mind --that he hopes Theil will cooperate in every way possible with the
contractor, and that all parties concerned will finish the job with satisfactory
feelings.
Clerk will type the letter re oil leases, Mayor will sign, and there being no
objection from Council, it will be sent to the Congressional Delegation.
Vc.Cann prescateu Ci4. #65, Administering the W&S Systems. McCann moved, Morgan
secondled to approve for first reading. Passed unanimously. Galliett will fill
in the blanks for Second Reading.
Morin reported on fuel bids: Two Co's said they prefer lump sum bids, and that
it will be a better proposition for the City too; Grease and Oils will be separate
from the gas and oil bids. Clerk will obtain forms from Anchorage for invitation
to bid.
Clerk reported: presented Resolution 64-11, requesting 87S money for earthquake
damaged facilities. Morgan moved, Morin seconded to accept Re. #64-11. Passed
unanimously; Inquired as to City's Boro Representative --Morgan moved, Morin
seconded, that Bud Dye be the Boro Rep. Passed unanimously; reported a request
from Dock Commissioner Oberts the Council move to purse the study of earthquake
aggravated erosion on the bank. Morin so moved, Swires eeconded, and tha motion
passed unanimously; announced McKee will be in Thurs. to start on Board of Equal-
ization protests; Inquired if Morgan would remain on the Street Commission? Cove -
you needs to know whom he will work with; presented a Citation for Public Ser-
vice for Mayor's signature --said citation to honor Karen Liisia Johansen for her
long hours of work put in on the City's Scrapbook. This book consists of clippings
from newspapers showing incidents affecting City Govn't.--also its growth, etc.
Reported a call from Potter recommending the City apply for an additional 20 acres
West of the New School --this land has been set aside for school purposes and Mr.
Potter is sure it will be needed by next year. This will be turned over to the
School Board; inquired what to do about notification from J.►ti.Thompson of new
owners in his Beaver Bluff S/D and Thompson Park S/D--by law they need 30 days
to protest evaluation, and Board of Equalization is scheduled for 15 May; Clerk
will notify all new owners of the circumstances involved. Beaver Bluff lots will
be valued at $b00 an acre --evaluation on Thompson Park s/d lots will be taken from
The list Thompson submitted to the City in 1963.

Council canvassed the ballots of Tuesday 12 day 1964 election. Mayor bye
read the results as given by the Election Judges and inquired of the floor
if there wore any protests as to prohibitive practices during the election.
There being noe from the floor and none submitted in writing to the Clerk,
the Council unanimously accepted the Judges election results as moved by
McCann and seconded by d;epin. Said_.results are included in these minutes.
