Clerk - Jay•LiBtzke eras informed by Cunard the.;Div. of Lands is
having a sale on 100 acres of land in Sec. 6 in July. it
will go wholesale to the highest bidder. This is the land
they had originally planned to Subdivide. (on the bluff).
Have an Application for Games of Chance $ Skill from
the Kenai Community Library Board, Inc. They are planning
to have a raffle during Kenai Days --need your approval.
UNFINISHED BUSINESS:
Second Reading - Ordinance #64 - Providing a Standard for Plumbing
Installations. Amendments to the Plumbing Code.
✓Second Reading - Ordinance 965 - Administration of the Water & Sewer
Systems. Blanks were to be filled in by Galliett.

in half hour later.
d.S.Thompson addressed Council re a Subdivision Plat, Lot "ik", Ael Cole VD, which
had been approved by the Planning Com:aission. Ernie Knackstedt presented Res.
64-12 acceatin� the subdivision and moved for its adoption. Seconded by Bud Lofstedt
and passed unanimously.
Ar. Thompson then requested an exception to the Zoning on Lot "A" from unclassified
to Business. :Ie wants to operate the Tom -Tom Drive-Tn at this site. After consul-
tation with the City Atty. the Council unanimously voted to approve the action of
the Planning Commission in granting, the exception to '•I.W.Thompson on a motion by
Homer Swires and a second by Lofstedt.
Ron Thiel, Residcut Engr. for W&S, reported to Council and presented a request for
payment from Caughran in the amount of about $162,000 for materials. Morin moved,
Knackstedt seconded, after considerable discussion, to pay 100% on materials and
90% on Labor, and to withhold 10% on Labor. Notion passed unanimously. The Atty.
will explore methods of making the money available within fifteen days. Speakers
were Atty. Fisher, Thiel, Caughran and Council.
Clerk issued application for Building Permit to Mr. Collins.
Minutes .were corrected and approved.
Correspondence was read: Forms for invitation to bid on petroleum products were -
discussed--Lofstedt will draft specs for the City's invitation to bid; letter re
Fisher's insurance while on City business; Knackstedt moved, Morin seconded to
sign and issue notice to proceed to %I-K on Airport Project. Passed unanimously;
'Morin moved, Meeks seconded, to approve Fisher's request to name the creek adjacent
to his residence Sally Creek. Passed unanimously: Check -lust for AS presented. —
Mayor Reported: deed to establish a policy re City equipment grading. private prop-
erty --request from Bowling Alley to grade parking lot. The Atty. suggested con-
sideration should be given to whether or not private enterprise will be hurt. Lof-
stedt:, 'Morin and Meeks thought if no other equipment was available it would be o.k.
9Ad that it would be all right to help out the business men. After discussion,
Council concurred with the Mayor that the Rrader or any other piece of equipment
should help out if time and the situation warrants. The 4ayor will see Coveyou in
the morning.
The Attorney reported: presented a citation for the young men who won the National
Bowling Giampionship--he will present the Award Friday night; Presented an amended
Plumbing Code Ordinance, but recommended it be postponed for adoption until next
week. --Thiel presented his suggested amendments to the Code. Hr. Les Borgen, in
the audience made several suggestions to Council. Thiel will incorporate all
changes and present them to Council next week. The Atty. also presented Ord. #65,
Administering the W&S System. Knackstedt read and moved the adoption of Ord. #65,
Motion seconded by Swires and passed unanimously.
The %layor reported on Rebuilding Alaska Committee: Tnis project was turned over
to Fisher and the Chamber of Commerce. The State meeting will be 1 Jime. The
Mayor had talked with Seward City 141r. Hill Harrison who requested use of Kenai
Jail facilities :Morin moved, Swires seconded, to offer Seward Kenai Jail facilities
at ro charge. asse.4 unanimously.

tive to attend a Council meeting:
The '.Iayor reported on policy re landin; fees at thi Airport as a reqult of a meet-
ing with the Airport Commission. i:ees will be billed, but collection will be
at the discretion cf the Commission.
The Alaska Housing Authority's proposal was discussed; it included 1. Detailed
and economic date and airport lands plan for immediate development, 2. updating
of Kenai General Plan, 3. Continued consultation during the planning period. This
would include Land Use, Evaluation of Structures, Community Facilities, Pnnulation,
Economic Survey, '•larket Analysis --Housing, Commercial, Industrial; Recreation
and Tourism, Transportation and Circulation, Zoning, Capitol Improvements, etc.
The City's share of the cost would amount to $4,833.33. The Airport Conmission will
ask Gene Rogniszka and F.J.blalone to get together and submit a Plan. There was some
discussion on a Terminal Building.
The Clerk reported: names listed on Carr's petition for a St. Assessment District
were according to Ord. requirements; David R. Lilly and J.R.Flanders had not
replied to the City's request to fill in the holes on two pieces of property --
City will deposit the check from Lilly --and bill Flanders for filling in the well.

stedt moved, Swires seconded, to approve the application. Motion passed unanimously.
Clerk mentioned need for two Planning Commission Members--:4eeks said Denver Borders
had expressed interest in serving--Swires recommended Alfred O. Olsen as he had
worked faithfully and conscientiously on the Board of Evaluation --with crmsent of
Council, the Mayor appointed horders and Olsen to the Planning Commission; Army
had called and asked permission to dump an old car chassis in the Sanitary Fill -
Clerk had ok'd the one, but needed an expression from Council for policy in the
future --Council said o.k.--The Health Officer says a differentsite for a Dump was
needed anyway; Clerk inquired as to the possibility of Federal dousing Authority
assisting the City in planning for Airport Land Use --part of FHA programming is
Community Planning in relation to Commercial vs. Residential; Mr. Cooley had
been in office wanting, his property evaluation to equal Al Munson's--Clerk pointed
out the deadline for accenting protests had passed but that the Bd. of Equalization
would meet Friday and perhaps Council would accept a late petition --Council agreed
to accept protests as long as the Board of Equalization was meeting;
