Clerk - Have signed application for ;permit to construct the Courtesy
Station for W1W on the right-of-way in front of the Airport. is to be
widened with a gravel fill 40' long by 30' wide. The Army says we can
use their front end loader ----but where can we get the gravel????
�ave not had time, due to Hoard of Equalization, etc. to get out notices
of public hearing for street assessment district hearing formerly schedules
for tonight. Perhaps this can be postponed until 17 July???

Harold ralliett talked with Council re +:'&S: True project is eoin^. well --dirt is
being dumped in the pre -arranged disposal areas --the City can aet gravel for Streets
if they have a truck ready to he loaded and do not intefer with the construction.

asked about water and sewer to serve his furniture store, beauty shop, dental office,
4-Flex and apartment --but the line is not scheduled for Willow St. at the present;
The City may have to replace a few culverts, brit the contractor will save and re-
ase those he can salvage; Mission Ave. will have new gravel--thi minimum distance
between W4S lines is 201. Fire Chief Archer said the Fire Ball must have water
service for quick -filling in emergencies in below zero weather --he estimates a 6"

line is a must--Galliett will let the City know the cost of running such a line
from :lain to the Fire hall --this will serve the City Administration Bldg. also;
Subscrintion forms for signing up for water & Sewer will be available soon; Bill

Viells will show the engineer where the water line crosses Kenai Spur from the School
to the Health Center; Two houses will have to be roved; The school will have a

6" hater line and an 8" Sewer Service. There will be many disappointed over about

where the lines are going--butlack of money has forced the City to run the lines
in a manner most suitable for all concerned; if double shifts are worked, another
Engineer will have to be hired for inspection, etc.; The line crossing the Kenai
Spur will be drilled under the road for a 30' lenpth; the Supt. on the job was
called Outside, but there will be another Supt here Friday --meanwhile Caughran is
here.
Mr. John Tumey talked with Council re Mobile Units for radio Communication. When
the City is ready to install radios in equipment, he will be considered.
Tom Smythe of ASHA talked with Council re up -dating the General Plan. In order to
participate in grant monies (2 to 1) the Gen. Plan must be included. Their analytica:
study would emphasis the real estate and economic phase --it will show what business
should go where and when. The City's share of $4,000 could include $833 as Clerk's
service and would be payable in three installments over an 18 month period. Council
recopizes the prestige and service this planning can give the City as the firm
presenting the economic study (Real Estate Research Corp.) is nationally known. tie
would have SO copies of their report. Council is expecting a proposal from Malone
and Roguszka, and will keep this information under advisement until budget time.
The AS11A plan would also take into consideration the need for a deep draft harbor -

they think that is a must for Kenai; also the oil industry. They could be rea dy
to start the project in a week if San Francisco gives approval. S.F. cannot real-
ize the vital part these Airport lands play in the future development of the City.
Don Graham requested Council to consider an evaluation adjustment on his building -
Lot 80, Sec. 34. Council resolved itself into Board of Equalization--Lofstedt moved,

Morin seconded, Graham's building be evaluated at $16,000 and the land ra $2,000.

Motion passed unanimously. the regular meeting was then called to order.
fir. Archer presented plans for an addition to the Fire Hall with estimate by Denver
Borders of cost of construction, using volunteer labor, @ $3187.00. Council was
hesitant to commit themselves before budget time, but the Atty. thot it would be
all right to indicate the intent of Council; 'florin moved, 'McCann seconded, the
Council is willing to incorporate the Fire Dept. Bldg. into the budget for 64-65

Archer also presented the F.D. budget for consideration. Total including, the bldg.
is $5707.00. The Mayor asked what would happen if, for some reason, the Vol. Fire-
men disbanded and the Cor)oration dissolved? Archer says they have no title to the
Equipment --it's Civil I)cfense--the City supports the F.U. and owns the Pround--they
own the bldg., but it's concrete block, and should logically go to the City.
Mrs. Petersen presented Mans to Council for an additis:n to the City Adm. 31dg. for
an extension to Library Services: The New Public Law allows grants (1/3) for addi-
tions and new construction. The Library Board had tentative plans to build a 20'
by 48' room, with plumbing--@ $21 per sq. ft. this would be roughly $30,000. The
Fed. Govn't. provides 39.83 a, the City 60.200. Council advised to reduce the cost
per sal. ft. to $18. and to make the dimensions equal the present building(for length).
This would make the Library extension 20' x 601. The Library has a small amount of
money to contribute ($2500), and it is hoped land, labor and equipment could be
counted as part of the City's share. The rest would have to be a loan from CFA or
some other agency. [Santa Claus!] The Library Board will inform the State Library
that Kenai has hope for getting this program underway, but cannot definitely commit
itself to this expenditure right now.
The meeting was opened to a public hearing on an Assessment District for Street Con-
struction in Sec. 31, T6N, R11W. Speakers from the floor were: Graham, Doyle,
Theil, Warren, Sims and Carr. ;.mutes of the Council meeting of 22 April show a
preliminary estivate by former Councilman Morgan and Sob Tachick for St. construction
to be about $1.21 per running foot --this is stripping top soil, filling and bring-
ing up to grade. 9r. Carr will investigate further into costs, the Clerk will get
formal notice of hearing published for a further hearing on 8 July, after the budget
is fixed.
Minutes of the last meeting were corrected and approved.
The order of business was disposed of due to the lateness of the hour; the Atty.
presented an Ordinance on Mandatory Connections of Private Sewers. Morin moved,
+leeks seconded to adopt Ordinance #66. Passed unanimously.
The Ordinance adopting the Plumbing Code was tabled.
The Atty. reported the Chamber of Commerce will visit Seldovia on 16 June, lie
pointed out the necessity of a building inspector and suggested the cost could be
partially supported thru fees for a building permit. the Kenai Development Corp.
will meet Friday night to discuss a motel, restaurant and cocktail lounge bldg. on
the Airport lands --there was some discussion as to whether or not the land could
be part of the City's share in exchange for stock. Proceeds from land disposal
though, are to be used for Airport.nurposes.
The Mayor reported a telephone call to Don toyer revealed he thought the IIHFA
would go along with additional payments for W$S prior to the time the City's
share is forthcoming from sale of bonds. This would enable the City to immediately
pay Caughran $162,000 for materials.
The Clerk requested instruction on where to got gravel for the courtesy station for
W/11. The Mayor will see Lawton about using the FAA pit. Clerk also asked if
10 June would be a satisfactory date for consideration of the budget --Council agreed
tentatively.
Council adjourned to executive session for one hour to discuss the power agreement
with CUL.
Reconvening in regular meeting, Council adiourned at 1 a.m.
