`clarion Sellars, Civil Defense Director for Kenai, infori..ed Council there will be
a meeting in Anchorage on 8,9 June, and they need to know if Kenai is rainy; to con-
tinue its program for C.U. Council is in favor of continuing, but wants more recog-
nition from State; Mayor Dye will attend this meeting anti state the City's position.
Doris Swires announced this Sat., 6 June to be Kenai Clean-up Day; the Army will
participate with men and equipment; the Chamber of Commerce is sear -heading the
project; the Health Center will be headquarters with coffee and doughnuts being
served; the flip Cafe has offered lunches to all e,luin.nent operators; the City will
pay wildwood Chevron $5.00 for each car chassis darried to tile City Dump; the Army
will take the ones without wheels; the City will have the D-8 at the Dump to push
the loads into the pit; the City insurance will cover the workers; "Ir. Caughran
offered his low -boy to haul the D-8; the City has 3 dump trucks that can be used;
Everyone is urged to get out and help.
Ron Thiel will present a progress report every week to Council: The City water line
has been laid to the Bank --it isn't tested yet as the screen for the wells have not
arrived. They should be here by the loth, but they may nave to back -fill before
testing to allow access to some of the businesses; Clerk is to get a notice in the
paper urging people to patronize their regular businesses and to have patience with
the work in progress. The Sewer line has just started to come up Main and is about
14-15 ft. deep; the materials for the treatment plant are not available yet, so the
Sewer will be run into the Creek for about a month; the City is stock-pilin-a the
gravel for future use on streets; the "muck" is being dumped on the disposal sites;
Mr. Kellogg is willing to stock -pile this gravel as long, as the distances are equal;
Caughran and Theil appealed to the City for some means of testing the lines, but
unless the FAA well or the school well is used, no solution was forthcoming; Council
agreed surface drainage for streets would be superior to placing culverts; However,
two culverts will have to be placed by the ilethodist Church and on Mission Ave;
hook-ups will go in after the line is in --people should show on their permits where
the key -box goes..
Trooper English inquired if the Council had decided who should take over the book
work on the Court Dockets; he will find out whether the Mapist rate, the Police or
the City is to assume this duty. [dote to Council: the City's agreement with
Alaska Courts System reads in part --"The City will provide and pay for any office
supplies, forms, clerical service or other such items of expense arising out of
City Magistrate Court business." Thus far, there have been no additional expenses
for office supplies.] The need for an undertaker was also discussed.
�i Ordinance 64 with 3 Sections Amending the Original Ord. 964 was presented by Morin.
Considerable discussion was held --speaker from the floor was Stan Thompson. McCann
moved, Morin seconded, to accept Ord. #64, with 3 sections. McCann moved, Morin
seconded to amend Ord. #64, Sec. 4-20, first sentence, by deleting "the corporate
limits of the City" and adding "llater & Sewer Improvement District awl of the City
of Kenai". The amendment passed unanimously. The main motion to accept Ord. #64
also passed unanimously. McCann moved, %leekd seconded, to accept the Original Ord.
#64 for second reading. {toll call vote: Affirmative-Lofstedt, McCann, Meeks, Morin
and Dye. Mr. Thompson informed Council he has other suggestions for changes when
this comes up for adding additional districts to the jurisdiction of the Plumbing
f Code.
Leo Obe rts says the money for installing the floats will not be available until
after 1 July; he will be in Anchorage with Col. Sawyer re the deep draft harbor
next week sometime; their study is supposed to be in by mid -summer; they may use
earthquake studies to get relief to stop the sluffing on the bank.
e The Attorney announced the meeting of the Kenai Development Co. to discuss the 502
loan program; Saturday, 6 June, 9 a.m. is the start of Clean-up, all available
help is solicited; there was some discussion on the Lease between the City and

the National Guard.
The 'Jayor reported the new school wil! net new tilin•r, to re;.lace twat damaged by
the earthquake; also they will pay the bills for the shorin;-un of the chimney
on the other school --tile bills will be presented to Civil Defense. They night
complete a survey of Kenai City Light; tractor damafie (Airport) will not be
allowed; they will review the bank erosion for 40001 and t)y the Dock for 3001.
The City has requested a copy of that report.
Some discussion was held an the term of office for Borough Assemblynen.The City is
in favor of a one year term of office for the Chairman. The 'Mayor was presented
with a Certificate to submit to the Boro .Assembly. Ile is replacing Dick .lorgan
whose term with Council expired.
Minutes of the last meeting were approved.
Correspondence was read; Council directed to notify Div. of Lands we wish to avail
ourselves of the five-year pay plan for surveying the tidelands, and hope they will
give every consideration to hiring a local man; Letter from BUI says the City's
land use permit for Sec. 1, TSV, R1111 expires 16 .June 1964; Planning Commission
has approved Kenai Hotel's having a Feed Store in the bldg.--Ilealth Officer says
it must be sealed off from the rest of the liotel--Fire Chief says there are no
fire laws to prevent this situation; Adams-Corthell-Lee says there are -wo items
that need to be corrected by Tachick on the Airport Road before it can be accepted.
Attorney will be instructed to draft an Ordinance re -zoning 7.1ental Ilealth Lands in
North part of City to Conservation.
Bud Lofstedt and Atty. Fisher will draft bid -forms for POL products.
