Statement for payment of $25 from Div. of Lands for our annual Tidelands lease. Shall we continue to pay this, now that the City is in a position to got title to the Tidelands? The Mayor suggests you set a day for a meeting on the Budget alone. Mould appreciate it, as I would like to be present when the Budget is enacted. Tom Smythe of ASHA says the letter with the revised plan is in San Francisco --Hie hopes to have an answer to Kenai by the meeting of the tenth (tonight). Should Dave Boyer pay $40 for pernit for guided tour and limousine service? This is the cost of a taxi operators permit, but the Ord. does not mention guided tours, etc. We have received a hill for $90 from Hoyt for mtce. of the garbage dump --Johnny says the place has been a mess every time he has gone out there. I suppose we should pay though???? If the City could arrange for a D-4 Cat Johnny could take care of this himself every day or so. This service is costing the City from 90 to 120 dollars every month. Hon Thiel reported on the pror;ess of the ;,:dter F• sewer to i-ate. rie reported that approximately 4200 ft. of water line was in and that about 2600ft. of that had been tested, also that 900 ft. of sewer line had been laid and tested and back filled on Cook St. He also reported that the screens for the wells were in Whittier. Mr. Thiel said he had sent all the necessary reports needed to HH.FA and DPH. 'iayor Dye announced that Mr. Dave Brown would be in Kenal Thurslay in relation to the W/S. Discussion as the removal of more fence fl•orn Boyer's property, which is a disposal area for the w/s, followed. Boyer said he expected the city to put the fence back in place as soon as this area is no longer needed. Mr. Boyer then approached the council on installing his sever the and a drainage ditch, since all of the rater rro-- Seamans drains to his place eausin^ extensive errosion. Councii said nn to the sewer tile and W. Thiel suggested a compromise on the drQtnare ditch. A da•n could be built with earth and then a barrel culvert inserted thru the bluff to allow surface drainage. This crild be done at the same time clean up of the area is being done in relation to the w/s. A fi-ure of 28 barrels was arrived at and a cost of 8125.00. McCann moved and Morin seconded that the City install this at a price of 125.00. It was to be noted however, tho the city is doing this for Mr. Boyer, the City will not assume re- sponsibility for the drainage ditch at a later date. Passed unanimously. Mr. Morin then brought to councils attenti:n that a statement had been F nade at the last council meeting as to the payment of plumbers on shift work. Mr. Morin then read a paragraph from the Alaska Pipe Trades Agree- ment- Sec. 8 Page 33. This refutes the statement made on double time for plumbers on Z!/S. Considerable discussion followed on a bridle for the sewer outfall cul- vert. A bridge would eleminate the dash out of the enlvert due to tides and ice damage in the winter. The bridge being built with eartlquake damase assistance. Mr. Thiel was to check on the cost of this with PHS. Motion was made by Mr. :Morin that a bridge be constructed to handle the i outfall sewer thru earthouske funds PHS. 6econded by Vir. `_cCann. Passed unanimously. Hook-up fees were then disau.gr�d. It uas decided that a meeting should be scheduled with Mr. Thiel, Mr. Galliett and the Council, on assessmont __- 4 and connection fees. Il Trooper English introduced the new trooper, taking Bob Robertson's place, Trooper Eckho££. K' Jim Goff questioned council as to their intent on benifits for city employ- ees. After considerable discussion, Mr. Goff was told that this subject would be discussed and considered at budget time. I-Ir. Boyer and Reverbsd Shafer approached council in re-,ards to the removal of the berm on the street between the Methodist Church and across from the hotel. If the City would move the ber^i out, Mr. 9oyer wo•ild tnen seed the area. No action was taken at this time. COUNCIL MINUTES( Conti.) I-?r. Haller reported he had presented to four different construction com- panies, proposals for the stairway down the bluff. Fie received only two bids. Borders 3uilt for a bid of :1510.00 and Holt Construction for a bid of 0815.21. Norin loved Jileeks seconded that the city accept the bid of $815.21 from riolt Construction for the construction of the stair- way. Passed unanimously. ',Tr. Stan Thompson reported that the force account work is moving along very well at the airport. Stripping of the sand pit was very nearly completed as of this report. An estimate for a sub -plan with approxi- mately!e0 or 50 aerns of land on the airport lands had been presented by Mr. Roguszka. This plan was to mace this acreage into an actual sub- division. The survey and entire costs to a7ount to $11500. This would help in keeping the entire airport lands fro-.. beinr stall aced. +r. Thompson had directed Mr. io :uszlca to �-e to FAA and see if their approval would be given. Council reported to Yr. Tho-ndson on the pick-up and D-8 cat. which the airport had been using and had returned to the Street Dept. in very bad shape. He was to check into this. Mr. Strandburg requested --ravel forthe drains ,e ditch in behalf of Iir. Jordan, at the new high school site. This --ravel to be used for the installation of the drain tile. Ten loads of a ,good grade of pit run would be sufficient. It was discussed that perhaps Johnny could get the gravel from the airport pit and save the City the expense of having to have it hauled in from some place else. Joe Kuchta reporting on the up keep of the sanitary pit suggested that t the City install barrels for the people to use. Thus eliminating their using just one area of the pit, also that the local g arba,-e collecter ipay a fee toward the use of the pit. A letter from the Health Office pretaining to this will be received by the city. Mr. Kuchta, also reported that the State wants to break side contracts with communities to entice them to go into their own health departments. Mr. Kuchta, however, on his own can take side contracts and he wishes to negotiate with the City. At present the City MW in accordance with their contract with the State, has been given one fourth of his time. Ten hours a week or 520 hours a year, an hourly t.age �f :>2.30. This would be his offer now but with States concurrence. Considerable discussion was held on this, but no action taken. A draft ^f a letter fro ;ir. :Cuchta is .,� to be given to the City to be presented to council next week, relating ' that Mr. Kuchta+s clerical assisstance be continued. This also is to be discussed next week. It was agreed that the City pay the Div, of Lands the $25.00,sent with ` a cover letter stating that they can re-imburse us the check if we no longer need pay since we are eligible to receive these tidelands soon. ' Mayor Motion was made by Air.i�icCa- and seconded by Mr. 'Morin that the Ma Y relate to Mr. Manley that he is workinZ for the City and is responsible for getting the draft into 'Ir. Prescott, the arbitrator, between Lease Co. and the City. Passed unanimously. -- - A letter from Mr. Geo. Narvarre was read asking penrission to Move his liquor license from his old location to the new location. L. MINUTE'S (Conti.) Motion was made by Mr. t'.orin .rid so :onded by '•;r. V.eeks that "r. It was agreed that Kenai particiaat^ all they can in helping- Seward to >✓ celebrate their All -American celebration. Council was in agreement that 11r.
