Roll call at 8:25 showed all members present but Knackstedt and Morin.
Ken Jordan, representing the School Board, made inquiry on several
points: The Office of Emergency Planning has approved money to re-
pair the earthquake damage to the School* -bids will be let soon;
Ron Theil will figure costs for Sewer and 'Water hook-ups. It is
possible the Sewer connection can be incorporated into Caughran's
contract; Considerable discussion was held concerning the law suit
between Lease Co. and the City. Speakers.from the floor were: Ed
Hollier, Dave Boyer, Odin Strandberg. Mr. McCann, in an interview
with Don Meyer in Seattle, was told the City would have to settle
with Lease Co. before any action could be taken with regard to bonds.
The Council,; in' view :of the need for funds for the School, Water &
Sewer and Power extension, unanimously approved a motion by McCann,
seconded by Swires, to authorize the Attorney to negotiate in the
City's behalf to bring the suit, Lease Co. vs. the City, to an early
close. Lofstedt was excused from the meeting for a Charter flight.
Jim Doyle inquired as to the reasons the oil and grease purchases of
the City were not let out to bid. After considerable discussion,
Meeks moved, Swires seconded, that oil and grease forthe City be
let out on a separate contract from gas and furnace oil. Motion
passed unanimously. The eity will issue invitations to bid soon.
Mr. Strandberg announced the drain -tiling project will be completed
now --that they would need the City Cat for about two hours, and have
about two days work with a drag line. If the City's drag line cannot
be used, he will contract for the work.
Dave Boyer requested an extension of time for payment of his light
bill. He has applied for a loan due to economic losses from the
earthquake, and should have an answer soon. Mr. Crinklaw said only
two payments had been made since the first of the year, and the amount

its:bgndiag,.by going contrary to the Ordinance which specifically
forbids preferential treatment being granted. Fir. Crinklaw says the
books are to be audited this month and first audits are always very
careful and very thorough. After much discussion Swires moved, Meeks
seconded, due to the earthquake and extenuating circumstances caused
by it, Mr. Boyer is granted a 30 day extension on payment of his bill.
Passed unanimously. [Lofstedt having returned meanwhile.]
Ron Theil reported the HHFA work is 25% complete--USPHS work will be
25% complete in a day or two --His report will likely bring an inspector
from Calif. who can approve the work and make funds available. His
progress reports are being made as soon as he can get them done--HHFA's
goes in on the 5th, but USPHS requests them by the 25th; He estimates
a six inch line to the Fire Hall with a fire plug in the building to
cost about $2500 which will come from the contingency fund; Well #1
pumps up to 135 gal. per min. before it runs dry --the iron content' -is
high, but this can be treated cheaply --Well 92 is in the process of
being surged; Aellogg will be bab% at work on Mission and Overland --
Main St. will be brought up to grade next week, than Peninsula Ave.
The Council will meet Monday, 7 p.m. to discuss hook-up charges, etc.
Howard Crinklaw reported the Army had mlde an inspection of CUL
and that Mr. Slick had requested he confer with him--Crinklaw asked
that someone else from the City be present --the Atty. will accompany
him as he will be in Anchorage anyway.

John Coveyou requested direction as to acquiring a bade for snow-
plowing; we will see what has been done with our application for
GSA equipment before deciding.
The Attorney reported the City has not received the letter from
Strandberg which was requested; He (S.) says he is in no position
to write such a letter at this time. Fisher said today was Richard
I. Morgan Day at the Chambw of Commerce --Mr. 6 Hrs. Morgan were guests
and cuff links were presented to him--KHAR prounounced this "Be Kind
to Richard I. Morgan Day and read the Mayor's proclamation on the air.
[Later it was learned Mr. Drowley, at the Standard Oil Refinery, also
honored Morgan with a brief speech and resume of what he has done for
the Community.] The Anchorage News also had a feature article re this.
The Atty. breifly touched'on the proposed applications for Hater 6
Sewer hook. -ups; Inquired as to the Floats for small boats --the steps
are now being built, and it is hoped another 150' of floats can be -ob-
tained.
Somecdisenssion was had on Civil Defense, unemployment insurance for
City employees, applicants for KCL Mgr. -Ellis, White 6 Lyons.
Clerk reported Mr. Smythe, of ASHA, is going to San Francisco next
week to work out a program for assisting Kenai in planning use of
Airport lands, deep draft harbor, impact of the oil industry on
Kenai, etc.; presented a subdivision plat of Louis Nissen, approved
by the Planning Commission --since one lot does not meet the mimimum
requirements of the Zoning Ordinance, this was referred back to the
Planning Commission. Inquired about fire extinguishers for Civic
Center and Jail--Swires will see Archer about C.D. extinguishers.
Homer Swires moved, Lofstedt seconded, to accept Resolution 064-14
setting the 1964 tax levy at 15.6 mill (the same as last year); 11.6
mills are dedicated to school purposes --(out of a $219,106 budget
e this year, $139,746 goes to the schools.). Motion passed unanimously.
Borough business was touched on, but will be more thoroughly discussed
at Monday's meeting.

McCann moved, Swires seconded, to accept the Dept. of Safety's con-
tract for police services, July 1964 to 30 June 1965, a to auth-
orize the Mayor to sign. Motion passed unanimously.
