UNFINISHED BBUSINESS Applications for Water & Sewer Service v HEARING ON STREET ASSESSMENT DISTRICT ;, Llope we have some proposals on costs, etc. Clerk's office mailed out 26 notices on 12 May -- One notice was returned "Address Unknown" --have had no written response. NEW BUSINESS: PERSONS NOT SCHEDULED TO BE HEARD: J KENAI CITY COUNCIL MINUTES 8 .JULY 1964 Sleeting was called to order at 8 p.m. with all members present but Gene Morin, Ernie Knackstedt and Bud Lofstedt. Hr. Zell Wright and Cloward Crinklaw talked with Council about sclling power to ►irightfor his project at Sportsman's Lake. lie will need 260,000 kWh a month and will pay 12 mills; the City will obtain the power from Strandberg @ 8.6 mills. Crinklaw will write Strandberg stating the City's intention if CUL can produce the power and state his rates, etc. Ron Thiel reported work on the sewage treatment plant will start tomorrow; well #2 is being test pumped now and seems to be of better quality than #1; they are ready to accept service connections on Stain St. as they want to hook these up be- fore graveling. Considerable discussion was held on grading Main St. Charles Archer will hand carry the applications to all potential users of W&S on Main; it is estimated 4 hook-ups a day can be done --all applicants will be asked to place a stake at the spot they wish the lines to enter their property --the appli- cation also has room for a diagram for position of the "key box"; Main St. north of Archer will be 28' wide, and will widen to 36' South to the Inlet. Speakers during the discussion were: Odin Strandberg, Archer, and Louis Nissen. Chas. Archer reported the Fire Underwriter had been in town and was well pleased with the W&S project, the Fire Hall, and.the progress the City has made since his last visit --he thinks a man can be here to inspect after W&S is completed -- this will be to re -rate insurance costs, etc. We need to pet title to the Civil Defense equipment before a reduction in rates can be had --Clerk was in- structed to write Commissioner Underwood; the furnace is the wrong type to be with the gas -filled vehicles in the Fire liall; they will take square footages and determine the best type of fire extinguishers for Civic Center and Jail; there was some discussion on location of the fire siren by the Spur Motel --it might possibly be moved to Homesite Loop Road, according to Jim Goff. Archer read excerpts from W&S specs quoting the right of uninterupted access for businesses during W&S construction --Thiel had called Galliett, and their inter- pretation of this term is that ingress and egress must be had at all times in case of fire at any establishment. 'Mayor Dye expressed the hope of Council when he said he expects these problems will all be resolved by next week. The meeting was opened to public hearing on a Street Assessment District in Sec. 31. No proposals were had from Coursen, Tachick or Kellogg, but the City hopes to lend City equipment with an operator,to get the project started. Those participating in the discussion were: Cliff Carr, John Warren, John Coveyou, Jim Goff, and Mr. Anderson. Louis Nissen asked Council what had been done about his Subdivision: Roger Meeks read the recommendation of the Planning Commission to grant an exception to Lot "B" of the S/D--it is too small in area, but the lot lines cannot be changed due to the presence of a house where the line should be. A copy of the recommendation accompanies these minutes. Homer Swires moved, Meeks seconded. to accept the Planning Commission's recommendations to grant an exception for Lot B in Nissen S/D. Notion passed unanimously. .Mayor Dye presented Res. #64-15. Swires moved, Meeks, seconded, to accept Res. #64-15 approving ,Nissen Subdivision. ~lotion passed unanimously. Minutes of the last meeting were approved. Correspondence was read: Letter from iiliFA forgiving costs for Advance Planning, W&S; Letter from AS11A expressing hope to get a plan to the City next week or so; t yw� Council Ainutes R .July 1964, Page two Letter from Civil Defense advising reimbursement for CD is contingent on satis- factory rate of progress on Sellar's programmed C.D. activities. Swires announced the City will be asked to pay rent on the chimney scaffolding; he is also working on the bridge project. The Attorney presented a draft of Res. #64-16 acopting rules and regulations for Water and Sewer and also a Schedule of Costs for hook-ups. +IcCann moved, Swires seconded the inspection fee for ►&S should be $10.00 and the Turn On, Turn Off Fee, after the initial installation should be $5.00. notion passed with Meeks dissenting. Swires moved, hfcCann seconded, to accept Res. #64-16 adopting regulations for WAS administration. tiotion passed unanimously. Howard Crinklaw pointed out no turn,•ons: should :be ,,atcomplished if there was any delinquencies against the WhS account. This will be incorporated in an ordinance. The Atty. also said copies of design for a deep draft harbor could be had and suggested the City get some; fie will draft a telegram to Bartlett inviting him to Kenai in the near future; iClerk was instructed to write Don Statter requesting funds for the Floats and asking for an additional 150' of hinge -type float if at all possible. Clark will also write Knackstedt accepting his resignation with deep regret and thank him for faithful and loyal service to the City; Clerk will ask Atty. to draft a resolution for regulations for payment of expenses for G.D. Director for travel; The City will cancel the lease for the 5 acres in Sec. 36 formerly requested for a C.D. Shelter, etc.; Clerk reported Kenai Steel Bldgs. had cancelled their lease on land in Beaver Creek S/D and had asked for a discount in taxes, but since the assessment is as of 1 Jan. had told them the deletion would be made next year; Dick Acelson had asked for a City Dump Truck to be available next Sat. at the Azmory for clean-up--Coveyou will see to this. There was discussion between Council, Crinklaw and Clarence E. Lyons, Jr. re- garding Lyons replacing Crinklaw. Mr. Lyons is a Civil Engineer and would over- see W&S, KCL, building Code, Plumbing Code, etc. surveying for Streets. It was thought this arrangement would be better for the City than hiring only a power man. Council will try to get a Line Foreman to supervise the KCL crew. Mr. Lyons is to work with Crinklaw as closely as possible as long as the latter is here; Lyons will pontihite with Caughran to finish the W&S Project.
