NEW BUSINESS: PERSONS NOT SCHEDULED TO SE HEARD: KENAI CITY 0I, L MIVUTFI� 15 .1! I I,Y 1964 Roll call at 8:10 showed all members present except Gene florin (in summer school at the 11. of Alaska). Mayor Dye opened sealed bids for gas and oil purchases which were as follows: Furnace Oil Stove Oil gasoline Standard Oil of Calif., hest. Op., Inc. $0.177 $0.1875 $0.239 Union Oil (Portage) (diesel) .179 ------ .324 Less State Tax -.08 00.7TT- Union Oil (Don Bailey) (furnace oil) 0.168 ------ ----- Doyle's Fuel Service 0.178 0.190 0.245 Bids were referred to the City Atty. and the bidders will be notified when awards are made. James Doyle will remove his tank at the Airport unless the City wishes to purchase it. (Tank is used to hold heating oil for St. Dept. Office.) McCann moved, Lofstedt seconded, to buy Doyle's 300 gal. tank for $75.00. Passed unanimously. Ron Theil's progress report on W&S shows the 1111FA portion 35% complete and USPIiA part 29% complete.; construction on well -house N1 started today; urged immediate application for W&S connections, av least on Main St., prior to graveling; Penin- sula Ave. is also ready for hook-ups; Seaman's Furniture Store, Four-plex, etc., wants W&S and Theil says this is possible if the City wants to make a change order for 10" sewer line instead of 8"; the problem here is grading --the line is 18' deep --the Kenai Development Assoc. will want service also; Theil will submit a change order to H11FA for Lice 10" line; Theil, with Council's concurrence will withhold a PLI-tion of the contractor's request for payment (next time) until some of the clean-up work is accomplished, lines are tested, and the back -filling is done according to schedule. A letter to this effect will be directed to the contractor, with a copy to Clay Lyons. Theil will get a proposal to Council on payments in lieu of assessments for W&S users. John Coveyou inquired about getting the loader from Lower Tonsina to Kenai --Joe Kuchta says the Air National Guard can bring the machine from Gulkana if we can get it tb that point. Mayor Dye will try to i arrange this. John will go to Homer tomorrow to see about getting the snow plow, etc. Joe Kuchta introduced the problem of inspection and mtce. of the ii garbage Dump: He will see about getting the D-4 at Unalakleet for clean-up purposes; he will also ascertain the degree of use of the dump by Cronce with a view to charging him a fee commensurate with such use. Kuchta also will unddrtake supervision of the dumping and will "compartmentize" the area. He suggests the City's $1200 a year go toward paying for clerical help in the Health Office rather than on a contract with the State Dept. of Health --McCann moved, Meeks seconded, to cancel the contract with the Dept. of Health and use the $100 a month for clerical help in the Health Office in Kenai. Motion passed unanimously.OKuchta also requested building permits go thru the Health Office so as to allow a firmer check on wells, septic tanks, etc.; (Copies are being sent to him ' as of a month ago.); Mrs. Swires will undertake acquisition of ,! W&S applications. Minutes of the last meeting were approved. Correspondence was discussed: Meyer's letter re Bonding and his impending visit on 22 July --Council will meet with him at Tide's Inn at 5:30 p.m.; letter from Cliff Carr resigning from the Planning Swires abstaining, with consent of Council. r Council Minutes i5 •'vly 1964, Page two Commission; Letter announcing L.H.Thouren's payment inspection visit on Sewer projection 31 July; letter from Director of Div. of Water & Harbors approving City's application for reimbursable funds in the amount of $2500 for installation of floats; Letter from National Board of Fire Underwriters notifying us a copy of the City Code is being given to the Pacific Fire Rating Bureau -the organization hav- ing jurisdiction in this area; Letter from Robt. P. Isaac saying tobacco tax monies are distributed iq August --they cannot be made available until the books are closed on 30 June. The Attorney reported he had talked with Foley of S.B.A. and the City could accept stock in the Kenai Development Association in ex- change for land --FAA will have to approve--Swires moved, Meeks seconded, the City go on record as favoring owning shares to the extent of the value of the land given in return for stock in the Kenai Development Association. Motiop passed unanimously. Clerk requested guidance on Holiday pay for "temporary" employees-- Lofstedt moved, Meeks seconded, in order to be eligible for holiday pay an employee should have worked at least a 40 hour week for two consecutive weeks prior to the holiday. Passed unanimously. Clerk asked Council's ruling on Kenai Day's Committee request to use City ground for the exhibits, etc. --Council agreed to its use; announced Mr. Steen, Director of Div. of Highways will be at TeePee Cafe Thurs. at 8 p.m. on 16th to discuss paving the North road; inquired if an appointee replacing Knackstedt has been decided on --no action was taken; Council also regretfully decided to forego any plans for extension for Library area this year. [Clerk later learned the State will be unable to undertake this program this year.] Mayor Dye reported Caughran's seco-id Partial navment in the amount of $53,903.66 had been met; Clerk was asked to get 12 copies of the Bridge report printed; Clerk was also instructed to write Mrs. Ford we were awaiting work from her in:order to assist her in solv- ing her problem of stray dogs invading her gardens at Nu -State Nursery.
