MINUTES OF LAST TWO REGULAR MEETINGS
CORRESPONDENCE:" Homer, Alaska, wishes to enter into agreement with the City for
use of Jail facilities --or at least wants a proposal from us. Guard
Hire is $2.00 per hour; - meals for prisoner should also be considered.
✓Letter from Dalke, Alaska Disaster Office, says the City cannot
get title to C.D. equipment --talked with "Mac" re this, and he says
the Legislature didn't get around to passing the bill last session
due to the earthquake --hope to get it passed this next time. Mac
also says if we could have someone on the "look -out" for us, we can
get equipment, supplies, etc. from Wing Salvage, Elmandorff, before
the State requisitions anything --no cost --not even handling charges.
t-Ihlemo from Planning Commission: have approved Alternate #3 for
Highway change by the Airstrip --plat submitted by Airport Commission
with recommended approval of Alt. M3. Council needs to act on this.
--Letter from Dennis Cook, Local Affairs Agency,(distributed to
Councilmen.) Any suggestions???

Clerk - Did Doyle Fuel Service take his gas and oil bid back? Cannot
find it in the office???
)/Reproduction of the Bridge report would cost over $300 if dine by
Mize; it might be possible to reproduce with the Verifax, but this
will take time, and cannot be done without extra help unless you can
wait until September --then Airs. Marshall will have time.
✓Resolution 064-16 needs to be amended; Base rete for Commercial
users was inadvertently ommitted; should be $5.60--Atty. is alerted
to shis.
Council must decide on due dates for W&S assessments; these are
payable semi-annually, or annually --payee has a choice. Notices
should be sent out, so revenues could be received; Notices will
hav to be printed, etc., so decision should be made soon.
Audit should be done on City books right away. Bond Counsel will
want copies before bonds are issued. Mr. Gaines said they can do it
right away if Council so desires. ???

Re -appointment of Carl Seaman to Airport Commission.
Appointment of Council member to replace Knackstedt--mist have resided in
City three years --one year of which is immediately/prior to election.

/Resolution Adopting Policy re C.D. Director's Travel Expenses --this is
required by the Anchorage office.
NEW BUSINESS:
Need to revive something similar to Ord. #30, which was never passed.
This would establish a policy for constructing streets, installing
culverts, drainage, etc.

Roll call showed Messrs. McCann, Meeks, Swires and Dye present.
John Coveyou requested Council to indicate a source of gravel for street 4tce.and
inquired about using gravel from the Dock Site; for the present Council suggested
using the gravel now stockpiled on the Old Federal Jail Site. Coveyou also said
J.W.Thompson has offered to buy culverts if the City will install them in his S/D.
Swires moved, Meeks seconded, the City install culverts fumed by Thompson for
Thompson Subdivision. Passed unanimously. Coveyou also said Thompson will haul
and stockpile gravel if the City will spread it --Meeks moved, McCann seconded,
the City will spread the gravel furnished by Thompson for Thompson SID Streets.
Passed unanimously. Coveyou was instructed by Council to take one of the eats and
clear the r.o.w.'s on Wilson, Evergreen and Carr roads. There was some discussion
on where to haul the debris --and on drainage for the area. Ron Thiel says about
900' of ditch is needed.
Ron Thiel presented a partial payment request for Caughran in the amount of
$27,985.48 (USPIiS-$2,340; HIIFA-$25,645.48) representing 29% of USPHS portion now
complete and 370 of HHFA portion complete. This request doen't include materials
because invoices have not been furnished the Owner; it also reflects withholdings
until some work is completed according to Specs. Caughran's new Supt. is Mike
Chance; the 8" pipe for the school sewer can be tied -in in two weeks and is cost-
ing $1250.SO; there was sane discussion on hooking the school to the watez line --
Clerk will inquire the effect on fire insurance. The Health Center will be hooked
onto the existing line. Re the bridge across Nicholas Creek: McCann moved, Swires
seconded, to install the large culvert instead of a bridge at Nicholas Creek.
Motion passed unanimously. Re sewer service to Kenai Development, Inc: Swires
moved, McCann seconded, to accept the contract for sewer Service to Kenai Develop-
ment Association. Passed unanimously. Thiel will have complete cost figures soon
so the City will know how much we can spend on hook-ups; he estimates a total of
about 70 hook-ups each (W$S) at present.
Allan Corthell presented signed request for partial payment to M-K in the amount
of $163,189.44 and suggested it should be paid by the 20th; he also presented
i forms for the City's request to FAA for partial payment in the amount of
$116,064.26. Madsen and Wilcox of FAA were in Kenai last week and expressed en-
thusiasm on the plan for sea -plane facilities for Fiscal 1965.
Marion Sellars announced the 200 bed emergency hospital will arrive in Kenai about
the second week in September. Refrigerated storage will be furnished to the
extent of 33 cubic feet of space; and heated storage of 1,000 cu. ft. is available
as well as space for the remainder of the equipment through the courtesy of Homer
y Swires for one year. Civil Defense will reimburse the City for costs for unloading
the equipment.

The Clerk was instructed to write Mrs. Yvonne Bordanelli the City must abide by the
Ordinance re re -opening of the Jet Bar.
The Attorney inquired:as to the status for the floats for small boats; Clerk was
instructed to write Carl Haller to expedite installation, and send a copy to Oberts.
The Atty. presented a Warranty Deed for 2.9 acres of Airport land to be deeded to
the Kenai Development Corporation in exchange for $20,000 in stock; this will be
repaid at 6%. Swires moved, McCann seconded to issue the Warranty Deed to Kenai
Development, Inc. for 2.9 acres. Motion passed uannimously. The City requests
a guarantee from KDC the land will either be used or returned to the City.
The Mayor reported Stan Thompson wants to buyysome of the pill g belf
to KCL.
Mr. Lyons will work with Stan on this. at $15.00 a fL

The :Atty. inquired about paying the balance due Lease Co. in the amount of $7,000.
This will come from the Bond money.
Mr. Don Meyers proposals for bonding were presented and acted on as follows:
McCann moved, Swires seconded, to accept the proposal for $75,000 Water G.O.
Bonds of Marshall and :Meyer. Passed unanimously.
Sleeks moved, McCann seconded, to accept the proposal of Don Meyer for sale of
$75,000 G.O.Sewer Bonds. Passed unanimously.
Swires moved, McCann seconded, to accept Marshall h Meyer's proposal for sale
of $80,000 G.O.G School Bonds. Passed unanimously.
McCann moved, Sleeks seconded, to accept Marshall & Meyer's proposal for sale
of $25,000 Revenue Power Bonds. Passed unanimously.
Clerk reported the total tax credited to Killen is $1,221.48 representing tax value
on 113 lots in Mommsen Additions 1 and 2. A call from Mr. Olsen of Alaska State
Housing Authority reported 5 men from the San Francisco office had been in Anchorage
the past two weeks--the,Anchorage staff had worked with them on Kenai's Planning
proposal and Mr. Olsen feels certain the proposal will be given approval so they
can get started. Tom Smythe will let us know next week.
Minutes of the last two meetings were approved.
Correspondence, other than that on the Agenda: Letter of thanks from the Kasilof
Booster's Club for the work done by the Kenai delegation to keep the airstrip open
at Kasilof--the efforts paid off --the strip is open and in use. Clerk will notify
Homer, Alaska, the City's jail facilities are available at cost, i.e. guard hire
and meals for the prisoner. Swires moved, McCann seconded, to accept the recom-
mendation of Planning Commission in approving Alternative N3 for the change on the
Kenai Spur Grade by the Kenai Airport. Motion passed unanimously.
Clay Lyons expressed concern over possible difficulty with drag races during Kenai
Days; Materials for the distribution line to Wildwood are on hand or on the way,
with exception of 3 cut-out switches which are being ordered right away. the
cannery is running all right for now.
Clerk will contact Billy Mize re following: McCann moved, Swires seconded, to
get 50 copies of the Bridge report printed. Passed unanimously.
With consent of Council the Mayor re -appointed Carl Seaman for a three year term
on the Airport Commission.
Council okayed draft -letter to be sent to delinquent tax payers. (1963).
Mayor Dye presented Resolution #64-20; Swires moved, Meeks seconded, to adopt
Res. #64-20 re Civil Defense Director's travel expenses. ,lotion passed unanimously.
The Atty. will work with Lyons re amendment to Res. #64-16 re base commercial rate
for W&S. Lyons also will determine the due dates for assessment costs-iV&S.
The Planning Commission will submit names for new member of Planning Board.
Gaines $ Riley will be notified to start on audit of City's books.
Doris Swires w4!1 draft a letter re City's need for a hospital.
