L MINUTES 29 AUGUST 1964 Council had study session at 7:00 p.m. with Leo Oberts, Gene Smith and Jim Brewer re Alaska Fish, Inc. projects. Roll call at 8:20 p.m. showed all members present but Lofstedt. Mayor Dye administered the oath of office to Mr. Chet Cone who is completing the unexpired term of E. Knackstedt. Ron Thiel reported the HHFA portion of the W&S project to be 446 complete; the USPHS portion to be 42% complete. Geneva Armitage's house has been re -located; he tentatively figures monies to be had for alternates to be $19,000. Estimated cost of a line (W&S) on Overland from Upland to Main is $13,700---and from Willow to Lake Sts. (sewer only, and stripping the silt) on Marine to be $4,200, using the bluff as a waste area. Mr. John Nichols is due tomorrow and Thiel will con- fer with him on these alternates. Two culverts will be needed --one at the Hotel and the other at the end of Main --(the latter a half -culvert). Estimate on the Main St. drainage culvert, etc. is $2,000. Thiel suggest a launching site for small boats by the sewage treatment plant --this will be kept in mind for an early Spring project in 165. Mrs. Swires will help get hook-up applications for, Overland, Upland and Hyland Sts. McCann moved, Swires seconded, to table action on fire plug by Seanan's Furniture Store until guard rails are in. Motion passed unanimously. Clay Lyons inquired about vacation time for employees: McCann moved, Morin second- ed, anyone working continuously with the City for one year be entitled to two weeks vacation --time to be agreed on with the supervisor. Passed unanimously. There was some discussion on Holidays, vacations, wages, etc. Morin moved, McCann seconded, to grant the Airport Director $SO a month nobus for this fiscal year, to be paid in two separate checks. Passed unanimously. Morin moved, McCann seconded, Annual leave may not accumulate; it must be taken in the year due, and must be taken in leave, not money. Passed unanimously. The City Clerk may have an.: extra five days as she has been with the City since July 1961 without a vacation --with the exception of liisi ds$aUx—k five days taken at different times. Thiel estimates the City should have the water lines complete by the middle of October. Lyons will mail assessment notices with tentative due dates on first half pay- ment as 1 August 1965. Clerk was instructed to write the Dept. of Revenue inquiring when we may expect the balance of the Raw Fish Tax refund. Clerk and Attowney will draft corres- pondence totJoseph Fitxgerald re appropriations for shortfalls in revenue, etc. Estimates will be based on sales tax revenues, or any other aspect that will help. Minutes of the last meeting were corrected and approved. Correspondence was read; Letter from Don Meyer stating interest due dates on Wf,S are March and September --that :the ordinances should be on the way by Friday; Memo from Health Officer stating services of Hoyt at the Garbage Dump were no longer needed, which coincided with the City's notice of termination of said services; Letter from Health Officer notifying fish processors of requirements of Dept. of Public Health (copy); letter from Corps of Engineers approving ap- plication for funds for earthquake damage to school, City Administration Bldg., etc.; the-wrosion application was denied. �v— I City Council ^ .utes August 1964 Page 2 The Attorney reported on Kenai Days --report is included in the minutes; Clerk will notify Dept. of Labor (Workmen's Comp) of Harry House's injury while work- in the Fair grounds; Kenai Days will pay for City help for cleaning up the area; The .Mayor reported Haller will contact Pearmain for a pile driver to install the Floats; also the Airport Commission had agreed on A. L. Hudson as a third member. Clerk will notify him of his appointment; they want only three members. The Attorney met with Roguszka who will undertake getting r.o.w's to the South approach zone on the new air strip. Eugene Smith presented final plands for the building Alaska Fish, Inc. wishes to build. They need land from the City. Council told them to work with Mayor Dye on this. Mayor reported letter from Tom Smythe, Alaska State Housing Authority with a Resolution making application to ASHA for planning assistance. Morin moved, Swires seconded, to adopt resolution g64-22. Motion passed unanimously. Mayor Dye reported on the Borough Assembly meeting: Standard Oil will make a - payment in lieu of taxes in the amount of $147,000 which will enable the Boro to undertake property assessments in the near future. The Assembly also adopted a resolution wherein the Boro assumesthe debt responsibility for schools except for mortgage obligations on property. Council agreed the City sales tax will be repealed if the Boro sales tax becomes law. Clerk reported: McGahan will install an office in bldg. housing emergency has- pital, thus making available 50% reimbursable maintenance funds --the City might submit a revised budget requesting funds for mtce. for the building if they want to try this method. No money was budgeted for Civil Defense this year. Clifton Carr will keep his residence within the City after all, and is willing to serve on any Committee if Council needs him. He was promptly re -appointed as a member ( of the Planning Commission. The Mayor reported Mr. Lawton will ask the Anchorage office about the Kenai FAA receiving Fire Calls. Dye also reported on activities on Streets --he hopes to secure a Cat so the City can push trees off rights -of -way --this will, at least, give people some idea where the roads are so they won't build too close to the lot lines. Dye will try to secure a Cat thru ARA. There was discussion on Streets (Myers' Road, City Sts. maintained by the State) and on equipment - (that at Soldotna, etc.) There was some discussion of the Ordinance establishing the Airport Commission. Jeannine Lyerly not only aobisted as co-chairman of the Queen's contest and a fi= and constant participant in all Kenai Days Committee activities, exercising ivagination and insight with Umny helpful suggestions and signs of all kinds! Thanks are due to the City of IKenai for lendiug the assist- ance of the ,Kenai City Light (utility department), the Street Depart- ment and other aspects of the City of Kenai assistance to this annual celebration.
