Roll call showed all members present except "Bud" Lofstedt.
Ron Thiel reports progress on Water and Sewer is increasing under Supt. Ed Evans and
it looks good for finishing the project this year. Upland St. is under construction,
They are nearly through laying pipe; Thiel considered it more important to complete
the distribution system than get gravel on Main --that's the reason for delay on work
on Main St.
Harold Gelliett says the project is looking good --the quality of the water can be
taken care of, and we will have Skeelleat•-meter before they are through. Filters
may have to be installed, two at $S,000 ea.,but the contingency fund can be used for
this.
Thiel says the culvert to the sewage treatment plant is holding up well --it may-Iseed
rip -rap on one end. There was considerable discussion on alternates and hook-ups.
Lee Chambers asked what he had to do to get the City to grade his road into his
4-plex in Sec. 6. Clay Lyons will survey and let him know the description of the
land to be dedicated to the City for Streets. Chambers and Mitchell can give a
r.o.w for half a road (301)--the State owns the lot adjoining.
With consent of Council, the order of business was changed to permit Liquor Lcense
Hearing at this time: Change of liccense from Tony and Eyvonne Bordanelli to L.H.
Lancashire (d/b/a Jet Bar). Trooper English submitted a written report,fas fequired
by law. The Health Officer was not present, nor did he submit a report which is also
required by law. The public was invited to be heard, but no one in the audience
had anything to say with the exception of Bordanelli. Clerk reported delinquent
taxes in the amount of $833.77, and a delinquent light bill in the amount of $904.87,
and pointed out according to Ordinance s60 all current obligations must be paid be-
fore approval of transfer of liquor license is given. Lancashire requested action
from Council signifying their intent before he could go ahead with his financing.
Morin moved, Swires seconded,to approve the request to transfer liquor license from
Tony and Eyvonne Bordanelli to L.H. Lancashire contingent on payment of current ob-
ligations. Motion passed with five affirmative votes --none objecting. Clerk was
instructed to inform the ABC Board of this action, and to request them not to
Approve the license until notification from the City that all bills had been paid
which were due the City.
Minutes of the last meeting were approved.
Correspondence was read: Received 4 Bond Issues from Richard Thorgrimson, Bond
Counsel; (Water, Sewer, Light, School.) Letter from Alaska State Bank re "short-
fall in revenue"; Letter from HHFA re planning for the Airport Terminal --copy will
be sent to Stan Thompson.
The Mayor reported the Boro agreed to hire a Mr. Hoek as Assessor if he accepts their
proposal. Hoek is from Modesto, California; Council was more in favor of John Cole
as he knows Alaska and is an excellent Assessor, having set up the Fairbanks System.
The Boro Consultant on Assessing will be Marshall & Stevens, another Outside firm.
Council questions the wisdom of hiring people out of Alska, as thciaspbttation cost,
long distance phone calls, etc. adds to the burden of an already over -taxed :{people.
The Boro will take over the schools on I July 1965. There will be an extensive
mapping of the Boro and a modified numbering system of parcels will be used. The
City usuallg arranges for assessment work in August and September, but will hold off
for a while as the Boro will,perhaps, take care of it this time.

The Mayor contacted Alaska State Housing Authority who recommended we go al
with a final draft of a resolution requesting them to up -date our planning, to
plan land -use of the Airport lands, include a deep -draft harbor, etc. Mr. Elliot
will call Washington and he thinks it will be approved.
There has been no word from F.A.A. on receiving fire calls.
The Clerk reported: Other than items on the agenda --information has been sent to
Don Meyer re bonding, and work is about finished for data requested by Thorgriason.
There was some discussion on Accountant's ceport on revenues for April, May, June
and July-1964 as opposed to the same period in 1963. Incidentally Dye broached the
idea of changing the Charter from a 20% debt limitation to 30%, but Council felt
the people would not approve such a change. Clerk was instructei to accept half -
payments on delinquent taxes, as in the past, tho the law instructs the entire tax
is due and delinquent.
Clay Lyons reported he can get transformers for stand-by use thru Civil Defense and
Wing Disposal at Elmandorf.
Allan Corthell reports things are going well at the Airport and they hope to finish
this year.

with the most residents, and to the best of our ability. The loader is being re-
paired; work is being done on Carr, Wilson and Evergreen Sts. The culverts are in
at Thompson Subdivision--Tachick did them --the City will spread gravel stockpiled
there.
Galliett, referring to the Bond issues, thought we were working on 20 year bonds in-
stead of 1S, but had set up a 10 yr. pay -plan for assessments and hook-ups, so we
are okay. Council agreed pay dates for Assessments should be 1 July, but the first
year's payment shall be 1 December in order to meet the interest payment in March.
Chet Cone
Chet Cone, speaking for the Kenai Development Association, says they want the City
to lay -out the Water $ sewer system for their installation --Council suggested they
contact an engineer or surveyor, as we are not equipped to plan design, construction,
of such a system.
Homer Swires presented Ordinance #68. After reading and public discussion, Swires
moved, Morin seconded, to adopt Ord. #68 Issuing $75,000 of G.O.Bonds For Construction
of Water System. Roll call vote showed: Affirmative -Cone, McCann, Meeks, Morin,
;.. Swires: Negative - None.
Gene Morin presented Ordinance 69. Morin read Ord. #68 Issuing G.O.Bonds Not To
Exceed $75,000 for Sewer Construction, and moved for its adoption. Motion wa s
t seconded by Chet Cone. After public discussion, roll call vote showed: Affirmative -
Cone, McCann, Meeks, Morin, Swires; Negative -None.
Roger Meeks presented and read Ordinance $70 Issuing $25,000 of electric light and
power revenue bonds. McCann seconded, and the question was opened to public dis-
cussion. Roll call vote showed: Affirmative - Cone, McCann, Meeks, Morin, Swires:
Negative - None.

Lyons says Westinghouse will get an estimate on charges for putting the panel in at
Wildwood. CUL hopes to have the new generator in by 15 Sept, and the City should
be ready to go with it after a two weeks try -out.
Clerk will ask Coveyou to install stop signs on Beaver Loop r.o.w. for traffic
using two access roads from Kenai Packers cannery.
The Attorney reported: Asked about erosion on the bank --there will be no money from
875 Funds, but may get help from Engineers thru Flood Caotrol and Erosion. In dis-
cussion on shortfall of revenue, the Atty. says this may not be directly attri-
butable to earthquake, but he feels something can be done to get relief. Asked if
the City could pay Lease Co. the remaining $7.000 which is due by the end of Sept.
There is $6,4S3.S4 in the School Bond fund to date.
