John Nielson inquired about "hot line" --Have not had word yet from FAA; Clerk will request Trans -Alaska expediting a phone line. to Ken Rice's residence. Ron Thiel reported: The lift station on Peninsula is working: the syphon for -the sewer outfall isn't here yet, but has been ordered; the contractor is working on both well houses; Nichols has verbally approved change order on Marine Ave. and Cook St. to the Fire Hall --letter of confirmation was received also. Nichols also thinks the City can apply for another payment from HHFA as soon as the project is 50% completed --even tho' we have already received 75% of the allotment; Durkee says no sore until (u.rl--* ion --we can only try. The next partial payment to Caugh- ran will be about i60,000. Thiel recommended the following three change orders to HHFA: 1. Overland to Main, Water-& Seger, 2. Peninsula to Knudson's, Sewer, 3. 250' of main leading to Kenai Shopping Center. Stetzer will deed to the City the 25' r.o.w. for laying the line --this will also allow assessment of the prop- erty for 150' back, and will allow payment in lieu of taxes from Fish b Wildlife. Morin moved, Meeks seconded, the change orders (#4) be submitted to HHFA for approval. Motion passed unanimously. Thiel also suggested 3 change orders to U.S.Public Health Service: $1930 for raising embankment on the road on the flats, #2. $200 for anchoring sewer outfall, 3. Adjusting fire hydrants. McCann moved, Meeks seconded, to approve change orders to be submitted to U.S.P.H.S. Passed unanimously. Thiel wants to mark all valve boxes with 4 x 4 posts; he may also have curbing on hydrant by Seaman's and on the lift station. He is working on application forms for hook -ups --most of the East part of the Original townsite is already signed up --about 60 in all, both W&S. The drainage outfall at the foot of Main is not in the contract and would have to go thru procedures of plan and design just as at the beginning if it is to be approved by HHFA--this would result in a bong delay --He suggests the City work out something to meet this problem --He is trying to work out an inexpensive solution. If Geneva Armitage will install vents, we will connect her to the system. Thiel will advise Caughran we expect him to pay his bills(as the Specs call for) within five days of the City's payment to him; if we know of any creditors, the City is authorized to withhold payment until they are paid --also, the City will request a progress schedule, and a statement of his outstanding bills. Allan Corthell reported: Partial payment is due M-K for $77,071.50--the City will request $62,971.53 from F.A.A. Also due is $2708 to Adams-Corthell-Lee. Bids on F.A.A. Lighting were advertised on 7 Aug., opened 31 Aug. Five were received as follows: English Electric Co.-$38,389.92; City Electric Co., $53,335.34; Lamp- lighter Electric, $60,180; Modern Electric, Inc. $56,736.041, Comprehensive De- signers, $58,754.28; Engineer's Estimate, $50,10S. It was Corthell's recommenda- tion English Electric's bid be approved. He also recommends all bid bonds be held until contract is executed. Billy McCann moved, Chet Cone seconded, that English Electric be awarded the F.A.A. Lighting Contract, subject to approval of F.A.A. Roll call vote showed: Affirmative -Cone, McCann, Meeks, Norin, Swires; Negative - None. English has 4S days from date of notice to proceed to complete the contract. Corthell says 5 weeks should see the Airstrip paved. They are having problems with people using the new run -way --signs have been posted, but they ignore the signs --also some drums of gas have disappeared. Correspondence from Mr. Pomeroy reveals that Mr. Hoek will not be accepting the Boro Assessor's position. Correspondence was read: Regarding Black Gold Estates --The City has exerted every effort to relieve the financial pressures on this subdivision --we accepted the Plat without roads (contrary to Ordinance), we have reduced evaluation on lots adjoining the Military drainage ditch; have also reduced evaluation on Ahlstrom's Subdivision by 2/3's;--must follow policy in requiring penalty and interest, etc. Re trees in roads, etc. --the Atty. will draft and Ordinance re this, standards for street construction, driveways, etc. Clerk will direct letters to those who have obsturcted drainage ditches with driveways. (Page 14-26 of the Code.) Letter from Atty. to KCL brought on discussion of Fish f Wildlife's payment in lieu of assessments for Water & Sewer. Atty. will draft a contract for Council approval. Memo from Glenn %IcKee--says he may not be able to do the City's work, but if we need it done this year, he might find someone who could. Copies of the Notice of Expiration of Redemption Period for Property with Delinquent Taxes were passed amoung Council. This will be published in the Cheechako News, according to the City Code. Foreclosure on delinquent 1962 taxes will be on neap week's agenda. Discussion was had on the City's water rights in the Kenai River. The Atty. will research this. Atty. reported: Re payments in lieu of Assessments by F&WL--Council thot the pay- ment should be equal to the assessment, and could be paid in two payments. He is working an a contract between the City and Seaman --also on transcription of the taped discussion in his office with Mayor Dye, Howard Crinklaw, Mary Riley and Clay Lyons. Fisher inquired about figures on Wildwood project --Lyons is working on this report. Re shortfall in revenue --the City's claim will be based on esti- mate of projected revenues, 'tho our revenues are stable --the estimated increase has not materialized. This led to discussion of enforcement of the sales tax. Clerk will confer with Atty. re this. There will be a meeting Friday 11 Sept. re the planned hospital with Mr. Hayes. Mrs. Swires reported the City's plans for a hospital at the Clinic are in the hands of the architect. Clay Lyons reports the Kenai Packers cannery is buying 3 transformers and will re- wire the premises which should eliminate trouble next season. Lyons thot this cost could be amortized over a period of five years or so. The old cannery building was destroyed today--Daubenspeck is building a new steel structure and 400' of dock. Lyons and the Mayor net with the engineers from Office of emergency Plann$ng, Soild Erosion, etc., and discussed roads, harbors, flood control, etc. Clerk will inquire about the money for repairing D-7 and for restoration work under PL 875. Re amendment to Res. 464-16: McCann moved, Swires seconded, the commercial base rate for Water use should be $5.60. Motion passed unanimously. The City will try to get the floats in so they can be lined up preparatory for next season. Lyons suggested KCL purchase new equipment according to the Wf,S bond ordinance --no action was taken on this. Clerk reported the City's assessment charges are approximately $24,081.97--first pay*ent in Dec. being $3,300; Breakdown shows: Municipal Reserve-3375.47 Old Fed. Jail 3,047, 38 Call from Pomeroy reveals the minutes and City Ground 17:920.89 agenda are being mailed to Council. School Reserve 12.244.21 Russian Church wants to buy a St. Lite if School Lot 494.02 the City will maintain monthly charges -- Council says o.k. Loader is working again.
