'CORRESPONDENCE: Letter from Kempt6n (FAA) acknowledging our request for funds
for construction of a seaplane facility --says this will be given
consideration for the Fiscal Year 1965 FAAP.
Received the deed from BLM for the lots along Kenai Spur (this
side of the Jet Bar. 86PP.)

Roll call at 8:05 showed all members present excel: Lofstedt and McCann.
Ron Thiel reports a partial cost estimate for August, plus materials: HHFA
portion - $60,600, UJPHS - $37,000 = total $97,600. The lift station is in.
Materials include lift station aid three buildings.
Geneva Armitage asked theCity to restore her house to the condition it was in
prior to moving from the City's right-of-way. She states the walls, floors, etc.
are cracking. Normally, it is up to the owner to remove property on r.o.w., but
the City included this in the contract as a favor to said owner. It will cost
the City approx. $200 to install vents and plumbing. Meeks moved, Cone seconded,
the City install vents aied plumbing for the Armitage house not to exceed $200.
Motion passed with Swires dissenting. Meeks will see Syd Stevens about doing the
work.
Thiel will see about Caughran's unpaid bills before the City makes the partial
payment. There was considerable discussion as to the means of negotiating this
payment.
Allan Corthell reported on the Airport project: M.K. Is going on double shift to
�m�et the aving done; he estimates a month yet for favorable weather; there will
� L ms* to inches of hot bituminous surfacing; there was some discussion on pav-
eZ;'W ling City Sts. Means of financing such a project were not readily apparent --also
it is better to get all water and sewer connections before paving; Contracts on
the Lighting will be ready for signing tomorrow; no work has been done on the
easements (approach zone) yet; the City's payment to M.K. should be met in time
by using FAA's payment to the City.
The Mayor and George Jaynes were in Anchorage seeing about two DoWs and 2 Le
Tourneau scrapers. One of the D-81s is in very good condition. Clerk reported
Jaynes is going to Anchorage early Thurs. a.m. to getetransfer underway--Baktuit
will follow about noon; if all goes well, Jaynes will call the Mayor about having
a loader transport the equipment to Kenai. Jaynes did not know how the repair
work would be handled --whether it would be done in Anchorage or Kenai. There was
some discussion on having a mechanic'full-time. The Mayor will contact Bob
McAllister re this. Letter from Jaynes to Div. of Aviation was read.
Gatlliett reports filters will be installed in both well houses, most likely; he
will try to get them fabricated locally; there was some discussion on the school
water; the City will ask Thiel to take a water sample to Dept. of Health for
chemical analysis when he takes well samples; After discussion on Seaman's lino --
the Atty. will check with Thiel on wording of the contract; the assessments are
going to be revised; Galliett says property that receives the benefit of services
should be charged the same as the others (10 yr. pay, etc.).
Minutes of the last meeting were approved.
Correspondence was read: Trooper English served the City with 3 Notices of :.I; -
Complaint requesting r.o.w, but it does not appear the City is involved as the
parcels in question are between Soldotna and Ninilchik. Receipt of forms to
release bonding co. for Lease Co. on the School Job. Clerk will execute. Request
for partial payment from Galliett - $5,835.00. Call from McGahan--he is arranging
cold storage for Emergency Hospital supplies with George Navarre --warm storage at
Wildwood or Jail, or Armory. This will relieve the City of monthly mtce. for heat
and power at the quonset. All we have to do is padlock the place, seal the vents
and patch them to prevent leaks.
The Clerk reported the patent for the Dock Site is correct. lots were renumbered
at the time of survey to delete the Army holdings. Both this deed and the deed
for the R&PP, Sec. 31 have been re d

Clerk also reported a visit to City Hall, Anchorage, rdveals delinquent property taxes
are subject to interest until dtte of payment; Anchorage is already foreclosing on
1963 delinquent taxes; also penalty and interest is charged for delinquent utility
assessment payments. Clerk contacted FAA for status of the City's request for a "hot
line" to Field Service Station --no one there seemed to know about it --Frank Hall, who
is acting Supt. during Lawton's leave says our request was forwarded to the Regional
office, and he will let us know as soon as a ruling is made.
The Atty. reported: presented a resolution for Charter change--res. will be sent to
Bond Counsel for comment. Outlined to Council letter to Fitzgerald re relief funds.
Clerk was instructed to make the $7000 payment to Kenneth R. Atkinson, Atty. !or Lease
Co. The Atty. has contract with Fish g Wildlife (W&S) under advisement --ditto contract
with Seaman. Gov. Egan will be here to participate in the School dedication 18 Sept.
List of delinquent property taxes for 1962 was shown Council--Atty. will proceed with
this. Clerk was instructed to get percentage on payment of current taxes. Atty. will
address a letter of appreciation to Trooper Haggerty who is being transferred to Fair-
banks.
The City will pursue the re -zoning change of Mental Health lands (North) to Conservation
Zone. Atty. will be requested to draft the ordinance.
There was discussion on Borrough meetings: days for the meeting, scheduling time for
persons to be heard, Boro sales tax, terms of office, etc.
