MINUTES YQORRESPONDENCE: Rec'd, voucher for $1,192 from Corps of Engineers so should be getting money for earthquake damage pretty soon. Letter from Kenai Packers to City --says they will furnish transformers, transportation free, to than City for their operations at the cannery. Same is to be financed over a period of 3 yrs. by ;c deducting $1,000 from the power bill each season. BUT, he is going to charge 6% interest on a declining balance method.??? Lyons says he is going to turn down the offer and try to get the transformers himself. - REPORTS: ✓Wor "Attorney ./clerk: Noticed a "Call for Bids by Airport Commission" in the Cheechako News last Friday for "Filling Station Corner" on Airport Property. Are we selling and leasing land prior to plan from ASHA?Y? Commissions: -'UWI IMD BUSINESS: e'NEW BUSINESS: YY PERSONS NOT SCHEDULED TO BE HEARD: KENAI CITY COUNC MINUTES 16 SEPTEiMBER 1964 Roll call showed: Present - McCann, Meeks, Morin and Dye; Absent - Lofstedt, .Cone and Swires. Mrs. Geneva Armitage talked with Council regarding plumbing her house. She will ob- tain estimates from various plumbers bearing in mind the City has allowed $200 as its share. Ron Thiel reports approval has been received from Mr. Nichols for the change order on Overland'.Ave. In order to service the Shopping Center, the grant agreement would have to be amended. This would take too much time and might jeopardize the projectc so the City will go 120' on the sewer line - the remainder will have to be installed by the Shopping Center. The Atty. will draft a contract similar to that with Seaman. Gravel hauls to fix the streets will begin soon. There was considerable discussion on monies owed to sub -contractors by the Contractor. Clerk will notify Contractor re bill from Riding, as per the Contract, p. 10. The Atty. was w&ed to ascertain if the City should keep the performance bond on WF,S for a year after completion of the project? It was suggested a notice should be publishcd re unpaid bills before the Contractor receives his final payment. All bends have been re -welded by the sewage treatment plant. Ron will check anchors and joints when the system is tested. The Creek on the Flats will be re-routed. Trooper English introduced Trooper Jack Allen, the new replacement for Ed Eckhoff. Mr. Allen is from Eagle. The Mayor welcomed him and there was discussion on loot- ing and vandalism of a minor nature to various pieces of City equipment and to some private property. This was the first the Troopers had known about it and they will check. There will be a Scales man from Dept. of Hwys, in Kenai this week. A Trooper will be on duty for the dedication of the New High School FRiday 18th. They also requested a meeting with Council after the streets are brought back to standard, to determine parking policies on Main St., especially near the Post Office. Trooper English will study traffic at the new school and determine the best speed signs, etc. to safeguard the public and still keep traffic flowing. Ken Jordan suggested Council might want to set up a schedule of payments to the School for the budget --then the City would know how to plan as well as the School. Pay- ments will likely be made on a quarterly basis --with the first one due about October. Clerk reported until the bond monies are received it is not feasible to make any payment; caution is needed in all activities as the City is starting this Fiscal year with a $43,000 deficit. The City digger will be used to erect the sign by the High School. Alan Corthell reported 150 yards of crushed ravel is being turned out every hour. Paving should start a week from Monday and All take 4 or S days; it is hoped the apron can be paved at the same time. The Mayor reported the street construction is costing about a dollar a foot --this is Wilson, Pine and Evergreen Sts. Minutes of the last meeting were corrected and approved. Correspondence was read: Letter of thanks from Major General Moore for cooperation during Army's Operation King Crab VI, bill reed. for rental on material for shoring school chimney --Clerk will write Tanaka re this; draft contracts for Seaman and Fish 6 Wildlife --handled later in the meeting. There was discussion on assessments for Wf,S for hook ups not on the aesign; Lyons will get out a fact sheet on what kind of pipe can be used, etc. F . __V AQ. Council Minutes a 16 Sept 64 Page two The Attorney reported: On contract with F&WL--with Council's consent the Mayor signed the agreement which will be mailed to them for their approval. Roguszka is bringing a deed of release from F.A.A. for the ground sold to Kenai Development Corp. Morin moved, Meeks seconded; to authorize the Mayor -to sign the resolution accepting the deed of release from the Federal Aviation Agency for approximately 50 acres ad- jacent to the Airport facilities. Motion passed unanimously. Council will table contract with Seaman until next meeting. The Atty. announced a Smorgasbord will be held at Tide's Inn (no host) at 5:30 Friday 18th when the Governor and visiting vip's will be here for the School Dedication. He also urged the City support the Music Trails - tickets are $2S a family, $12.50 single adult, $6.25 for students --this is a most important aspect of Community Life and is a decided benefit to the City with regard to industry and business contemplating a headquarters site. The re -Boning Ordinance is in the mill. TheAtty. suggests Malone's estimate on survey of tidelands be obtained with a follow-up letter to Kirk Stanley, pointing out Malone has done the property maps for the City and is familiar with monuments in the area, etc. The Aayor inquired about items contained in Lyon's Reporting Service, Steele Property, and Jet Bar obligations. All of the latter has been paid to date and a letter to the Alcoholic Beverage Control Board mailed approving transfer of the liquor license. Clerk will write jaC Board re taxes due by Bush Lanes, d/b/a Trophy Room, Kenai Bowl and Cafe. An effort will be made to determine the amount of sales tax due the City-- Atty. suggests asking the ABC Board to request figures from liquor wholesalers of the amount of liquor sold to Bush Lanes. Clerk had tried to get this information a year ago, but got no results. Clerk will also request a report from Health Officer Joe Kuchta on Bush Lanes Cafe and Bar. A letter will be sent to AMF to detemine the no. of games bowled. Copies of all letters will be sent the ABC Board. Clerk was requested to address a letter re property assessments for 1965 to the Boro. Who is to assume the financial burden? Who does the billing? If the Cities administe: this, will the tax money be received by the Cities? Etc. Clay Lyons reported he is attempting to arrange some drainage for Colyer's Rd. off Beaver Loop.
