CORRESPONDENCE: Have notified Caughran of statement from Riding and the
City's perogative of withholding, etc., but have had no answer.
,-Have written AMF re lines bowled at Kenai Bowl --they have
referred my letter on to New York office.
-,Have also notified Kuchta that Council wants a written report
on Kenai Bowl. Talked with him Monday morning re this.

Letter from Dept. of Health inquiring if we want to renew
Health Contract? $1200 per annum, provide clerical assistance,
office space and supplies, etc.

detract from our primary duties of providing services to the
flying public". ??? They cre willing to use a hot line "For the

NEW BUSINESS:
** Mr. Ken Stoker, Alaska Surplus, says Joe Kuchta can pick up the D-4 at
Minchumina Lake as soon as he can arrange a flight there. Stoker has
the paper work all ready. Cost is $800. Air National Guard will fly
it down here. (10% of $7,000 plus one days wages - $30.00)

Roll call at S p.m. showed:i Members present - Cone, McCann, Meeks, Morin, Swires;
Absent - Lofstedt and Mayor Dye who is signing bonds in Seattle.
Bud Wpps requested a transfer of liquor license at the Rainbc.w Bar to Mr. and Mrs.
C. L. Eaton. Public hearing was set for 7 October, 1964.
Mrs. Harry Riding presented an itemized statement of work done by her husband for
Kellogg, suh-contractor for Caughran,Etcavating, Inc. The City has notified the
latter of the situation and requested proof of payment as per the specs, etc.
Joe Consiel requested exemption from Wf,S assessment as he maintains his property
does not touch on the system due to his assigning a SO' r.o.w. for a road. Ciay
Lyons will report on this later.
Joe Kuchta inquired if the City intended renewing the Health contract with the
State Dept. of Health which expires 30 September 1964. Minutes of the meeting
of 15 July were read wherein the Council had voted not to renew the contract, but
had voted $1200 a year for clerical help for the Health Oft.ce. Utetleonsiderable
discussion, Cone moved, Morin seconded, a letter be directed to the Dept. of Health
explaining we kreecontributing $145 (Kenii City Light pays $4S for rent) a month
toward Health services and cannot extend ourselves further at this time.. Motion
passed unanimously. Morin moved, Meeks seconded, to send Kuchta's letter also as
part of the City's letter. Motion passed unanimously. Mr. Kuchta was of the
opinion the State should furnish office space as well as clerical help as this is
the only City in the State providing these items. Morin suggested a monthly report
should be submitted by the Health Office, similar to that of the Dept. of Public
Safety, also under contract to the City. Kuchta opposed this suggestion, maintain-
ing he did not have the time to make such a report. Meeks pointed out if Kuchta
is serving the City only 9 hours a week, we are paying for clerical help beyond
the 9 hours a week basis. Joe will send a job description of this position for
Council's information. Kuchta reported Killen had to make some changes in his
well -house, Mammsen Addition, to satisfy Health standards. A letter regatdding
Bush Lanes was read stating what must be done before business can be resumed at
the Bowling Alley. Clerk will direct a letter to Northern Build6rs, new owners
of the establishment, informing him of the Health Officer's findings. Kuchta
says it is up to the City to see that it is done. Council suggested it is also
State law, and the City Code empowers the Health Officer to investigate and enforce
City Ordinances. Kuchta requested permission from the Council to notify the owner
of the Bakery that changes must be made before the premises can be used again for
the same type business, or for any food handling purposes. Council readily agreed.
Kuchta stated water sample from the City wells had been te=ednat Artic Testing
Laboratory at a cost of $200 when it could have been done for nothing at Health
Dept. This test showed five parts per million of iron --which is bad, he says, and
that filtering won't take it out. There will probably be a survey of water quality
in the Kenai River sometime in the future. Clerk was instructed to write a letter
to Wildwood and FAA inquiring if they have planned for water pollution control.
Kuchta also recommended the City well houses should provide access from the roof
in the event the casing ever has to be pulled. This has been done according to
Swires.
John llietson resented a letter requesting mono from the City to help a for

"hot line" service for Fire Calls as the FAA has rejected the City's request for
assistance on this. McCann moved, Morin seconded, to pay $25 a month for the
"hot line" to Haller's residence.Vlyotion passed unanimously. It is hoped this
money can be raised by individual contributions. ;as the City has not budgeted for
it. The Fire Dept. will contribute $25 a month also from the budget money provided
by the City.#Nielson also thanked Homer Swires for his able assistance in erecting
the addition to the Fire Hall. The Atty. will draft a contract between Fire Dept.

Kuchta says the D-4 Cat is available for the Garbage Comp. Council says go ahead
and get it --cost will be aobut $800. Transportation is free. He suggested a
study session next month on maintenance and opeartion of the Dump --he will have
figures on cost of compaction, etc. at that time. Kuchta also says gc ahead with
approval of transfer of liquor license at Jet Bar --He will work with Lancashire on
what must be done there.
Mr. Harold Pomery, Kenai Borough Chairman, offered his assistance with some of the
questions raised by the City regarding taxation, assessment and collection of
taxes. Clerk's letter to him was read, and Councilmen received a copy of his
answer. Consideration was given to the Boro contracting with the City for the
service, but Clerk pointed out no assessment has ever been done on personal prcn-
arty 14ich will be taxed by the Boro: also new tax bills would have to be printed;
and assessor would have to be hired as McKee cannot do it this year. All in all,
it is such better for the City if the Boro can get the job done in time. Pomeroy
says the tax bills will show two levies --one for Boro school purposes, the other
for City purposes. The Kenai Council must come up with a levy which will satisfy
our needs, and this must be done by 12 October. . Standard Oil's payment in
lieu of taxes was explained to Council --they are exempt 8 1/2 years from next
July 1, on any part of the installation having to do with the refining process.
Pomeroy pointed out if the sales tax fails at the Boro election, the property
taxes might well be from 12 to 1S mills --with Via sales tax, the levy would be
about S mills. The evaluation for the Boro is $51,SO4--personal property is de-
fined as anything that is not attached to the land, and of course, excludes land.
Personal belongings and household items may be exempt at theperogative of the
Assembly.
Ron Thiel reports 04FA portion of the W&S project is about 70% complete; USPHS
part about SS% as of the ISth September. The roads are being brought up to grade
preparatory to graveling; tanks are being fabricated and coated; the wells have
not been tested as the system must be put into operation before a test means any-
thing; the sewer line syphon is being installed; the Creek crossing has been
made; the sheet piling is ready to go; there will be two lines going down the
Bluff to the treatment plant --if one plugs, the other will automatically take over.
Minutes of the last meeting were approved.
Correspondence was read. Letter from Dept. of Public Safety --October 6 is
'Hone Evacuation Drill" Day. Sirens will blow, etc. at 7 p.m. Notice will be
put in paper and everyone asked to cooperate. Fire Dept. will lend s.ssistance
and suggests everyone participate. Newspaper clipping "Notice to Czzditors"--
Bush Lanes,discussed. No answer has been received to letters re Bus:: Lanes liquor
sales and lines bowled --but there has scarcely been time for an answer yet.
Allan Corthell reported the Airport project is progressing --all they need is good
weather.
The Attorney suggest Council might want to repeal Ordinance #23, granting a liquor
licnese to Bush Lanes, Inc. He inquired if he was right is assuming the City will
own Seaman's system, and he will have ten years to pay his assessment --this is
correct. Fisher and Thiel presented a plan for sewer service to Kenai Shopping
Center. Cone moved, Morin seconded, to accept the p-oposal of the Atty. and Engin-
eer se the Shopping Center. Motion passed unanimously.
Clerk reported she had contacted Mr. Elliott and Mr. Olsen of Alaska State Housing
— = Authority at the Anchorage Council meeting --they both feel the San Francisco Office
will approve the application for extension of the General Plan. KCL Clerk and
City Clerk had attended the Training Program for Social Security payroll withholdin;
in Anchorage. Three men from the Baltimore Office, and State Officials conducted
the Program --it was well attended by comptrollers, auditors, clerks, military
personnel,from Palmer and surrounding areas, and was very worthwhii...

Clerk inquired about study of Kenai's water rights - Kenai River. This will be
* on next weeks agenda.
The Ordinance on zoning change - mental health lands north of the City will be
studied and taken up next week.
Clay Lyons reported a Mr. Hanson, Corps of Engineers, hid been here again and they
will do nothing about the old transformer bank, but they will change it from a
Delta to a Wye system for certain areas. This will cost the Corps about $7,000
and the City about $1200 for labor. FAA has to stay on Delta. The contract
should be let for bid in about 2 weeks, and will take only a few days to complete.
Lyons had been approached by Harry Mann who objected to the high assessment on
a lot he has on Mission which has eroded over the bank. Lyons will check this. 1

' Clerk also distributed CPA's Annual audit along with a letter from him to Council.
Clerk has forms for reservations for the Alaska Municipal League meeting in
Cordova. Plane fare is $34.S0 for five day excursion; registration is usually
$S, phen there is cost of room and meals. With permission of Council, the Clerk
will attend these :meetings. Time:21 October to 24th.
Clerk also has the re -printed Bridge report. Some of the exhibits had to be
omitted as a few were in brochure fora and are no longer available.
