(wholesale) to Bush Lanes, but "Have marked a 'hold' against their license

Boro meets. Your Audit should help to arrive at this figure.
Sales Tax - Put notice in paper signifying Council's intention of repealing
the City Sales Tax if the Boro Sales Tax passes, etc.

Ron Thiel's weekly IV&S report: Grading for embankment has started for graveling
Broad St., Peninsula Ave., etc. Three trucks are available for the gravel haul,
but they will try to get more --they will also try to keep the streets open for

traffic. The gravel tests out okay for our purpose. The treatment tank was set
Saturday and has been anchored in the event it is pumped dry sometime in the
future. Painting on the tanks has been held up by bad weather. The City should
give some thot to snow removal --since the streets will be graded for surface drain-
age, it may be necessary to truck surplus snow off to prevent erosion along ditch

line; also, might be better to plow snow to the middle of the street for trucking,
else the key boxes might be damaged. Streets may have to be sanded due to grades
at some intersections, and driveways. Estimates on cost of sewer lines to FAA are
roughly 30 to 40 thousand dollars. Any closer estimate would require a detailed

design and survey. The system can handle it now, but the City may have to install
another treatment plant near Kenai Packers in the future. Pressure pipe and a
lift station will be necessary for FAA. Ed Evans recommends the City should im-
prove the capacity ever chance it gets. Swires moved, McCann seconded, to contact
FAA and notify them of estimate for sewer line. Passed unanimously. This will
give FAA an idea of whether or not to go ahead with the project. This estimate

probably will allow a share of the cost of the Central Distribution System also.
It will take 150' of line to reach the corner of the Health Center property. They
will be connected to sewer and possibly water also from the line running to Kenai
Motel --with a temporary hook-up at first. The wells will be fitted out with a
water softener instead of filtering equipment--Swires moved, Morin seconded, to
' go ahead with purchase of water softener and negotiate with the contractor for
installation. Passed unanimously. Softeners will cost about $2,000 each --salt
will be about $SOO a year --the chlorine content can be reduced and will be in-
jected into the tank. The water show 5.5 parts per million iron and 6.8 ph.
Salt will have to be replenished every two weeks. Alan Corthell suggested the
City explore the possibility of new sources of water for future use. Gene Morin
will undertake this survey. Clerk read letter from Atty. to Atty. Gen. re water
rights on the Kenai River. Ed Evans suggested a simple recording of water rights
on various streams. The question of assessment for Joe Consiel was tabled until
more details can be had. Thiel suggested whether or not the 3S' strip was dedi-
cated to the City, he should be assessed for ISO' as the line is accessible to
him just like anyone else. He was not assessed for the portion of land his house
j is on. We have 60 water connections and 70 sewer connections.

Ed Evans reported: Labor problems and small town talk is hampering his progress.
h He wants to work out the problems with his men if they will come to his. Council
? agreed he has done a very good job in the short time he's been here and is only
sorry he wasn't here from the start. Many factors have delayed and slowed the
project, but there isn't any roam for criticism on the way it's going now. The
Clerk was asked to contact the Anchorage office for data on unpaid bills as Evans
has no record of the accounting. He has tried to buy locally and most of the
businesses have been cooperative. He will submit a report to Council when the
job is finished as a guide to future contracts, etc.
"Corky" Corthell reports paving will starrk� ��30 tomorrow morning on the Airstrip
weather permitting. The lighting system/�r11R. so start very soon-- all wage re-
quirements are being met. G.O.Kempton sbadidtbe in Kenai tomorrow morning.
There was some discussion on school population, teachers needed, possibility of
additional expense to the City, etc.

4inutes of the last meeting were corrected and approved.
Discussion on charging for fire and ambulance calls revealed Council agrees a
vm, contribution will be accepted for calls outside the City. Also Kenai City Light
will charge for emergency calls if inspection shows the trouble to be faulty wiring
c or some defect for which the user is responsible.
Lyons reports two transformers for changing the Fire Siren by Spur Motel are avail-
able in Anchorage. He will get them,and Fire Dept. has volunteered to make the
change -over.
a Dick Morgan introduced Robert McAllister, new employee in charge of the motor
o.� pool and mechanic for City equipment. Eventually they will come up with costs to
be allocated to Streets, KCL, Airport, etc. This Division of Equipment will
assign vehicles to the Depts. which are always used by that Dept. --equipment used
by two or more depts. will be charged out to the Dept. using it --time used in
a repairing vehicles will be charged pro-rata. Money will be needed for tools, parts
and for shop over -head. Morin moved, McCann seconded, Robert McAllister be hired
at $8,008 a year ($3.85 per hr.) as Division of Equipment employee. Motion
a passed unanimously. Discussion on financing, supervision, etc. Council will
w° 1� determine policy and issue directives to McAllister. Any problems he has will be
$ worked out with Morgan who will work with Council.

on borrowing fads, etc.

w The Attorney reported: Inquired about Boro Sales Tax --this led to discussion on
H u the entity responsible for school bond indebtedness. The Boro can change its
Is c resolution to make the Bory as a whole, responsible for debts for schools --this
-a would place Boro lands as security for bonded indebtedness rather than the Cities
which first incurred the debt. Otherwise, some areas would not be able to finance
a new schools as evaluation would not be adequate. An opinion from Thorgrimson on
Ordinance for Charter change had been received --this will have to be on the ballot
for May or at a special election as two month's notice must be given between pass-
x ing the Ordinance and the election. Work is being done on application for monies
0 for "shortfall of revenue". lie suggested Council might want to repeal Ord. #23
w which granted a liquor license to Bush Lanes, Inc. FAA wants a guarantee of pay-
ment for land for Kenai City Development Corp. before approving transfer of title.

Contract between KVFD and Haller answering service has been drafted. JFJ Corp.
contract has been sent to them for approval --Clerk will send verifax copies to
.° Council, and this will be on next week's agenda.

w After considerable discussion on raise for KCL Clerk, Swires moved, McCann seconded
m (4 all raises should take place at budget time. Motion passed unanimously.
° m Clerk reported: News item wherein Labor Unions will attempt to introduce legis-
lation which would require Cities to bargain with the Union. Swires moved, Lof-
• stedt seconded, to oppose any legislation which would force Cities to bargain with
VA' labor unions. Motion passed with McCann dissenting. Copies of accounting for
05 school bond monies were distributed to Council. Inquired as to whereabouts of
,D4 title for the loader picked up at Tonsina. Nick Columbun, Delta Junction got
the title for our machine and we should have his. He will send ours and wants
title for his --rather than trading machines. Planning Commission has approved an

exception for Aleda Ross to operate a Beauty Salon in Sec. 31.
