moved. They know where they want it, and the City offered to help months

Al Hudson presented a plat and plans for furnishing power to the new facilities on
the Airport. Kenai City Light is to build the system from funds advanced by the
Airport. The Airport will then be re-imbursed over the years by 75: of the monthly
billing for service. Estimated cost is $3,239.93 10% of the cost will be saved by
not having to finance it with a loan. D1cCann moved, Cone seconded, to direct the
Airport Commission to proceed with the plan for lighting. Motion passed unanimously.
There was discussion on ways to finance an access road to the small plane parking
strip and new hangar facilities for concessionaires, also for planning land use,
for a building code for hangars -they will work with the Planning Commission on this.
Long term planning includes a terminal building, an extension to the airstrip, sea-
plane facilities. If the projects can he included in the National Airport Planning,
and have FAA approval, then chances are pretty good for the Legislature appropriating
money to match FAAP monies. Son. Kilcher and Rep. Tillion will be invited to cane
to Council meeting the 28th of October. Airport Comm. was urged to try to get the
additional land needed to the North which State has classified Mental Health Land.
Council will try to push for an extension to the Strip.
Ron Thiel requested an executive session with Council and Atty. who has been delayed
until 10:30. An engineer from FAA is due tomorrow to discuss installation of a
sewer system to the Housing facilities. Cone will be available if a Councilman is
needed on the discussion. 70% of the HHFA portion of the system is completed, and
80% of USPHA portion is done. All mains are in except Overland, and all connections
except on Overland. The contractor will install the water softeners in the wells.
Tests of the High School water showed: ph-8.6, iron-.3 ppm, manganese and iron-7 ppm
and some lignite present. A copy of the report will be given to the City. Thiel
recommends treating the first well rather than the second one. We have 57 sewer
hook ups and 50 some water. Thiel was informed Caughran Excavating, Inc. owes the
Kenai Fire Dept. $670.
Clay Lyons says current should be in to Wildwood in about ten days. The transmission
line is completed and half of the conduits, but drawings from Westinghouse are nec-
essary before they can finish the job. Thiel pointed out the lift station can oper-
ate from 1 to 3 hours without power. Regarding conversion Delta to 11ye system, the
City has to change all transformers East of the High School, the two at the School
and at FAA. Voltage has improved considerably with the new transformers. Concern-
ing the pokes from Seward: The Mayor will take the poles if the City cannot use
them and will not charge any freight costs for the hauling. The poles were bought in
good faith, but some of them have been damaged from toredos. The 'Mayor offered to
let KCL use any of them necessary until KCL can order what they need. He will work
it out with KCL.
Minutes of the last meeting were approved.
Correspondence was read: re Tachick's bill for street improvements --Clerk had check-
list of procedure for St. assessments. Atty. will draft a resolution according to
Sec. 16-2 of the Code, assessment notices must be mailed and a hearing held. Lyons
estimates assessments to be about $147 per running ft. There was 3,SS0' of rd.
constructed. There was some discussion and study of the plat for gravel use permit
to Union Oil; McCann moved, Cone seconded, to auth$rized the Mayor to negotiate
with Union Oil on gravel in Sec. 7, TSN, Ri1W, E2SE SE4. Motion passed unanimously.
The permit to expire at the completion of the project.
The Clerk reported all efforts at determining liquor sales at Bush Lanes Bowling
Alley's Trophy Roam had been non -availing, and inquired if Council agreed on arriving
at sales figures (for sales tax purposes) by taking an average from other liquor
dealers'rsales for a comparable period. Council approved this. In answer to the

City's inquiry, Seward reported they had not been asked to arrive at a tax levy for
their own needs. They are going ahead with a half years property tax levy and assess
ment. Kenai's course is undetermined at this time. Mr. Pomeroy seemed to think
the Boro could handle it: if the City is to do it, time is getting short as r.o.w's
are to be eliminated from the evaluation, residences in business zones are to be
evaluated as residence, lease -hold interest taxing is to be reconsidered, etc.
Clerk suggested the Ordinance setting up street standards should be drafted; an in-
quiry on the phone asked what size culvert was needed for a driveway, about once a
week someone is in the office wanting to build their own road, but there are no
definite standards and procedures for the builder to follow. When the City takes
over these streets, it will be costly to re -build. Mr. Lyons has been working on
a
requirements, but nothing has been done toward getting an Ordinance. The St. Dept.
is considerably over its budget --perhaps a Street Commission could alleviate some
of these problems thru planning. Jess Nicholas had called Anchorage re insurance
required for bar owners--6 out of 7 cards revealed policies were carried for 25,
SO and S. Council agreed each bar owner and liquor dealer should carry a minimun
public liability policy. McCann moved, Morin seconded, there must be a minimum of

•* $25,000 public liability insurance. Motion passed unanimously.
Regarding the City's stand for various questions to come before the AML Convention:

1. The City opposes any legislation which would force Cities to bargain with
labor unions. 2. McCann moved, Morin seconded, the Public Service Commission should
not regulate municipally owned utilities. Motion passed unanimously. 3. The City
is in favor of any legislation which would guarantee its water rights --Kenai is in-
terested in rights to the Kenai River and its tributaries within the City Limits,

also to those streams draining into Cook Inlet within the City, and would oppose
any plan which would adversely affect the flow of said waters. 4. Clerk has
directions re change in the Administrative Code as were spelled out in a letter
to Dennis Cook, Local Affairs Agency on 10 August 1964.
Council adjourned to an executive session with Thiel and Atty. Fisher for an hour.
Meeting re -convened at 12 p.m. The JFJ Contract has been signed by the owners and
returned to the City. Under contract terms the City owns the line to the man -hole
and controls hook-ups; JFJ will be reimbursed if other hook-ups are made. (this
applies to assessments paid by JFJ.) Cone moved, Lofstedt seconded, to execute
the contract with JFJ Corporation. Passed unanimously.
Seaman's contract is not ready.
Gene Morin moved to rescind the action regarding KCL Clerk's salary. He was not in
favor of the hasty action, and incidentally thinks any new subject should not be

voted on the same evening it is introduced. After reconsidering, he cited items in
favor of the raise: 1. She had waited a year to request the raise --in order that

her year's probation would be spent. 2. The raise would amount to $600 a year
KCL's budget provided for a $14,000 a yr. man, but only $11,000 of that was being
used. 3. The Clerk is now the head of a family and since her work is satisfactory,

this would be a vote of confidence. 4. She was told she would get a raise after

one yr. S. Her work is increasing due to operations of water $ Sewer. His motion
was seconded by Lofstedt and passed unanimously. Morin moved, Cone seconded, Mrs.
Hakkinen be granted an additional $SO a month to eaapensate her for Wf,S clerical
work. Motion passed unanimously. ($25.00 a month will be charged to f,W&S.)

Joe Consiel's assessment was tabled until next week.
Mayor Dye presented Ordinance #72, Re -zoning change, State's Mental Health Lands,
Unclassified to "Conservation". Public Discussion was called for. This action is
deemed necessary to protect the City's watershed area. Morin moved, Meeks seconded,
to Adopt Ordinance #72 for first reading. Passed unanimously.
Discussion was had on the pr•,posed sawmill leasing 3 acres of City land in Lot 3,
Sec. 9, TSN, R11W. Some land would also be leased from Coyle who owns adjoining
property. A tentative figure of $200 a yr. was thought reasonable for the lease.
