BELL, THURSDAY 12 NOV. 7: a.m., Rig Cafe. KENAI CITY COUNL.a. MINUTES 11 NOVEMBER 1964 Roll call: Present -Cone, McCann, Meeks, Morin, Swires, Dye; Absent -Lofstedt. Mr. John M16"is, Mgr. for PNA at Kenai, urgently requested a meeting with the Air- port Commission; he has many questions on Airport Policy that need answering. fie states PNA thinks Kenai is the one spot in Alaska with the greatest potential for economical growth and expansion --that they want to make this the Jet Alternate for their planes; that 3,000 ft. of the old run -way was shut down and the Airport Commission Chairman was unaware of it. McCann suggested the Commission be increased to four members, and that Mr. Morris be asked to serve on it. He expressed willing- ness to do so. Mayor Dye asked that action be tabled until next week on this. The City Code will have to be amended if membership is increased. The meeting was opened to Public Hearing on Liquor License renewals. The Clerk reported those eligible for renewal; having met the requirements of the City Code. Larry's Night Club, Rainbow Bar, Ring Bar, Tide's In, Rig Liquor Store and Kenai Bill's Club. Considerable discussion was held on the adviseability of including the light bill on obligations that must be paid. The Atty. will be asked to draft an amendment to the Code. Speakers from the floor were: Geo. Navarre, Jack Mc- Guire, Bettywynn Benson. Council prefers not to act as a policing body, and hopes that each business would conduct a "clean store", and that each would police the other. Troopers English and Allen agreed the State Law treats Liquor License holders as privileged individuals, hence must be regulated more stringently than the average businessman --especially as they are more responsible for the welfare of the general public. Council set 25 November for Public Hearing for Transfer of Licenses: Bettywynn Benson, d/b/a Tides In to Bettywynn and Dean Benson: Virginia Wilson, d/b/a Inlet Bar to Virginia Wilson & Jeanne K. Peavley; Bush Lanes. Inc., d/b/a Trophy Room to Action Development Corporation. Troopers Allen and English were not sure they could get their report in time for this Hearing. Ron Thiel reported: the Monuments are in, streets are finished; recommended a barrier be placed on Broad St. where it formerly cut across private property -- this will be done; All buildings are completed except for the door on the sewage treatment bldg., and idsnlatiod neededc-thare yet; electrical wiring is not done, and the water syphons are not in; water softeners are not here yet; Thiel suggests temporary wiring so the lines can be flushed, chlorinated and tested, the Health Center will not be connected this winter --a key box is needed so they can change from School well to the City system, and now it's too late to install the key box. ft. Galliett suggests the City should not spend any more money until we know what's going to take place; partial cost estimate, HiFA-$18,200; USPHS-$1400. Clay Lyon reported a rate change is impossible at this time. the Audit shows 1.66 for debt service, and the Ordinance requires 1.4, so that doesn't leave him muc h room for expansion, etc. Wildwood will be hooked up tomorrow. Geo. Navarre did not see the advantage of hooking up Wildwood, and asked again for a consideration of a reduction in commercial rates. Council explained Wildwood will allow the City to take on new customers in that area, and should; in time, bring a profit to the City; perhaps in six months the City can review the rate structure. The City of Anchorage will do the change over from Delta to Wye system, and will work on a 6 hr. outage basis --all KCL users will be notified of the time of Outage. Lyons will notify Tanaka re this. In answer to questions from Geo. Navarre, the Atty. reviewed the settlement between the City and Kenai Packers re sales tax; Navarre also wondered why the Power Cam - mission was not being activated? Council agreed some consideration might be given to KCL customers using over 10,000 kw's. The siren at Bill's Club can be changed after the building is re -wired for single phase power. It is now disconnected. Council Minutes11 Nov. 64, Page two Tom Sutha rd requested Council to consider guaranteeing payment to his suppliers. The Atty. says the contract provides guarantee to the prime contractor and the subcontractors --that he can submit his bills to be audited, but the City is in no position to undertake payment to suppliers at this time. Payment will be made to Saunders, Inc. and Standard Oil as the City has already committed itself to meet these obligations. Bill from Standard is $3,085.50. and that due Saunders is 80% of $26,800. Clerk will check with the Auditor first to see that nothing has been paid on these. Morin moved, Swires seconded, if the Accountant verifies bills of Saunders' and Std. Oil to Tom's Grading and Excavating, the City will meet these commitments and will cooperate with the Hatanuska Valley Sank to assist them in protecting their financing of Caughran Excavating, Inc. if this is accept- able to the parites involved. Motion passed unanimously. The Atty. read a draft letter to bonding companies re W&S project. Cone moved, Morin seconded, to submit the Atty's. letter to the bonding companies. Passed unanimously. (Five affirmative votes as McCann absented himself to go to work.) Morin moved, Swires seconded, to transfer $7605.70 from the General Fund to Wf,S Construction Account until the City gets funds from HHFA or USPHA. Passed unanimous The Atty. requested a hearing on increase of number of liquor licenses for the Kenai Development Corporation. [fearing will be 2 December 1964. Re shortfall of revenue application: the Clerk, KCL, and Atty. are working on the forms reed. from the Dept. of Adminise-these are very detailed and require considerable research Fisher has not yet talked with Sears re the staff problem at the Schools. Student Government Day will be 25 November 1964. Morin is working with yr. Ander- son for holding school election for Council, Mayor, paid employees, etc. All City personnel are urged to work with them on this day. The Planning Commission was requested to list all State and Federal Lands in the City and to determine the best zoning for them. Morin moved, Meeks seconded, to adopt Ord. #73 on second reading, as amended. Motion passed unanimously. Minutes of the last meeting were approved. Correspondence was read: Boro meeting will hold hearings on the budget for last quarter of 1964. Council urges a different meeting time be arsanged so more work- ing people can attend --also meetings should be held at various places on the Penin- sula so all can have an opportunity to see the Assembly at work. Clerk called attention to iotte rs circulating in the File: from Brig. Gen. Elmore; from Fisher re Tidelands Applications; Balance Sheet, etc. of KCL; letter to Caughran re damage to Showalter's house; letter to Barney Dawson; Payment to Sid Stephens- W&S; request from Alaska Municipal League brought decision from Council -population of City is 1,079; letter from Legislative Council re location of juvenile vacilities Council thinks something on the order of the CCC would be appropriate as the Moose Range and National Forests are close and would afford healthy activity for the young,people involved; Le from Pomeroy re Tyonek withdrawal from Boro. Clerk reported: Helen Stetzer offered to deed Lot 17, B1 S to the City --Council welcomed this offer as it will help solve a traffic and drainage problem. Also, a request had been made to appoint Mr. Averill Thayre to the Centennial Comm. With Council's consent, Mayor Dye so ordered. f Council Minutes 11 Nov 64 Page three Mayor Dye read a letter from Capt. Bennett re misappropriation of aviation gas on the Airport. Clerk will notify Troopers and Cheechako News, and assure Bennett the City will doall ^possible to prevent a recurrence of this happening - again. 4im Goff, KCL employee was concerned about the three days pay before Employment Security becomes effective. Council says the three days pay is taken into con- sideration at the final accounting. i Swires suggested the City give a letter to Morris Killen for his trip to Washing- ton D.C. to the affect that he speaks for the City on various Capitol Improvements. Chester Cone moved, Swires seconded, that Morris Killen be authorized to talk in the interest of the City of Kenai, while in Washington, D.C. on projects involving k, a 3,000' extension of the Kenai Airport run -way; on a deep water Harbor; an the Causeway connecting the Peninsula to the Mainland via Figure Bight Highway and on Kenai River Bridge at Kenai.
