CORRESPONDENCE: Telegram from Rivers--HHFA has granted Kenai $9,666.00
for 701 Plannin% (with Alaska State Housing Authority).
Letter from Don Meyer --says he sold Power Bonds on basis
ci- of a report the net revenues were $37,992.03, but now the audit shows
a net of $32,014.83. He is asking Riley for an explanation. Have given
this to KCL and Riley to work out.
-Letter and remittance from Dept. of Administration for $15,400
as allocation (partial) for Shortfall of Revenue application. This is for
loss in property tax and in Sales Tax.
Proposition from R.W.Beck offering to revise rate O rdinaneq,,etc.
at a cost of $200. Please see letter in Circulation File --this sounds like
a good deal.
nai Boro would like the City of Kenai to present arguments for
retaining Tyonek in the Boro--suggests a strong statement. See Circulation Fill
✓In Circulation File: Atty. Gen.'s opinion re Boroughs and selec-
tion of State Lands.
Circulation File: copy of assessment notices sent to all property
owners with land adjacent to the new street construction. The City will have
to absorb some of these assessments --have already received one notice back --
address unknown. The Street Dept. is over its budget for the entire year--
mtce. cquipment repair, etc. in the amount of 1101.18, and this does not take
into account the $S,237.2S owed to Tachick.
1lave schedule of revenues and disbursements for the School. You
can get them from the Office or will distribute at Council meeting, Bulky.

Clerk - The two copies of property maps sent to Copyright Office by
Malone were not re a d. in Washington. If we want them copyrighted, have to
send two more copies of each book. Mrs. Malone will give me a figure by Wednesday,
as this will require a reprint. All other copies have been sold or spoken for.
Johnny is using the Walters Snow Plow to clean the garbage dump --
Aside fro not being a very satisfactory vehicle for this work, John is leary
of chewing up the tires on the broken glass, etc. Wasn't the D-8 supposed to
stay there foqr� this purpose? Those tires cost $249 each.
Io'bir. S.A.Hoyt did not get an answer on his request for a driveway
into his place. Does he need a culvert,,' Ad is the City going to build his
driveway?? i- Lot 103 (behind the Jet Bar) .
&/have notice of school bond interest due 1 Dec. for $26.427.93, In
order not to have to break into one of the large Time C.D.'s and lose interest,
we need to d�eposit an additional $427.93 in Bond Redemption Fund. Okay?'w�
fo A1S0, the School expects to need about $20,000 toward their budget
in December. Happy to say we have it now, but want to emphasize the importance
of doing sogething about the school situation SOON. The City will not be able
to meet this added expense as our budget is $26,000 short already --having fig-
ured two years tobacco tax money which cannot possibly materialize.

Roll call showed all present but "Bud" Lofstedt.
Jack Thompson appealed to Council for a solution to his re -subdivision Plat.
The Ordinance require a 20' alley between business and commercial zones and this
would necessitate intersecting Thompson's Lunber Storage Building. After much
discussion, Council recommended the re -subdivision show the parcels involved,
(Lots 30, 31, 32, 33, 35, 36, 37, Block 9, Ahlstrom S/D) with the exception of the
lot to be sold to Roy's Laundromat, all as one lot. Then the whole parcel can be
re -zoned commercial. i .( I .
:Minutes of the last meeting were approved.
Correspondence: In addition to that appearing on the Agenda: Mayor Dye presented
a proposal from Beck $ Associates to prepare a brochure to be mailed to 2400 potent-
ially interested industries pointing up the advantages of locating in Kenai. 3,000
brochures would cost $5,000 --this service would include the mailing, etc. Council
was interested but cannot undertake such a project at this time.
CPA Riley's answer to Don Meyer's letter re KCL revenue.
Copies of Atty's. letters to suppliers of Caughran Excavating, Inc.
which were circulated in the Reading File.
Re the Kenai Peninsula Boro Boundary change, the Council agreed not
to participate in the Hearing, thinking this is a matter for the Assembly. Speaking
from the floor was Waldo Coyle who voiced the opinion of all when he opposed taking
part in the Hearing.
Re the Beck proposal for a review of the KCL Rate Ordinance for $200:
McCann moved, Cone seconded, to accept the Beck proposal regarding the review of
Rate Ordinance. Motion passed unanimously.
Re Memo from Mr. Malone concerning S/D Plats: Council directed a
letter of apology be sent him as no disparagement on his work was intended in the
correspondence to Planning Commission. Individual Councilmen will also contact
hin,tiMcCann moved, Cone seconded, to write Mr. Malone with apologies regarding the
Mel Cole S/D Plat. Passed unanimously.
Ed Hollier talked with Council regarding policy for snow removal on
City Streets. He will continuo to have the State Dept. of Highways plow and grade,
but does not want to be responsible if flooding occurs in the Spring. He also
wanted to forewarn Council this service could be ciscontinued by the State. Hollier
is trying to get the Beaver Loop Road re-classified from Secondary B to Secondary
"A". If he succeeds, then the City would not have to include this in its system
when the State no longer maintains it. The City will write the Div. of Hwys.
District Engineer re this. Hollier gave no encouragement to Council re paving the
Airport Access Road as this is located within the City Limits.
Letter from Director Bell, Div. of Lands re policies concerning leases,
grazing rights, etc. will be answered in two weeks. This will give Councilmen time
{' to consider his proposition. Waldo Coyle, speaking from the floor, expressed the
hope the City will control its own contracts.
There was some discussion re the Boro's Planning and Zoning vs. the
City's efforts; also Mrs. Malone inquired further into Council's request to study
zoning for State and Federal holdings in the City. (on land.) Speakers from the
floor: Mrs. Malone, Mrs. Coyle and Mr. Coyle. Mr. McCann emphasized the intent
expressed at the Alaska Municipal League Convention of Boroughs and Cities to op -
orate in close cooperation with one anotheq-this includes planning and zoning.
Clerk was instructed to inquire}{Fie results of the School Board's
request to the Dept. of Education for monies to keep the status quo of the teaching
staff. Mrs. Coyle suggested part of the loss in enrollment could be due to a mili-
tary directive to allow only single personnel or married men, without their family,
to be stationed in Alaska after the Earthquake.

It was reported the anion Oil Rig on the exploratory gas well across
the River is going up.
Clerk reported: In addition to items on the Agenda: Bill from Lance Petersen
for $980 for repair of floats June thru Nov. Was tabled fur further study.
Clerk suggested half the landing mats be reserved for City use. The
Engineers had recommended some of them be used to reinforce the base by the Sew-
age Treatment Plant and possibly the access road. Thiel also suggested the City
could donate some plates to individuals along the bluff who wished to try to stop
erosion temporarily.
The Planning Comm. had signified readiness to meet with Council and
Airport Commission on Friday. This meeting was postponed to Monday eve. 7 p.m.
$26,437.93 school bond interest money has been mailed to Seattle
Trust and Savings Bank.
Morin moved, McCann seconded, the City get 2 more sets of property
maps printed for the Copyright Office. Passed unanimously.
The St. Dept. is not to use the Walters Snow Plow at the Garbage Dunp.
Clerk will contact Col. Turner, Air National Guard, to see about getting she D-4
fray Minchumina Lake --Ken Stoker of Alaska Surplus has the paper work all ready
for the pick-up.
Mr. S. A. Hoyt will need a culvert if he re -builds his driveway to
Lot 103, Sec. 31.
Mr. Freddie Miller inquired about liability on the steps leading to the Floats.
Clerk will see Obe rts about holding Miller harmless. Morin moved, Meeks seconded,
the City agrees to hold Fred Miller harmless on steps to floats and will notify
Insurance agent to guard his interests. Passed uannimously.
Council adjourned for executive session with Ron Thiel regarding Water and Sewer
financing and negotiation.
Reconvening later Council unanimously passed a motion made by Morin, seconded by
Swires, that sufficient funds be made available from the General fund to the
Water and Sewer construction Account to meet this week's payroll. Clerk will check
with Caughran's office tomorrow to determine the amount --will also see that the
Bank is still amenable to handling the transaction as before.
There was considerable discussion on Borough meeting report --also shortfall of
revenue application and estimates for 1966, and petition to place Boro Mgr' form
of Government on the ballot.
Morin moved, Cone seconded, a check be made to Boiey for the Plaque to be presented
to Major Allen. Passed unanimously. The Mayor will present this plaque at the
dinner to be staged by the Military. The Mayor will also write a letter expressing
the City's gratitude for Major Allen's cooperation with all City endeavors --this
letter will be sent to Col. Wm. Mantz, C.O. at Ft. Richardson.
