Devetopnent Conpohation. wee PERSONS NOT SCHEDULED TO BE HEARD: KEHAI CITY CCUNCIL MINUTES 25 November 1964 Meeting with the Kenai City Council at a special session were: John H. Hummel, Artie Porter -Federal Aviation Agency; John Morris- PNA; "Mac" McGahan-Civil Defense Director; Catherine Malone, Cliff Carr -Kenai Planning Commission; A.L.Hudson, Stan Thompson - Airport Commission; Mrs. Cliff Carr and Student Government Day representatives: Walter Hart, Judy �Spillers, Don Queen, Jim Hall, Harriette Knight, Glenn Dye and '-like Johnson. Gene Roguszka, Kenai Airport consultant, presented a detailed and comprehensive preliminary study of the feasibility of constructing a Terminal Building for the Kenai Airport. The report was presented in printed form to all Council members, Planning and Airport Commis- sion members, City Attorney, FAA Mgr. Artie Porter and PNA Agent, John Morris. A copy on file with the City Clerk is available to any interested persons. Presented in a scholarly and professional fashion, Roguszka's review of the study revealed interesting high- lights: Kenai's enplanements per capita are three times the Alaska rate and 17 times the National rate; the number of boarding passen- gers at Kenai rose 172% from 1960 to 1964; Air Carrier operations -- into and out of Kenai is expected to reach a level of 11,400 by 1975; projections by the Alaskan Region of the FAA call for a 92% gain in general aviation operations at Kenai between 1963 and 1970; ----- the list cf startling projections is a long one, and can be readily ascertained by reading the report. Cost of construction, operation and maintenance, re -payment of general obligation bonds, rental rates, etc. were covered quite thoroughly. RoguszkA's recommendation to Council is to construct a Terminal along the lines of Plan "B", which includes the basic building plus an office wing of 3200 sq. ft. He also recommended Council give consideration to incorporation of an Emergency Operation Center and extension of the City Water and Sewer facilities to the building. The Airport and Planning Commis- sions will review the Study and make their recommendations to Council as soon as possible. Mr. John Morris will serve ex officio, on the Airport Commission along with Gene Morin as Council representative, until the Airport Commission Ordinance can be amended to allow for up to seven members, at which time they will become full voting members. Roll call at 8:03 showed all members present but "Bud" Lofstedt. Continuing with the Terminal Building business: Roguszka says the t preliminary design can be done by the architect now. The Airport lighting should be completed in ten days --or a month at the latest, depending on when the control panels arrive. The City and PNA will urge FAA to meet its commitments on approach lighting -- suggesting they be installed on the South end of the runway. Vehicles on the run -way are still a menace --An FAA control tower would help to alleviate this condition --plus greater enforcement by the Airport Director. Council recessed for a short period and resumed business with the hearing for transfer of Liquor license from Virginia M. Wilson, d/b/i Inlet Bar to Virginia M. Wilson and Jeanne K. Peavley at the same location. The Clerk reported all requirements of the City Code had been met. McCann moved, Morin seconded, to approve the transfer of License at the Inlet Bar. Motion passed unanimously. r� Kenai Council Minutes 25 Nov 64 Page two Clerk requested Council action on renewal of licenses for the In- let Bar and the Last Frontier Club, as the latter was now eligible for consideration. McCann moved, florin seconded, to approve renewal of the ligor licenses for the Last Frontier Club and the Inlet Bar for 1965. Motion passed unanimously. Tom Ross requested Council consider change of his property evaluation as his house had burned in September of 1963. Meeting as a Board of Equalization, Council directed his valuation for 1964 be changed to include land only in Lot 4, Estancia Subdivision. The motion was made by Cone, seconded by Morin, and passed unanimously. Clay Lyons letter to FAA regarding costs of construction of Water and Sewer lines to their facilities was read by Mayor Dye. McCann moved, Cone seconded, to send the letter to FAA re W&S. Passed unan. "Red" Peavley informed Council his water line has been exposed to possibilities of freezing by the lowering of Mission Avenue by 21. An effort will be made to connect the Inlet Bar to City water --Mr. Ed Evans, of Caughran Excavating, Inc. had expressed interest in undertaking the job. Homer Swires questioned the evaluation of Hartley Motor's with re- gard to the portion of the lot that extends into the street. The property card reveals this was taken into consideration as the tax for 1964 had been lowered as a result of a reduction in land evalua- tion. There was some discussion on the Boro's Ordinance #89 Property tax Ordinance; also the mental Health Study for the area --A meeting wil: be held in Room 1, FridaV 4 Dec. at 8 p.m. in the Kenai Jr. Hi. Minutes of the last meeting were approved. Correspondence was read: Some discussion in City insurance; also Juneau Tidelands Ordinance; Land Sale of lots on Kenai River be- tween Sterling and Skilak Lake; Meeting of group to organize a Peninsula Chamber of Commerce has not yet been called, f The Attorney reported: need for coordination on public announcements `r Morin moved, Meeks seconded, a directive be sent to all City agencies f that all public statements be cleared through Council. Motion passed unanimously. Inquired as to status of Peninsula Ave --is it t_ blocked or not? Clerk will endeavor to clear up policy with Dept. of Highways --main thing is not to jeopardize the mtce. now being done by the State. Re W&S payroll: Cone moved, McCann seconded, the City meet the W&S payroll for the past week. Determination -of 1? its accuracy will be difficult without Thielr who won't be back until Monday 3oth. (Above motion passed unanimously.) More dis- cussion on property taxes, Boro, etc. Clerk will send for copies of. T Title 7.--Discussion also on Planning and Zoning; is it necessary the City change its taxing ordinance? Clerk and atty. urged Council meeting to complete Shortfall of Revenue report which calls for estimates of revenue and costs for 1965 and 1966. Mayor will attend, Anchorage meeting 2 Dec. for Ed McDermott, Office of Emergency Plan- ning agent for Alaska --the Atty. recommended KCL pay his expenses. Clay Lyons will direct a letter of thanks to Anchorage City Electric for the excellent work done in converting KCL's system, Delta to Wye. The City also owes a vote of thanks to KCL for its efforts. FM Kenai City Zouncil Minutes 25 Nov 64 Page three At Morin's request the Atty. will work w;th him and Planning Com- mission to amend the Subdivision Ordinance with egpecial concern for the last sentence Sec. 14-16(a) and delete the wards "owned by the original patentee" in the last sentence Sec. 14-20 (5) (c), page 14-11. The Atty. will also work with Clay LyonSto amend the Ordinance concerning Building permits to also include permits for electrical wiring and plumbing. Council is not in favor of a personal property tax for the City -- the Boro will tax personal property, but Council wishes to avoid this if possible'for a City tax. Clay LypvtS reported on status of wiring with regard to the Fire Siren: McCann moved, Meeks seconded, to buy the 3 10 Kv Transformers for the fire siren for $270. Notion passed unanimously. McCann moved, Swires seconded, KCL buy the 3 100 KVA transformers for $900. ''lotion passed unanimously. Lyon requested Council consider a full time utility man. lie could also work with Street Dept., etc. when not busy with W&S, etc. Mayor reported Marion Sellars had requested an advance on his C.D. salary. This was tabled until further consideration can be had. { Notably a meeting with C.D. Director McGahan, who had requested a {P meeting with Council. The Subdivision Plat of Navarre and Cupps, a Replet of Linwood S/D - was presented by Planning Commission, but returned for inclusion of Covenants, as requird by the Ordinance. Lyons says this shouldn't cost more than $5.00 a month --less than the outside bulbs now in use. KCL will install at no cost. Also: Janet McCabe and Joe Shaw, ASIiA, were in Kenai Monday 16th.
