KENAI CITY COUNCIL MEETING
2 January 1963
Mayor Dye called the meeting to order 8:20 p.m. Roll call showed all members present
but Messrs. Morgan and Lofstedt. (The latter is Outside.)
Mr. Joe Kuchta, Health Officer with Dept. of HEW, now stationed in Kenai addressed Council,
presenting his credentials: degree in agriculture with a minor in Bacteriology. He hopes
to continue working in this field for which he has been trained. His first concern is to
improve tourist facilities with regard to environmental health. At present he is using
the State Code as a guide, but feels City Ordinances pertinent to various problems might
be more easily enforced. He suggested when a new business opens up, the Health Officer
might subject the place to inspection, as there are numerous buildings in town not ad-
equately qualified to serve as public businesses. fie complimented the City on the garbage
ordinances and stated it is easier for him to know what is wanted of him when he has such
an ordinance to follow. Under his present schedule he will be in the Kenai-Soldotna area
about twenty days each month; other ten days he is in Seldovis, Halibut Cove, English Bay, et
He suggested if the City desires to renew the contract with the State Dept. of HEW, it
would be a good idea to write them to that affect.
Minutes of the last meeting were approved.
Correspondence was read; Letter from Div. of Lands re Subdivs in Sec. 6. Clerk was in-
structed to contact Don Berry, Alaska Municipal League, in effort to secure help on leg-
islation makine it necessary that the State comply with City Ordinances in platting sub-
divisions in areas within the City limits.
Atty. reported: Submittal of Res. #63.1, Re -affirmation of Intent to Accept Ownership
and Management of Kenai Airport, and Res. #63-2, Amending Res. #8 by Establishing Council
Meetings on Every Wednesday of the Month; suggested the High School Class on American
Govn't. be invited to attend a Council meeting; Pointed out the need for press releases
on bond issues; (Mr. Kuchta offered to furnish information re water pollution, etc.)
Suggested Health Officer might commend the public for wanting a water system.

Clerk reported: School Supt. had informed the City we were not eligible for 815 funds --
the school must show a 5: increase annually in Fed. Impact Students and Kenai does not
have this; Capt. Mayfield called at office (in person) 27 Dec. 62, and said the State
could pay the City inly $4.50 per day for State prisoners housed in the City Jail. The
State would pay guard hire, but the City would get only $4.SO toward sustenance. He
suggested if further details were needed to contact Mr. Chas. Pfeiffer of the Youth b
Adult Authority. Mr. Kuchta and the Mayor will contact Mr. Pfeiffer re this. Clerk in-
quired if the Council wanted to take action on Alan McAllister's request for permission
to study the power report of R. W. Beck $ Associates. Council decided to consider this
request further. (Mr. Frank Rowley also wished to see the report.)
Mr. Eugene Morin, Planning Commission Chairman, reported: His group is now studying the
Zoning Ord. and should have recommendations to Council by the end of the month; suggested
the money needed for Mr. Ault's visit to Kenai 30 Jan. be taken from P1. Comm. budget; in-
quired if Council wished the P1. Comm. to give time to Capital Improvements Programs as
outlined in Ord. 6--He pointed out P1. Comm. had not been consulted re water, sewer or
electric bonds, which are capital improvements --the Comm. understands the situation was
considerably altered by the urgency re HHFA funds and Fed. grants, but would like guid-
ance for the future concerning policy involving public improvements.
Mr. Morin also reminded Council the contract for dog pound services expired as of 30 Dec.
62, and stated if the City were interested in re-newing the contract he would appreciate
having a guarantee of $25.00 per month, plus anything above that amount to which he would
be entitled. Mr. Sims moved, Swires seconded, to renew the contract for dog pound ser-
vices guaranteeing $25.00 per month to Mr. Morin. Motion passed.

Mr. Sims moved, Knackstedt seconded, Ord. #36, having to do with street improvements
in subdivisions, be approved on second reading. Motion passed.
Mr. McCann presented Resolution ##63-1; Mr. Sims moved, Knackstedt seconded, Res. ##63-1,
Re -affirmation of City's Intent to Accept Ownership and Management of Kenai Airport be
adopted. Motion passed. Mayor Dye will se Mr. Wright and Mr. Roguska tomorrow re this.
Clerk was instructed to delay sending copies to the Con¢ressional delegation until FAA
and Div. of Aviation signifies this is what was wanted.,, I.
Mr. Knackstedt presented Res. ##b3-2. Mr. Sims moved, McCann seconded, Res. #63-2,Naming
each Wednesday of the Month as Council Meeting Night, be adopted. Motion passed.
Mr. Swires moved, McCann seconded, the Plan. Commission budget be charged with the expenses
of Mr. Ault's visit in connection with amended contract with ASHA. Motion passed.
Mayor Dye had contacted Mr. Chuck Brennan of Alaska Machine and Repair re bill to the
City for repair of grader radiator. Mr. Brennan submitted bill for #37.9:, instead of
$58.95 as consideration for short-term duration of the repair job. Mr. McCanr *.rcd,
Swires seconded, the City Pay the bill for $37.95. Motion passed.
Mr. Sims suggested the City Council and advisors meet at least once a month informally
for dinner at the various eating establishments around town to discuss City planning and
aims for future policy. Council will decide what day would be most convenient at next
week's meeting.

" Mt. Morin also stated in his report the delay on State's Subdivision in Sec. 6 was not
due to the Planning Commission, but because of conflict with State Law re road construction
and building off -sets; he also called attention to an article in Anchorage Times concern-
ing Kenai Zoning Ordinance. Mr. Gay, Planning Commission member of Bakersfield, Calif,,
had been quoted out of context, and in answer to an inquiry from the Kenai Plan. Coma.,Dtr.
Gay emphasized planning and zoning is a cast-iron must. Mr. Gay stated his City not only
has planning and zoning, but it also has a co-ordinated planning and zoning with the County.
Permission has been requested from Mr. Gay to use his letter as source of informative
material on the virtues of planning and zoning.
