IEMORANDUY ON TRIP TO JUNSAU
I. Jn 17 February 1963, Carl ."earran and Jar.-�es E. Fisher
departed from Kenai to go to Juneau to investigate the following
subjects ranked in the order of priority in which they were to
be treated on this particular trip.
(1) Securing the Kenai Airport; (2) Acceleration, or
priority to be afforded the water and sewer grants under the
Accelerated Public Works Act; (3) Change of Chapter 122, SLA
1960 regarding building of roads within the City of First Class
on state otmed subdivisions:
MONDAY 18 FEBRUARY 1963
II. On arrival in Juneau, we immediately conferred with
State Senator Yule Kilcher regarding the status of securing an
airport at Kenai. The Senator was most helpful in pointing our
some of the activity which had occurred in the Legislature and
suggested (which had previously been planned upon) imrediate con-
tact with Governor William A. Egan. The conference vrith Senator
Kilcher lasted approximately an hour and a half.
III. At approximately 1:45, accompanied by Senator Kilcher,
we went to the capital building where a number of the Senators and
Representatives were greeted and apprised very briefly of the prob-
lems facing the City of Kenai and then we proceeded to see Governor
Egan.
IV. Encountering Governor Egan on the way to his office,
we briefly outlined the problem regarding the Kenai Airport. Gover-
nor Egan was not of the opinion that it was absolutely essential
for the State of Alaska to take over the 17 FAA airports in Alaska.
He apparently had not been advised of the intention of the City to
maintain and operate the airport at Kenai if assisted with this
project. He referred us to Commissioner Richard Downing and
Commissioner Floyd Gertin.
V. At 3:00 P. I•.. we met with Conu.issioner Richard Downing
and Commissioner Floyd Gertin regarding the appropriation requests
r and the preliminaries which had been undertaken with respect to
the airport at Kenai. Although it was not included in the budget
by the Governor, a request had been submitted by Commissioner Rich-
ard Downing, Department of Public Works, for the sponsor's share
of Federal Aid program. After conferring with the two Commissioners
for approximately an hour, we were referred to Commissioner Henry
iRoloff, of the Department of Economic Development and Planning.

Upon completion of our conferences with the Commissioners, another
appointment was set for Tuesday 19 February 1963.
VI. Approximately 3/4 of an hour was spent conferring with
Commissioner Roloff. IIe said that as far as his Department was
concerned, he would advocate the position of the City of Kenai in
securing of its own airport. After concluding our conference with
Commissioner Roloff, another contact was made with Legislature in
in the House ;;'iar::bers. These constituted geeing :;epresentative
Bob Blodgett, :epresentive (Teller, Alaska); Representative Joe
Josephson (Anchorage, :xlaska); °epresentative mike ;,ravel,
(Anchorage,Alaska).
VII. Prior to seeing Governor !'illia:n A. Egan, we were
able to greet President of the Senate Frank Peratrovich, Senator
Pearse Walsh, (Nome) (which is in a similar position with Kenai
with respect to the Noire Airport), Senator Eben Hopson (Barrow).
VIII. At the close of the Legislative day, it was also
possible to see and greet Senator Al Owen (from Uganik Bay, Alaska),
Representative Gilbert Jarvela, (Kodiak, Ila ska), and finally we
encountered Representative Clem Tillion.
We went home with Representative Clem Tillion and spent
approximately two hours with hir. checking in and bringing hir, up
to date on the attitude of the community at Kenai regarding the
Kenai Airport. Representative Tillion was most cordial and left
us with the impression, and made a committr:ent that he would assist
with the adoption of the bill predicated on providing the sponsores
share for the Federal Aid program for Kenai in order that the run-
way might be paved. Fie indicated that such paving provision would
best be included in the General Appropriation bill or in a special
administration sponsored bill.
IX. At dinner, it was possible to contact Mr. John P.
Irvine, Anchorage Attorney, who was, and is lobbyist for the three
j major oil companies in Alaska. His assistance was requested be-
cause the oil companies are most interested in the service which
could be facilitated by the paving of the airport at Kenai. Mr.
Irvine did not make any direct committments but it is hoped,
(and he also knew exactly what we were there for before we had ever
told him) that he will keep an eye on the need of Kenai.
Also a contact was made with Mr. Henry Hedberg who is one
of the Board of Directors of First Federal Savings and Loan to
j assist in expediting any appropriation or help for the City of
Kenai.
After dinner, an extended discussion regarding the needs
of Keiaai was held withRepresentative Harold Strandberg (Chairman
Finance Committee, House - Anchorage, Alaska) and Representative
Jack White, (Anchorage, Alaska) regarding the Kenai Airport.
Representative Strandberg provided some most helpful comments
which it is hoped the answers to will have been provided by the
time this report has been made to the City of Kenai.
The final thing undertaken on the evening of 18 February
was a briefing of Representative Morgan Reed, Skagway, Alaska.
- Representative Reed was most sympathetic to the City of Kenai and
attempted to ..suggest several solutions to the securing of the
appropriations necessary. It was Representative Reed's opinion that
inclusion of an amount for the City of Kenai in the General Appro-
priations Bill would be best.

TUESDAY 19 FEBRtJA.,Y 1963
I. A conference was held with Commissioner Downing and a
Mr. Byrd from the Department of Economic Development and Planning.
Seaman went to see the Governor and conferred with him., about the
information which we had collected up to that time.
II. I placed a call to Yr. Hulen, Administrator of the
Alaska Region, FAA, to secure information with which to reassure
Representative Harold Strandberg regarding the authority of the
FAA to permit sale of lands on an air navigational aid which was
turned over to the City.
III. We had lunch at Senator Hansen's apartment. Senators
Hansen, Begich and Kilcher were present and discussed the problem
of the airport at Kenai at considerable length.
IV. Various contacts were made throughout the afternoon
with various Representatives and Senators regarding the airport
request for turn -over.
V. Visited District Attorney Jack Asher who helped me find
a portiof the law to reassure Representative Strandberg (50 USCA
Section)nn����o22).
VI. I briefly encountered Cornissioner Roni4'and discussed
with him the matter of water and sewer for Kenai. I asked if he
would be in Washington to help with expediting the project if that
was possible. He could not give rise any assurances he would be there
in the near future.
VII. We were able to visit with Senator Howard Bradshaw
(Chairman, Senate Fiance Committee), Senator Brad Phillips,
Senator Kilcher, Representative .;osephson, and Representative
Bruce Kendall (Speaker of the house of Representatives). We
discussed the problems of the airport at Kenai at considerable
length with all of these legislators.
. 11,1. WEDNESDAY, 20 FEBRUARY 1963
I. We conferred with the Conurissioner of Adrliniatration,
. I Floyd Gerton, who said the Governor would not introduce a supplemental
{ -- appropriation bill. This r::ade it necessary to draft up a bill, a
I proposed copy of which is attached to this report.
II. :le -contacts were made with Representative Tillion,
Representative Strandberg and contact was made with the commissioner
of Natural Resources, Holsworth, to assist with securing of the
reassurance r,.aterial for Representative Strandberg. Senator Pearse
Walsh, vice Chairman of the Senate finance Comrittee said he was
in favor of tv.rning over the airport to .Cenai and would push it all
he could.
III. The day prior, repr z;entativc_; fro-. _,oldotra, Burton

RECOMEMAT IONS
1. Return another representative about I March 1963. It is
possible that Mr. Conrad Potter, Superintendant of schools, might
be invited down there on another matter and in addition to that
testimony night be able to work for the airport.
2. Help is badly needed fron Pacific Northern Airlines since
they might be affected here.
3. A request for help has already been addressed to the Alaska
State Bank.
