In the absence of a quorum, the meeting was called to order for the purpose of hear-
ing those in the audience who had requested an appearance. 'sir. Dick Morgan was elected
chairman.
Mr. John Coveyou addressed Council requesting a resolution designating him as City
Dog Catcher and requesting permission to shoot a dog or dogs when permission from the
owner has been granted and in the event the dog or dogs are impossible to capture.
lie cited two dogs of tor. Clarence Ladd, wherein instructions from Air. Ladd had been
issued to dispose of the dogs, but they had proven too wary to be caught. Permission
had been secured from the State Trooper and advice sought from the City Atty. before
proceeding to shoot the dogs in question. Trooper Robertson had suggested the reso-
lution be passed which would eliminate such a procedure in the future. Council felt
this was an isolated incident not likely to recur very often and preferred the status
quo.
The Clerk reported: Mr. Stan Thompson prefers not to act as inspector of street con-
struction in the proposed Black Gold Estates subdivision, but will do so for the
presentf-His fee will be $10.00 for each inspection trip; Planning Commission recom-
mends that Mrs. Lenore Jones be appointed as member of the Commission --that she has
expressed interest in serving and would be willing to act as Secretary for the group;
reminded Council of hearing for Zonign Ordinance Monday 4 March at 8:00 p.m.; also
the Mayor had requested a meeting of Council re contract with CUL. announced the
City had been invited to join the Kenai Chamber of Commerce.
The Attorney submitted a written report of his and Mr. Seaman's trip to Juneau which
is included in these minutes; said he would submit an ordinance re adoption of the
National Electric Code for Council's approval; had written 26 "thank you" letters to
delegates to the Legislature who had been contacted by him and Mr. Seaman while in
Juneau, and had drafted a letter on the same lines for the Clerk to send to 16 of
said delegates; announced the Garden Club had prepared eight barrels to be used as
litter containers for the City.
Mr. "Mac" McGahan addressed Council re the trailer now situated on the parking lot
in Bush Lanes Sub. in front of the Kenai Bowl stating he was not in favor of it re-
maining in that location --that it could be easily turned into a used car lot if this
is not discouraged; he also requested a public hearing in the event application is
made to transfer the package liquor license of Tony Bordanelli's to the Kenai Bowl
Bar. lle and others in the audience objected very much to such a transference as teen-
agers use the bowling alley and should not be brought into such proximity to package
store. Speakers from the floor were: Reverends Shaffer, Hutchins, Crozier. #Council
was infommed that this transfer was not likely to come before Council as Mr. Bordanelli
had changed his mind to consent to a transfer. The Clerk was instructed to write re
the trailer and request what arrangements had been made to remove same.
Mayor Dye arrived and called the meeting to order. (toll call showed all members present
but Air. Lofstedt and Mr. Swires.
Sgt. Best, Army Advisor the the Alaska National Guard, addres#ed Council with the idea
of establishing a Guard Unit in this area. Ile answered questions from the Council and
from the floor. Ile stated before the State can request aid from the fled. Govn't. there
must be 44 men and an officer enlisted, that officers are no problem as there are two

three in the area who are lualified. There is a probation period of three years
after which time an armory can be built with the State paying 25% of the cost and the
Fed. Govn't. paying 75%, then in ten years, the Armory becomes the property of the
State. Any non-profit organization can use the building by paying the cost of lights
and 'neat. A site is needed for the project as Wildwood Station has donated two
quonset huts as a temporary building and has offered to move them to any location. Sgt.
Best suggested one acre as being ample. !le said men 17 to 35 are eligible, but those
over 35 with prior service can be accepted. Training consists of two weeks encampment
in March and drill and instruction one night a week. lie also announced the Guard can
recommend a member for West Point after one year's service in the Unit.
Mr. Morgan presented Reso.ution 063-10 endorsing a National Guard Unit for the Kenai
area and offering five acres of land. Mr. Knackstedt moved, McCann seconded, we adopt
Res. #63-10. Motion passed.
Odin Strandberg presented copies of a proposed agreement between the City and CUL. He
also suggested a letter be directed to Sven Erickson, Post Engineers at Ft. Rich, re-
questing an extension period re the contract between Kenai Power Corp. and Wildwond.
The Clerk was instructed to write this letter and send copies to Major Allen and Allan
McAllister and to request Mr. %tAllister to write Mr. Erickson also. Mr. Strandberg
announced Mr. Garrett of Alaska Telephone $ Power Co. will be in Kenai Saturday.
Council will meet with Mr. Strandberg 7 p.m. Wed., 6 March.
The Atty. informed Council an appeal on a DWI (Driving while intoxicated) charge had
been filed in Anch. Superior Court and he wished instruction; it was his opinion
the City would have to follow through. Trooper Robertson said this was a unique case --
that the defendant almost had to appeal as this was the second charge and would result
in loss of his driver's license unless the decision at the first hearing is reversed.
The Atty. was instructed to proceed with the trial.
The Atty. also stressed the fact another two trips to Juneau were imperative. He
stated he could scarcely afford to be away from his office as all business stops in his
absence. Mr. Morgan moved, Sims seconded, on any future trips to Juneau on City business
undertaken by the Atty. that he be reimbursed $50.00 for every working day missed. Passed.
The Atty. has written Mesdames Mason and Bennett pointing out the advantages to them of
having their land drained by the proposed ditch to be dug by the Army.
Correspondence was read: Trans -Alaska requesting stand-by power from HEA; Boyer Hotel
requesting cocktail liquor license and announcing plans to conduct a guided tour for
visitors to Kenai; Dock agreement between the City and Army; requests from North
Kenai Homeowners Association and from Kenai Legion Post #20 for renewal of permit for
conducting games of chance.
Mr. McCann moved, Sims seconded, both licenses be approved. Motion passed.
Discussion was held re license for Kenai Hotel and the public invited to participate.
Rev. Shaffer and Rev. Crozier pointed out the law prohibits such an establishment within
200' of a school or church --also there should be only one license of each type for
every 1500 population. Considering this information Mr. Sims moved, Morgan Seconded,
to reject the request for a cocktail liquor license at the Kenai Boyer Hotel. Passed.
As to the guided tours, Council thought this was a good plan as long as the operation
did not encroach on the taxicab companies.

Mr. Morgan moved, Knackstedt seconded, the City appoint Stan 'Thompson as City inspector
of streets in Black Gold Estates, remuneration to be negotiated between Black Gold and

Morgan moved, Knackstedt seconded, the Ord. amending Ord. #11 (water and Sewer in
divisions) be tabled. Motion passed.

The Clerk was instructed to write Mr. Bell and Mr. Keenan, Div. of Lands re withdrawal
in Sec. 33 and Sec. 35.
Discussion of the dock agreement between Mayor Dye and the City was tabled for two weeks.
Council instructed the Clerk to notify Mrs. Lenore Jones her services on the Planning
Commission were welcome if she was content to serve as a non -voting member as the
Commission already has its quota of seven members and addition of another official
member would necessitate changing the ordinance.
Mr. McCann reported on his trip to Anchorage to talk with ARA officials, Jerry Kempton,
and Gene Roguska of FAA and Div. of Aviation respectively. It was his opinion that
Kenrki would get the water and sewers if the extra money is appropriated in Congress.
Mayor Dye said it was necessary someone be in Juneau when the Finance Committee meets.
Meeting adjourned at 11:20 p.m.
