DON'T FORGET MEETING U, ITH CHET CONE 7:30 MONDAY RE SALES TAX i KENAI CITY COUNCIL NEETINC- MINIINS 6 ' ARCH 1903 ,Mayor Dye called the meeting to order at 8:15 p.m. and roll call showed all members present but Mr. Lofstedt and Ar. Sins. Mr. James Hollingsworth addressed Council and announced lie had inspected some surplus equipment; he recommended we apply for the grader at Soldotna and three dump trucks at Palmer. Council approved the recommendation. Mr. Hollingsworth wished permission to in- spect the D-4 w/loader at Talkeetna; the Clerk was instructed to try to get some infor- mation -re the equipment and if it seemed worthwhile, Mr. Hollingsworth will make the trip. Ed llollier, President of the Kenai School Board presented Mr. Manley, architect for the new high school, who displayed the new and final designs for the school. Invitations to bid will be published 8 March 1963 with bid openings to he 17 April 1963. The Council and audience inspected the plans for half hour or so; the square footage is down to 48.000 and the cost will be between one million and one million, fifty thousand dollars. Shop equipment, furniture, access road, parking, sidewalks, etc. are not included in this cost. %fr. Knackstedt moved, McCann seconded, to accept the school plans as presented by !sir. Manley. 1.1otion passed. ,Mr. Potter, School Supt. mentioned the next step was to apply for the $22,000.00 planning money. Mr. Killen approached Council with a request to build, construct, maintain and operate a public water system on Mommsen #1 and 92 Additions, and permission to use the City's rights -of -way. Mr. McCann moved, Horgan seconded, the City grant right-of-way easements to Morris Killen on Mommsen 81 and #2 Additions for a public water system constructed according to the Alaska State Code. Motion passed. Mr. Killen also offered to donate a percel of land 300' x 500' to the City for a Civic Center plus 100' x 300' for a Afasonic Lodge. There would be a time limit for putting up the building. for. Killen was informed the City had no funds for such a project now, but inquired if he would consider construction of a Civil Defense shelter; funds for that are available, and the structure would furnish a good foundation for another bldg. in the future. No definite commitment was received from Mr. Killen on this point. Mayor Dye expressed the appreciation of the Council for the offer and informed him the Council's answer would be decided next week. The Clerk pointed out Ordinance S, Sec. 1 (y) re- quires any granting of land to be first approved by the Planning Commission. Mr. Odin Strandberg talked with the Council regarding the optional contract between the City and Consolidated Utilities, Lt Mr. pencer will be in Kenai about 18 of Ae March for consultatio so with co of =g,ndberMr. McCann moveo, Morgan seconded, the Attorney be instructed to extend the option to the and of March. (Letter from Gustafson, BLM, granting title to the City of Municipal Reserve in Block 14 and Lots 1 & 2, Block 19, Original Twnsite Survey; memo from Atty. w/list of Cities in Alaska receiving APW funds and urging the City to con- tinue to work for APW monies thru IGiFA; letter from Maj.-Gen. Carroll re National Guard Unit in Kenai. Clerk's report was given: request from Coveyou to appoint Victor Segura as second dog- catcher; urged Council to appoint a Chairman for the Street Commission so that group could start working again; requested Council to consider amending Ord. 15, Sec. 8, p.164, to increase impounding fee to $5.00 so the City could at least break even on all dogs picked up; (the City has lost $71.00 at the present rate since December.) signalled rn S.O.S. to Council requesting they urge Evaluation Board members to attend the sessions as evaluation notices must be mailed the first week in April. A Mr. Kobt. Matsen of Airports Division, FAA and Mr. R. L. Thiel of State Div. of Aviation met with Carl Seaman and Stan Thompson, Airport Commission in Clerk's office 3 :larch. Mr. Matsen said there are two ways to go about getting the airport land: 1. thru GSA, Sec. 13, Surplus Property Act, 2. th ru Federal Airport Act, Sec. lb. Homer airport was acquired by the State by method #2, and the Juneau Airport by method #1; #1 would apply more to Kenai than v2. Mr. Matsen said the City might sell land not used for airport purposes before clear title was turned over; also there was a possibility the City might acquire the gravel permit now used by the FAA as there would be no need in FAA having it if the City takes over mtce. of the roads. Mr. Hansen also said the City doesn't have to have title to participate in Fed. aid; all that's needed is letter of commitment from BLM to FAA and the Fed. monies will be avail- able for construction. fie and Mr. Thiel were in Kenai to inspect the airstrip and said there were bad frost heaves in the middle of the run -way. Mr. Seaman and Mr. Thompson agreed the thing to do was to call Mr. Strandberg --however, later they talked with the Mayor and Atty. and decided Mr. Thompson would call Rep. Tillion. Atty. was absent so no report. Council reviewed Dr. Chas. Spencer's questionairre and Mr. Knackstedt moved, McCann seconded, all answers on Spencer's Code questions be 'yes'. Motion passed. Mr. McCann moved, Knackstedt seconded, the ordinance re water and sewers in subdivisions be removed from the table. Motion passed. Mr. McCann presented Ord. #44 for first read- ing and moved its adoption. Motion was seconded, open for discussion by Council and the public, and was passed. Mr. Morgan moved, McCann seconded, Trans -Alaska Tel. Co. be granted permission to hook- up with Homer Electric Association for standby power. Motion passed. Mr. McCann moved, Swires seconded the City of Kenai make application for the land used as a cemetery. Motion passed. Mr. McCann moved, Swires seconded, the ord. re National Electric Code be removed from the table. Passed. Council expressed dissatisfaction with the proposed ordinance as it would prohibit a man from wiring his rental houses, even though he might be a licensed electrician in another State --it also required the services of an inspector and was too detailed in general. Mr. Knackstedt moved, Swires seconded, the Atty. be instructed to draft a simple ordinance adopting the National Electric Code. Motion passed. ** Mr. Morgan moved, Knackstedt seconded, the City contact the Receiver for Kenai Power i Corp. notifying him the City ret-- stc a new, efficient manager be appointed for Kenai Power. Motion passed. :E Mr. Knackstedt moved, Morgan seconded, that yr. Chet Cone pay the tax on his coin- { operated machines. Motion passed. f Mr. Morgan moved, Swires seconded, Victor Segura be appointed as second dog catcher. i Motion passed. '* Clerk will assemble list of people who have applied for power and not received service; also will insert ad in the paper to get same information re applicants; letter to Mc- Allister will point out Jim Goff's troubles and that the creditors are not being paid. Council minutes 3/0/63 Page three Mr. Stan Thompson arrived and stated he had just talked with Rep. Tillion in Juneau. Said our chances of petting the $400,000.00 appropriation for the Airport for this year did not look good; that the only chance was to get it inserted directly in the budget; that perhaps part of the money could be had this year and part next, or that might have to wait until next year for all of it. ktr. Morgan moved, Swires seconded, the Juneau trip for the Mayor and another Councilman be authorized. Motion passed. Clerk was instructed to write Maj-Gen. Carroll informing him of the City's attitude re the Nationa Guard Unit and that the City had offered a tract of land for a head- quarters site. The City will await developments on NB 90 (Borough Bill); 118 14 was to get the City's support.
