Mayor Dye gave a short report on nis trip to Juneau with \fr. Seaman and Mr. AcCann rc-
garding the Kenai Airport. FAA money is available and Title Insurance thinks a contract
can be had which would give clear title to purchasers of land not used for airport purposes.
Chances for appropriation of the S40U,000 look good.
Meeting was called to order and roll call showed all members present but Messrs. McCann and
Sims.
Mr. Dave Boyer presented plans to Council wherein ne re -applied for a cocktail liquor
dispensary license. ,fe says his place of business is outside the 200' required by law
from the school ground, and presented an affidavit based on the urojected population fig-
ures in the Gneral Plan showing the present population to be 1,976. Mr. Boyer also
requested something be done to get the Corps of Engineers to come up with some plan to
prevent further erosion of the bank along the Kenai River and the Inlet in the vicinity
of the Original Town site. Mr. Galliett testified that Mr. Boyer has lost 76' of ground
in the past two years.
Mr. Galliett thanked Council for the efforts expended in requesting payment from H1IFA
for planning and design. He said he had a few tasks yet to finish: Clearing outfall
plan with Fish and Wildlife; review designs with Itighway Dept. engineers -they are plan-
ning to lower the highway in places and the water mains will have to be lowered also;
needs to get well site use permits from FAA, etc. If the City is allotted APW monies,
Mr. Galliett estimates the remainder of his work can be done in a month. !le will
present a bill to the City for partial payment, but says to wait until the money is
received from HHFA before paying him.
Minutes of the last meeting were approved.
Correspondence was read.
Clerk reported application blanks for Kenai Power service are now available; Mr. Hartleib
had reassured the City all funds deposited with First Federal Savings 5 Loan in Kenai
remain in Kenai.
The Attorney reported many letters had gone back and forth between the City, Title Ins.
and Rep. Strandnerg re the Airport lands plus phone calls, etc.; re water and sewer, he
had word from a Mrs. Akin, Legislative Liaison Officer with the Dept. of HEX in Washington,
that Kenai had a fair priority for API1 funds after the next appropriation is made by
Congress. She requested the Alaska Congressional delegation write her and give her all the
information they could re Kenai's Water and Sewer; Mr. Fisher said the City would soon
have decisions to make re the school bonds: type? when due? redemption feature? tax
levy? portion of property tax allotted? etc. He presented a draft letter thanking Juneau
Legislators for time given to the Mayor, Seaman and McCann; suggested the Planning Com-
nission review the water and sewer plans and make recommendations to the Council. Mr.
Galliett offered to meet with Plan. Comm. anytime they designate. Presented a map showing
"Figure 8" Highway on the Kenai Peninsula and announced the Chamber of Commerce had approved
the general plan of the highway, but realized changes would have to be made by the engineers.
The Atty. urged that extensions North be pushed. +Ir. Morgan questioned the Atty. re SB 91.
Some discussion was held re the Borough Bill. The Atty. requested instruction re a now
ordinance for water and sewer in subdivisions. Council wishes the mains to be A to ten
feet deep. Mr. Galliett will check on design of water ll in Mommson Addition No.

Mr. Jack Thompson presented a plat from Al Lec snowing street riglit-of-way lie wished to
donate to the City in exchange for ground in the A.:i. conier of Lot 3, 31ock 17, Original.
Council recommended Mr. Lee be asked the selling price of his present holdings in the
event the City could buy it, and also to inquire if lie would consider exchanging the R.O.I;.
for land on the north portion of the same lot and fronting on Peninsula Ave. instead of
!Main St. This way the City could make a SU' road on Alain St. instead of 401.
%fr. Kuchta, reporting on the dog pound, recommended the building should be secured, kept
clean, and the poison should be secured - lie will check the premises again next week; tie
also recommended people in Kenai snould up -date their shots for typhoid, etc., that Spring
is the time of year to campaign for health measures, for wells to be tested, etc.
Mayor Dye recommended the City delay any action re the trailer in Bush Lanes parking lot.
Mr. Swires moved, Lofstedt seconded, subject of 701 grant from ASHA be tabled. Passed.
Mr. %brgan presented Ord. #45, adopting the National Electrical Code and Moved it be
accepted for first reading.as read. %fr. Swires seconded and the motion passed.
I�fr. Morgan moved, Knackstedt seconded, the City contact the Corps of Engineers re the
soil erosion on the bank of the Kenai River in relation to the Rivers $ Harbors Act.
Motion passed.
Mr. Morgan moved, Swires seconded, the City make application FAA for use permit for well
sites. Motion passed.
Board,of Equalization Meeting was set for Wednesday 15 May 1963 at 8:00 p.m.
Air. Morgan moved, Swires seconded, the City re -apply and agree to stipulations in accord-
ance with BLM recommendations in letter re Anchorage 057154. motion passed.

Mr. Morgan moved, Knackstedt seconded, the City write the Corps of Engineers explaining ,
the City cannot possibly undertake dock construction and ask that the paragraph requiring
dock construction be deleted entirely or at least revide d to a construction time as
"based on traffic". Motion passed.
Mr. Morgan moved, Swires seconded, a hearing be held on Council meeting night re the
application for a hotel -motel liquor license for Kenai Hotel. notion passed.[The hearing
is scheduled and advertised for 3 April 8:00 p.m.]
Mr. Morgan moved, Swires seconded, the school board be contacted and if no alternate bid
exists for City -type well, they contact Manley 5 Mayer and request an addendum. Passed.
Mayor Dye suggests the City keep in mind the possibility of use of ARA grants and loans in
the even AP►9 monies are not available. lie also suggested the Senate Res. re APW grants
for Kenai, Dillingham and Nome be passed on the Sen. Bartlett.
At the request of Mr. Knackstedt, the Clerk was instructed not to participate in Board of
Evaluation meetings.
Mr. Morgan moved, Swires seconded, the Council request the Chamber of Commerce to recon-
sider the route of the "Figure 8" Highway so as to include a Kenai River Bridge and to
avoid Chickaloon flats. Motion passed.
