Don Meyer - Bond Broker NEW BUSINESS: .=4k KENAI CITY COUNCIL MINUTES 24 APRIL 1963 While waiting for a quorum, k1r. Waldo Coyle addressed Council regarding a program under Sec. 206, Public Law 86-645 for Flood Plain Informational Studies. Honey has been appropriated for this work which includes determination of location of drainage ditches, canals, planning for roads, homes, businesses, industry; preventive measures for future flood control, etc. The City will request a representative from the Corps of Engineers to talk with Council re this. Mr. Al Lee conferred with Council regarding exchange of property in B1. 17, Original Twnsit Roll call at 9:00 p.m. showed all members present but Mr. Lofstedt and Mr. Swires. Minutes of the last meeting were approved. Correspondence was read.(Self-inspection, City 3ldgs.; Alaska Te1.Co., improving service.) Attorney's report: brought up question of sale of City -owned property with evaluation in excess of $5,000.00 This will be considered next week. Clerk reported City monthly meeting to be held Thurs. 25 April, 7:00 p.m., Western Corral; Local Assessors meeting Juneau, Fri. & Sat, 26, 27 April --Pat A1cKee asks City to help on expenses. Mr. Morgan moved, McCann seconded, the City offer to pay $55.00 on 4-.Kee's fare to Juneau for local assessors meeting re State Assessors Manual. Motion passed. Mr. Morgan moved, Knackstedt seconded, Ord. #44 be tabled. Motion passed. The Council and School Board consulted in open meeting with Mr. Donald Meyer of Marshall f, Meyer, Bond brokers and financial consultants re $1,200.000.00 bond issue for the new High School. Mr. Mayers's proposal to buy the City's bonds at 4 112% payable in 20 years is included in these minutes. Mayor Dye was of the opinion the City should place the bonds on open market in the hope of getting a lower percentage of interest, but Council and the majority of the School Board felt this would take too much time and delay construction too late in the season. Mayor Dye pointed out a difference of 1/4 of 1% could mean a saving of 40 to 50 thousand dollars in a twenty year period. t. However, sale on the open market might result in offers at a higher rate of interest. Mr; Manley said first maturity will be 2 years from date of issue; 1st 6 months interest will be $27,000.00. Mr. Knackstedt moved, Sims seconded, the City accept the proposal as submitted by Mr. Meyer for Marshall £, Mayer. Roll call vote: Affirmative-Knackstedt, Mccann;;Morgan, Sims; Negative - none. Motion passed. IN, After some discussion re bid of Lease Co., Inc. on construction of the High School, Mr. Morgan moved, Sims seconded, the City accept the bid of Lease Co., Inc. on the basic bid only. Motion passed unanimously. This reduces the amount to $1,047,220.00, Consideration of the bid on Alternate "A" will be taken up at a later date. Hoomm and Mre Rules will expect to come to Kenai on a field inspection trip to look at the airport and meat with the oomoUtoo and/or Council. Mr. Downing has requosted that the City of Renal go on record as being willing to ass=e operational and msiatenance responsibilty for this airport once the capital improvements have boon made.
