HomeMy WebLinkAbout1963-05-01 Council MinutesKEN,kl CITY COUNCIL 1,1IYUrES 1 '•IAV 1963 Mayor Dye called the meeting to order to 3:00 p.m. (after an hours session with Mr. Gene Roguska concerning airport) and roll call snowed all members present 'out Mr. Lofstedt. Mr. Roy Jenkins, District Engineer -Dept. of ilwys., addressed Council with plans for projects in the Kenai area during the 1963-64 construction season. The main purpose of his visit is to avoid the necessity of a public hearing for Project Wildwood North; a public hearing would delay action for two to three months. Mr. Jenkins announced if the City still desires a public hearing after his explanation of the projects, then such request will be granted. Wildwood North entails paving a 40' strip from the end of the paving at Wildwood with high standard bituminous material to the Refinery, a distance of 13 miles. Additional paving will extend to Daniels Lake, but this paving will be slightly lower standard than that to the Refinery. The first portion of paving will be the highest standard road in the State and is meant to carry full -capacity loads, even during break-up. Rights -of -way must be secured from 200 land owners lying east of the present highway. with luck, the Dept. con- templates letting the contract bid in November or December. An extension of the gravelled road from Bishop Creek to cross, (and bridge) Swanson River is also planned, with bids to be let about the same time as the Wildwood North project. The City's principal concern is its obligation to assume the State's share of the cost for the portion being built in the City limits, a distance of .97 miles, and amounting to approx- imately $10,000.00. This is a requirement presently embodied in the Administrative Code, and is being protested by various Cities and the Alaska Municipal League. Mr. Jenkins is of the opinion this requirement will be revised; the City will write various sources to urge deletion of this obligation. Mr. Jenkins said a revision of drainage on the Kenai Spur is contained in the 5-Year Plan, and some preliminary work has been done already. A very rou?h estimate of the proposed Kenai River Bridge connecting Beaver Loop and Kalifonsky Loop is $2,645,000.00. The City Council thanked Mr. Jenkins for appearing and announced withdrawal of its request for a hearing on Project Wildwood North. James Hollingsworth inquired of Council regarding repair of the Cat Grader. fie will get estimates from local garages who can handle the work. I �i Mayor Dye requested Council to decide as to the type of water well on the new school and whether or not a temporary or permanent p6wer line should be furnished. lie also explained the landscaping project. Minutes from the last meeting were approved. j Correspondence was read. (� The Clerk was instructed to write Mr. McAllister requesting action regarding Mr. %blvaney's complaint of low voltage, as the answer to last week's letter was not satisfactory. k' The Attorney reported a hearing re CUL and KPC was held last Friday. that Matanuska Valley Bank and Snider were admitted as intervenors, the SBA loan possibility is out, the City has the only offer for the Corp. and the Judge says there is nothing to be gained by continued receivership, that the City's offer should be accepted or another one sought. The Atty. also reported letters had ueen written to the Congressional Delegation re water and sewer, etc.; that exchange of the Lee property is considered to be under the $5,000.00 limitation and would not be illegal if the City wishes to negotiate. J CITY COUNCIL MINUTES SIX /63 Page two Clerk reported $24.000.00 had been received from Marshall 6 Meyer for the final payment on planning funds y Payment IF bonds; P Y p g (water and sewer) had been received from I�LFA in the amount of 29,368.10 and Mr. Galliett, Jr. would receive his portion this week additional had been paid to the school, leaving a balance payable to them of $4U458.89 unless thhey revise the figure; that the Library Board had formally renounced all intention of building on a portion of Lot3, Block 17, Original, but wished to request favorable consid- eration if and when they might apply to extend the present City Administration Building on the North side; that Mr. Eugene Trussell had applied for power on the Beaver Loop Road. Council approved suggestion to allow ILEA to service Mr. Trussell as there is no early plan to get Kenai Power on Beaver Loop Road. Mr. Morgan moved, Knackstedt seconded, the City pay Showalter and Starkey $30.00 each for time spent in helping deliver the surplus dump trucks from Palmer to Kenai. Motion passed. Clerk was instructed to write regarding retention of Channel 8 TV at Wildwood if the Army concurs. [Clerk later conferred with Major Allen, Commanding Officer, and he preferred letters NOT be written.] Clerk will write Mr. Boyer regarding drainage ditches and the contemplated Flood Control Studies. Letters are to be written from all Agencies re API4 monies. Mr. Morgan moved, Knackstedt seconded, the City notify Mr. Lee we cannot at the present time exchange City property for his lot. Motion passed. Mr. Sims moved, Swires seconded, the City buy cushioned chairs for Councilmen. Motion passed. Mr. Knackstedt moved, Sims seconded, Lease Co., Inc. be awarded the contract on Alternate "A". Motion passed with Mr. Morgan dissenting. Mr. Morgan moved, Sims seconded, the City make application for 3 phase power with adequate voltage for permanent lines to the new High School. notion passed. Clerk is to write a letter from Council requesting a bid on landscaping as per specifications.
