JMr. Matsen of FAA was in the office asking for "City man" to help
with the survey of Airport land. I said we had no one available.
He informed me FAA would foot the bill, so I contacted John Coveyou,
and he worked for them Tues. thru Fri. - 32 hrs. THEN Friday Mr.
Matson comes in the office and says FAA will pay 5/8 the of the
cost and would need Coveyou two or three weeks more. I cancelled
all arrangements to use Coveyou as we have no money budgeted for
this; told Mr. Idatsen Council would have to act. As it stands now
the City's share for the 32 hours is $24.00. If Council wants Coveyou
to work May 9 to 24, the City's share will be $72.00 more.
Since Dr. Spencer is working on Codification of Ordinances, should not
t� the Council do something about adopting the State's Traffic Rules &
Y Regulations in place of our Ordinance N4????

KENAI CITY COUNCIL. MINUTES
R MAY 1963
Council met at 7:00 p.m. in Study Session re Kenai Airport with the following:
Fred Woodlock, Regional Atty., FA.'; Don Wilcox, Airports Division, FAA; Ralph Klokevold,
Deputy Chief, Airports Division, rAA; Ed Fisher, Chief, Maintenance Division, FAA;
Larry Lawton, FAA; Norman Scnwalb, .Acting Director, Division of Aviation (State);
Larry Johnson, Executive Ass't., Div. of Aviation (State); and Gene Roguska, former
Director, State Division of Aviation.
Meeting was called to order at 9:20 p.m. by Mayor Dye. Roll call showed all members present
With consent of Council Order of Business was suspended to consider Kenai Airport.
Mr. Morgan moved, Knackstedt seconded, Gene Roguszka be retained and the contract agree-
ment be signed. Motion passed.
Mr. Morgan presented Resolution Nos. 63-1A and 63-15 re Airport. Mr. Morgan moved,
Swires seconded, to accept Res. Nos. 63-14 and 63-15 as presently set forth with cor-
rections. After request for public discussion the motion was passed. Copies of the
signed Resolutions are to be mailed to the interested parties Thursday. Applications
for funds were signed and delivered at this time.
Mr. Dick Williams and Carl Ahlst rom requested an approval from Council to proceed with
Final Plat for Black Gold Estates Subdivision with the stipulation that the Final Plat
contain a provision that no lots will be sold in Blocks 1, 7 or 8 which border on the
Military Road, until the Army gives access to the individual lots or until the Plat is
revised to give a 40' access road from inside the subdivision to said lots. Council
agreed to this arrangement.
Don Bailey, Union Oil Agent, questioned Council regarding removal of buildings at
Airport from the West to East side of the strip. He is contemplating purchase of the
holdings of Aviation Services, but wants to avoid the expense of moving buried tanks, etc.
if possible. Council informed him land use of Airport is under the authority of FAA,
but the City will have some jurisdiction; however, it is impossible to say now what
that land use will be.
Roger Meeks requested 3 to 4 loads of gravel in a 30' bad spot in the road by his
house and place of business. tie doesn't want the grader on it; will spread the gravel
with hand shovel. Sims moved, Morgan seconded, the City fix peninsula Ave. with
gravel. Motion passed.
Stan Thompson reported on status of isomer-Ninilchik Petition. Clerk had received phone
call from icon Cease, Director of Local Affairs Agency, Juneau, and had unofficial word
the petition will be rejected. Mr. Cease said it would be announced next week. lie
suggested the petition for Kenai Recording District Borough would most likely receive
the same negative response. Council seemed of the opinion to proceed with securing
signatures; that an appeal to the Superior Court would uphold the City in its en-
deavor, providing a sufficient number of signatures are obtained for the petition.
Council felt reasons should be given for rejection of a petition: it was pointed oiit
if the Kenai Recording District cannot support a Borough, the obvious correlary is that
Election Districts 9 and 10 certainly could not.
Minutes of the last meeting were approved.
Correspondence was read: Mr. Morin notified Council of discontinuance of dog pound
services at the termination of his contract 1 January, 1964. fie suggested Mr. Coveyou
might be interested. Clerk will make available dog pound contract to \Ir. Coveyou for
i his perusal.

Attorney was not present for a report, but Clerk presented contract, okayed by him,
between Lease Co., Inc. and the City for construction of Kenai Central cligh School.
Clerk reported: ro date, the City has paid $41,228.00 on school budget; the school
will be getting about $15,000.00 soon, which is the 5% of the 1961-62 budget held out
until final audits. Jimmie had said a culvert was needed on First Ave--18" costs
$85.75 --15" costs $75.95; a cannery tender of Pacific American Fisheries had been
using the City Dock to unload supplies; reminded Council of dinner for Legislators
at Rive rhouse, Sat., 11 May, 7:00 p.m.; Council would be canvassing ballots at next
week's meeting; required instructions as to paying John Coveyou 3/8's of wage while
working with FAA Surveyors; FAA had reported some phases of the work that could not
be finished unless two men were allotted to assist them.
Mr. Sims moved, Morgan seconded, the City employ Mr. Coveyou to do the work with FAA
Surveyors. Motion passed.
Mr. Morgan moved, Knackstedt seconded, the Mayor be authorized to employ additional
isan and get a chain saw if needed. lotion passed.
Clerk was instructed to pay Mr. Coveyou for work done prior to this meeting.
Clerk was also instructed to get a news item in the paper regarding hazardous conditions
existing on the bluff (from sloughing, cave-ins, etc.) and to suggest parents caution
their children against playing there or going up and down the bank other than on the
road.
Mayor Dye presented an agreement between the City and Kenai Power Corp. wherein the
City applies for power for the new school and agrees to a payment in advance of two to
three thousand dollars; this sum will be returned be deducting 10 to 25% of the
power bill each month. Council will check with Architects and McAllister re 500 KVA
transformer, heavy wiring, approach route to school, etc. before completing the contract.
Mayor Dye suggested it might be possible to put Airport grant monies to work bearing
interest; this would enable the construction project to be increased somewhat, perhaps.
Mr. Tum Suden cannot handle the work of repairing the City grader ( acquired from State
surplus). Mr. Harold Jackson will be contacted for a firmer commitment.
Mr. Frank Rowley submitted a voltage meter tape from Byron Mulvaney's residence. This
meter recorded voltage from 4:00 p.m. Monday, 6 May to 12 noon Wed., 8 May.
Meeting adjourned 11:00 p.m.
