The voltage meter record of %tulvaney's residence showed low voltage, was
anything further done about it?
S. Glenn Kipp has expressed interest in serving on Airport Commission - Should
he be appointed??
6. City has $2500.00 in Civil Defense Fund --should this ue transferred to
First Federal Savings 4 Loan Trust Fund? It is not getting interest as
a checking account. I I % .
7. Garbage Contract was due for renewal 15 May. Is the City going to renew
with Cronce?
v8!' Foreclosure List is ready. First step is to publish notice that such
record exists and is available for inspection. After 30 days? 45 days?
list is submitted to Judge and published in paper. See Ord, 8, page 100.
UNFINISHED BUSINESS:
Agreement with Kenai Power for hook-up to New di School
/Adopting Alaska Traffic Rules & Regulations in place of Ord. 4. If this is
v to be done, it should be soon, as Dr. Spencer is working on Codification of
Kenai Ordinances.
Ordinance N44 - Depth of Water.mains for public water :.upply.
NEW BUSINESS:
Budget for 1963-64. Should be worked out soon as tax levy must be set so
tax bills can be typed and mailed. Also serious thought should be given to
changing due date for property taxes for next year. Assessments are made for
one year, but no collections are made until the following fiscal year. This
makes a confusing report; i.e. on application for funds the question is
asked: "Amount of tax due, 1963? " $38,000O.00 "Amount collected?" None.
Accountant says 1st half payment should be made 15 June at the latest, so
part of that year's assessment will be in the same fiscal year --he suggests
second payment should be 15 August. most people have money by then; December
is too late --Seasonal workers have money spent by then, and some have gone

Joe Kuchta addressed Council witn a report on cater system in 'iomfnsen additions 1 and 2.

according the the State Dept. of 11ealtn specifications; he reports it looks Food and is
coming along nicely. 2.11r. Kuchta had met with the Kenai 'Icalth council and stated they
are trying to complete a workable medical self-help program and a Walking Blood Bank by
September. lie suggested the City express thanks to the dealth Council for the services
randered. 3. Ar. Kuchta had been informed land was being made available to Civil Defense
and Wildwood Station is donating two quonsets which are to be placed on this ground. The
Emergency hospital can be stored in these two buildings. -1. In answer to inquiries,
Bess -pool dumping can be accomplished by Cook Bros. at the City Dock in Kenai and at Kal-
ifonsky Beach during hi -tide just before the obb. S. :ie suggests the City contact Adj.-
Gen. Carroll for assistance from professional recruiters to organize and Air National
Buard in Kenai. lie says $5,000,000.- is being spent in Alaska on Air Guard, but more
is available and Kenai is eligible for a unit. The Clerk was instructed to contact
Sgt. Best asking what were the results of the survey made and if there has been any further
action re Army Guard Unit here. 6. Mr. Kuchta will propose an ordinance requiring food
handlers to get a permit from the City. 7. lie agreed to manage the Clean-up campaign
in two weeks as he will be in Nebraska this coming week.
Minutes of the last meeting were corrected and approved.
Correspondence was read. Clerk was instructed to write Congressional Delegation re act
"Payments to Local Governments Act of 1961".
Atty. Fisher reported on latest developments re Kenai Power. Tile Council agreed to defer
action and await decision of the Court.
:Mayor Dye reported on meeting with Mr. Donald Meyer; the City Charter limits bonded in-
debtedness to 20% of property evaluation, which amounts to $5,587,598.- or $1,115,000.-
in bonds. We will sell that amount for 1963, and when 19b4 evaluations are made it will
be possible to finish selling bonds allowed by the election.
Mayor Dye also reported on a meeting with Gene Roguszka and FAA; the land will be trans-
ferred in one block thru GSA ---FAA will be given free -use of areas necessary to its oper-
ations, etc. FAA wants to maintain their own roads, residential area, etc. and will keep
the D-7 Cat; the City will maintain the strip, parking area and approach to the terminal,
!� etc. Mr. Roguszka will meet next Wednesday with Council, Planning Commission and the
.� Airport Commission.
' Clerk reported: 5 acres of land was to be made available to the City for Civil Defense
in Sec. 36, T61q, R12W in the form of a 35 yr. lease @ $40.- a yr.; Council should elect a
Vice Mayor as the Charter required it; requested report of complaints re police service --
will inform Troopers the window and door glass has been damaged by "hot-rodder5" using
Peninsula Builders parking area as turn -around; Jim Doyle had requested power from HEA
---.` as Kenai Power cannot be made available before 1 July; requested instruction on distri-
bution of Ord. 046 pertaining to the school bond; Ken Jordan had called and the School
Board is negotiating with Odin Strandberg re inspector for the new school construction --
Council should know his proposal by next week.
Bids for fuel oil deliveries were announced to Council as follows: Union Oil-234per gal.,
Doyle Fuel .215 per gal, Standard Oil-21¢ per gal. 'Mr. :Morgan moved, Knackstedt seconded,
the City accept the low bid. ~lotion passed.

Clerk was instructed to write McAllister re power to Stetzer; also re low voltage as
recorded on voltage meter wnile installed at Byron Mulvaney's residence.
Clerk announced a Foreclosure list was now completed for delinquent property taxes for
the years 1961 and 1962. Ordinance 8 provides notice of completions of list be pub-
lished and that the list be made available for public inspection for at least 30 days,
after which time the List will be presented to Superior Court for judgment and order of
sale. Knackstedt moved, Lofstedt seconded, the notice of completion of Foreclosure List
be published. Motion passed.
Mr. Morgan presented Ord. #44 pertaining to public water system installation. Morgan
moved, McCann seconded, to accept Ord. #44 on first reading. Motion passed.
Clark was instructed to request the Atty. to draft an Ordinance adopting the State
Traffic Rules and Regulations and to include existing Ord. amending Ord. 4 which will be
repealed.
Clerk was asked to request Jimmie to straighten out the "jog" in the Coveyou-Stetzer road.
Clerk was also asked to inquire as to ownership of the swamp lands back of Ed Hollier's.
