Letter from Div. of Lands says the City is obliged to pay the $25.00 tide-
lands lease --there's an agreement signed between Div. of Lands and Gunnison
stipulating this.
New School Board Officers: President - Ken Jordan, Treas.- Clarice Kipp,
Clerk -Airs. Allan Petersen. The Board is seeking oil contract from 4 companies.

Meeting was called to order at 8:00 zi.m. by 'tayor Dyc. Roll call shored all members
present but 'tr. '4c(ann .
Ar. George Navarre requested on extension of the twenty day period allowing a 3s discount
for prompt filing of the sales tax return. Ord. #2, with Rules F, Regulations provides a
3% discount if filed within twenty days after the end of the quarterly period; if filing
is over a month due after tiie end of the quarter, there is a 5% nenalty for each month or
portion of month overdue. Mr. Sims moved, Knackstedt seconded, the rule be changed that
30 days instead of 20 days be considered prom,>t filinr in Sales Tax Ord. #2. Roll call
vote: Affirmative-Knackstedt, Sims, Swires; yegative-1.ofstedt, Horgan. Motion passed.
Clerk was instructed to get an article in the paper announcing this change and to mimeo-
graph forms to send to persons making sales tax returns.
Mr. Joe Kuchta discussed the past Clean-up campaign: Considering the time spent, he con-
sidered it a success; from the viewpoint of participation, it was a failure. 'to suggested
the City adopt an Ordinance similar to the Kodiak Ord. re refuse, debris, food handling, etc.
Mr. Kuchta will confer with the Atty. about drafting, such an ordinance.
Trooper Robertson, in answer to a request from Council, reported on Traffic Ordinance #4
as opposed to the State Rules and Regulations for Motor Vehicles. fie and Trooper English
prefer working with the City Ordinance as it is more specific in defining violations and
makes it easier to enforce the laws. Ile suggested a Code of the Ord. would be helpful --
Clerk will contact Dr. Spencer about getting such a Code. Mr. Robertson also pointed out
a discrepancy between the Ord. and State law re flashing lights on school busses. It
should be a red light instead of amber. ro
Minutes of the last meeting were approved.
Correspondence was read. Letters from Gruening, Rivers and Bartlett with copies of the
two (louse Bills relating to payment by the Govn't. in lieu of taxes; letter from Manley
re selection of Odin Strandberg as inspector for new H.S. construction; letter of resigna-
tion from James Hollingsworth as Street Mtce. man.
Attorney Fisher reported a hearing will be hold Friday 21 June re application for fees of
the Receiver of KPC and inquired whether or not he should go --Council agreed he should
attend. Inquired as to status of the Black Cold Estates Subdivision --no escrow account
has been established in the Alaska State Bank --minutes of 23 Jan. and 6 Feb. were referred
to. Clerk was instructed to inform the Planning Commission of minutes references. Atty.
reported on status of court case with Kenai Packers --the Master is reviewinf the records.
Clerk asked if the Sales Tax Ord. was to be reviewed as per insturctions issued by Council
in April. Reported $84.10 had been spent on Clean-up with bill from Rig Cafe and Cheechako
yet to be reed. Announced meeting for Kenai Days Planning, Monday 8:00 p.m. in library.
The Zoning Ord. Comm. has arranged for copies to be printed for submission to Council.
Reported thore are six building permits pending and three of the people had called at the
office re approval from the Planning Commission as they wished to start construction if
plans were okay. Some property tax has been collected as a result of the Notice of Fore-
closure list. [$126.601
Mr. Morgan moved, Knackstedt seconded, Homer Swires' nomination for Vice -Mayor and that
nominations be closed. Motion passed.
Mr. Sims moved, Knackstedt seconded, Mr. Ullingsworth's resignation be accepted with
regret and that he be granted two week's vacation with pay. Motion passed.

ldr. Morgan moved, Sims seconded, John Coveyou be !sired affective 1 July 1963 as replace-
ment for Jimmie, and tnat he be cntitlad to tro vacation at the end of the year.
Passed unanimously.
With consent of Council Jim Clinton will be appointed as a neraber of the ,Airport Corwission.
dr. Sias presented Resolution 63-16 levying a 15.6 mill tax on real rroperty. (4 mills
to be applied to the General Fund; 11.6 rills to the school.) '4r. rims 'roved, Morpan
seconded, that Res. #63-16 be adopted. Passed unaaimously.
Ord. establishing an Airport Commission was tabled.

P;S; Should the budget be formally adopted: It no longer balances, due to addition
of $5,500.- for Civil Defense. also, we didn't allow enough for Reserve for Bridge --
forgot it will be more due to increase in levy. We are $5,061.- short and have not
allowed for Contingency Fund. See enclosed Budget
