Inlet Park (11enin. Development Corp.) ilas only drafting and staking
to be done.
Harold also wants to know if it will help on our Water and Sewer
Applications if he wrote the Congressional Delepation????
Iti'hat is the status of the property maps??
Jim Goff tells me the following people have been given permission
to hook up to IiEA (by McAllister) : David Ifilliams--by Evenson's
new house; Becker --by Niel Cole; Colyer and Les Taylor on Dolchok's
homestead; Bobby Dean Anderson --by Geo. miller. Is it all right
for such permission to be given without Council's approval also???

Mayor Dye called the meeting* to order at 9:o0 ,).m. Roll call showed all members present ex-
cept %1r. Swires.
Present also were 'layor iiurton Carvcr and two Council members from Soldotna City Council.
Mr. Thorras Tice and Don t,i.lbur of Army Corps of Lnpineers addressed Council re Flood Plain
Information Study, which can be made for the Kenai -Soldotna area alonz the Kenai River cov-
ering 1 112 to 2 riles either side of the River. This study can be made at no cost to either
City and will be accomplished through aerial photography mostly. It will include soil -erosion
study along the bank of the River with special consideration viven to the bluff in town. It
can include all the area of the City Limits. '.laps and data will enable the City to zone
properly, thus avoiding costly construction in the future to over come problems of flooding,
swampy Around, etc. Application should be made through Phil •loldsworth, Commissioner of The
Dept. of Natural Resources. The only obligations incurred by the City are: 1. The infor-
mation furnished must be publicized and made available to the public. 2. The City shall fur-
nish any data pertaining to the factors involved for the Engineers. 3. Markers and monuments
established must be preserved and ;maintained. If application is submitted now, aerial photo-
graphy could take place in the Spring. •lpplication can be made jointly with Soldotna
Ed iiollier and Ken Jordan inquired as to the possibility of booking up the school sewer with
the Smith -Little Sewer System. Clerk will try to get a map or design of the System. John
Coveyou worked on the installation and will aid in recalling all available data.
The School Board will pay inspection fee to Odin Strandberg and :.ill be reimbursed from the
bond money later on.

have road and parking area ready, etc. Ile estimates SS5,001.01 is necessary for moving in.
Mr. lion Wilbur reported on the status of the Small Boat harbor Project and the Removal of
Rocks from the mouth of the River: A draft of the report,made as a result of their visit
here in February and of the report submitted by the City, is ready for review by the Dist.
Enpr. From there it will go to Portland, Ore. and then to Washington. New regulations re-
wire the government agency involved to assume the cost of construction, but due to the
excessive hardship placed on the City, Mr. Wilbur is of the opinion a deviation from this
rule can be obtained. The sites originally considered for a Small Boat harbor were:
1. North of PAF--too expensive to construct and maintain. 2. Between the Army Dock and
Kenai Packers --too small and too susceptible to schoaling. 3. At the mouth of the River
behind the barrier beach --entrance channel would he too exposed. i. Mouth of the River
' and outside of the barrier beach --finally chosed. The Harbor will be 7 acres in area, have
` an "V' shaped breakwater with another breakwater forming a 50' entrance -way. Cost of the
project is estimated at $1,000,000.00. 'Mooring and berthing space is the responsibility of
the State. This should accomodato 200 boats with possibility of expansion to allow 300 to
` 350 boats. Tt will be so constructed as to have R' of water at all times.
i r The Corps of Engrs. is also authorized to construct recreation facilities; picnic grounds,
boat launching ramp, fireplaces, etc. using IUUo Federal Funds.
The Boulder removal project is being given a priority over the above two Plans. It should
cost about $200,000; will be acted on immediately if approved by Portland and the Chief
of F.ngrs. in Washington. It is a favorable project and will be on the way to Portland by
mid -July.

Boat Ilarbor.
Council discussed property m ps with sirs. Malone who appeared for Mr. Malone to answer
questions re Ois proposal to furnish the maps for S4100.00. Council stipulated the maps
will be needed by the first of the year. Knackstedt moved, Sims seconded, the City accept
Mr. Malone's proposal. 'lotion passed with 'Morgan dissenting.
Dick Williams presented Final Plat for Black Gold Estates Subdivision which has been approved
thy the Planning, Commission. Subdivision Fee has not been raid and escrow account has not
been deposited in the local bank as per agreement in 6 Feb. minutes --nor has an escrow
agreement been signed. !-Ir. Williams will bring copy of the contract between Black Gold and
Contractor putting in Streets for Black Gold Sub. to next Council meeting. There are 170
lots in the Subdivision. . .
Mr. Wakeland, appraiser for Wilcox and Assoc., working, on the r.o.►. for Wildwood North
Project pointed out the barrier required by tha Planning Commission would bar access to lots
unless a parking strip is wide enough to allow for traffic.
Atty. Fisher reported: At the hearing re Kenai Power he stressed the City's interest in hav-
ing the whole deal completed one was or another as soon as possible; Kenai Power will pay
the Franchise Tax. lie had mach one last contact with Mason & Bennett re drainage ditch --
Major Allen's letter signifies the Army has lost interest in the project. The Atty. has
heard reports the sales tax is being misconstrued as levying a tax on every fish caught --
suggests publicity to refute this. Suggests publishing re:guests for heavy equipment operators.
Recommends the bond money be used for school purposes only. Presented 2 ordinances for Council
Clerk re;iorted: City Cat was used to pull the poles for school power line into place --Cat
was stuck for about six hours, but Mteining's Cat pulled it out. den Obolla is typing the
tax bills and has them about half finished. Coveyou is getting Street signs put up --there
aren't anough signs, but will order more later. Billie S. McCurdy on Beaver Loop Rd. and
Dayne Marshall in Thompson Park Sub. both want to 'look -up to ILEA. Council okayed McCurdy,
but wants to check on distance between Kenai Power Lines and Thompson Sub. before approving
Marshall's request. Locker Const., Soldotna Const. and Smith & Little want to use the City
Dump for left -over construction material --Council says go ahead and use it and contribute
toward mtce. etc. if they feel so inclined. Soldotna inquired as to use of City Jail for
their prisoners --Council says okay for $5.00 per day plus guard hire and meals. Murrell
Bratcher's Linwood. Subdivision had been brought in for Council approval.
mr. McCann moved, `•Morgan seconded, Res. 63-17 he adopted, approving Linwood Sub. Passed.
E Mr. Morgan moved, Sims seconded, the City make application requesting a Flood Plain Control
Study in conjunction with Soldotna if they desire or independently if they are not interested.
>! Passed unanimously.
Mayor Dye reported on a meeting, with Leon Spencer: 'Mr. Sims moved, McCann seconded, the
City authorize Beck & Associates to furnish supplemental report, study present proposals and
draft a desirable contract. Motion passed with :Morgan dissenting.
t Mr. McCann reported the application for APIs money for Water and Sewer is in the hands of the
� politicians in Washington.
Mr. Wakeland of Wilcox and Assoc. will present a proposal for land assessment.
Clerk is to write ILEA that no further hook-ups within the City are to be accomplished without
