Mildred Bagley's place on Kenai Spur.
Z� Helen Stetzer in several times --Still has no power --Can't pet a decision from McAllister
tho' Council ok'd ILEA power for her and Geo. Robinson, Sr.
Smith -Little prefers to be billed for use of the Garbage Dump --Said $20 a month was fine,
also offered use of their equipment if the City wished. ???
Cronce has truck broken down --no garbage collection 'tit parts can be obtained from
1;itside-. incidentally, his contract with the City expired 15 of may.
Roguszka suggests the following for Agenda:
1. City should take action re Adams-Corthell-Lee--if you are in doubt about
inspection fee, leave it open.
2. Should pass the Ord. Establishing Airport Commission
A-% Review and pass the !Itce. and Operations Agreement
4. Appoint a third member of the Airport Commission
Take formal action inviting applications for Airport Manager.
Qualifications: Managerial experience, experience operating heavy equipment,
and local man if possible. Mvr. should be hired either: (a) on partial
basis for administration only or (b) full time --administration plus equip-
ment operation and mechanic. Stigpest s salary: part time 250 to 300 a month;
Full time 700 to 800 a month.
/6. Suggests The Ord. establishing Airport Commission might permit the Comm. to
elect its own Chairman.

',fr. Roger !leeks addressed Council protestinn penalty and interest added to his delinquent
1962 tax bill. lie was Outside at the time notices were published and was unaware of the
change of due date for payment of second half of the tax. '.fr. '•for¢an moved, Swires seconded,
all people who recieved tax bills without notece of change of due dates on the bill or
receipt should not be field allowable for penalty or interest. Passed unanimously.
%fr. Dave Boyer, Chairman of the Advisory Comm. on Zoning present an amended suggested
Zoning Ordinance for study and consideration. Clerk will send copies to Planning Commission,
Title Insurance Co's., Banks, AIIA, Dent. of health, etc., and this will be placed on the
k Agenda 17 July 1963.
Mr. Charles Stanton, President and Mgr. of Trans -Alaska Telephone Co. introduced himself
and assured Council his Co. will cooperate with the City in all possible ways.
Minutes of the last meeting were approved.
Correspondence was read.
i Attorney Fisher presented copies of proposed Jail Use Contract, Contract for Property daps,
and reported: -Notice of Budget should be published, notices of second payment of property
taxes should be sent in November, should get our application for Flood Plain Information
Study in to Dept. of Natural Resources; questioned insurance arrangements of Airport; asked
if City should renew complaints of KPC service with view to reiterating request to terminate
the Franchise. Mr. Morgan moved, Swires seconded, the City take legal action to break the
Franchise on grounds of non-performance for services to customers on lines from the under -
build. Roll call vote: Affirmative -`organ, Swires; Negative-Knackstedt, Lofstedt, 6IcCann,
and Sims. Motion failed.
Contract between FAA and the City re Airport was considered: Mr. ?•icCann moved, Sims seconded,
to sign the agreement between the City and FAA on Airport. Mlotion passed unanimously.
Mr. Morgan presented Ord. 948 Establishing an Airport Commission. Mr. 'IcCann moved, Knack-
stedt seconded, to accept Ord. #48 on first reading. Passed unanimously. Mayor Dye appointed
Stan Thompson, Chairman, to serye..a three year term, Carl Seaman a two year term and Jim
Cl mton a one year term.
Mr. Richard Magner presented a deposit slip for 01500.- to Alaska State Bank to conform
with the agreement to establish as escrow account for road construction in Black Gold Estates
Subdivision. Mr. Wagner said it would take some time to get an agreement on contract for
roads. Mr. Morgan moved, Swires seconded, to accept Black Gold Sub. Final Plat in accord-
aroe with the motion of 6 F ;b. 19C3 (minutes) providing a guaranteed road fund. Approval
signature on the Final Plat wil3;not be signed until the agreement is formally sutmitted
and approved by the City Atty. and Subdivision fees have been paid. Roll call vote:
Af f irmat ive-Knaeketedt, Morgan, _ $wires; Negat ive-Lofstedt, McCann, Sims. Mayor Dye broke
the tie with an affirmative vote. Mr. Sims moved, Swires seconded, Mayor Dye shall sign
the escrow checks. Passed unanimously.

Subdivision Ord. and Planning Ora. need to be reviewed at a future date.
Mr. Archer requested the Cityseeerid for a copy of Anchorage's Fire Ordinance and Burning Ord.
Proposal of Adam -Corthell -Lee will bP studipd by Alroort Comm. who will then make reeom-
meudat ions to Council.
Regarding use of the Garbage Dump by Construction Companies& Mr. Sims moved, Knackstedt
seconded, the City charge 45.00 a load to use the dump. Passed unanimously.
Mr. Kuacketedt moved, Sims seconded, the City take all legal action necessary to collect
taxes Bush law Bowling Alley, Ear & Cafe oyes the City and bring all taxes up to date.
Passed unanimously. (14r. Morgan not voting as he had to be excused prior to this to go
to work.)
