KENAI CITY COUNCIL AINUTES 12 .IULY 1963
Mayor Dye called the meeting to order at 8:00 p.m. with all members present except
Messrs. Sims, Swires and Lofstedt.
Mr. D.E.Robinson addressed Council regarding need for electric power at his residence.
Mr. Robinson has had his deposit with KPC since 16 October 1962. There are twelve
homes without any power in his vicinity, and about three montlis ago, two petitions
were submitted to the Receiver with a total of 31 signatures stating they would use
Kenai Power if available. KPC has offered to put in power if 25 signatures can be
had guaranteeing a deposit of $1O0.00. Council feels this is a violation of the fran-
chise: Mr. [Morgan moved, Knackstedt seconded, we notify the Kenai Power Corporation
Receiver we are cancelling the franchise because of lack of service to D.E.Robinson and
other customers in that vicinity. Passed unanimously.
Mr. Frank Rowley addressed Council requesting, the City's support as he is trying to get
a SBA loan and is fairly confident he can get the money of the City will stand behind
him. Ile will bring SBA's letter for Council perusal.

A lengthy discussion was held on bonds. The Mayor nopes to go to 117ashington, D.C. re
water and sewer monies, power, and various projects concerning the City.
The Attorney suggested a sign be erected advertising the new school. City will get an
estimate from Mike Dolchok on paiting a II x 8' sign to read: "New Kenai Central High
School, $1,115,000.- Project, Authorized by Kenai Taxpayers". Atty. also suggested
the new Code of Ord. be studied in conjunction with the Charter; the Zoning Ord.
language "it is suggested" is not good ordinance language --not enforceable; The date
for Foreclosure List publication is coming soon--19 .July 1963; suggested the City may
become liable for damages through erosion or back-up problems if the School hooks onto
the Smith -Little Sewer System.
Clerk's report was given; Mr. Morgan moved, Knackstedt seconded, we pay Dr. Spencer
partial payment for Code in the amount of 51,000.30. Passed unanimously. Mrs. ntCol-
lum requested a release for HEA power on Lot 20, Sec. 33, TSN, Rllt4--Council granted
same; Clerk suggested City may want to have formal dedication of Airport at the time
of Kenai Days --will contact Roguszka re this; Clerk was also instructed to inquire re
State money for Airport project; Mr. Morrie Porter and Luke Caro had protested the
evaluation for leasehold interest taxing --Council will give diligent study to this at
next year's Board of Equalization; Clerk inquired about City hauling its own gravel --
Mr. Knackstedt will approach liollier, Ames, Coyle, etc. about buying acreage for gravel
purposes; Clerk was instructed to advertise for a dog-catcher; City of Soldotna wants
to rent Compacter for use on their Airport; Should Asst. Clerk be bonded --Clerk will
check with City Charter; inquired as to what the City wished to do re violation of
City Ord. and failure to pay fine (Mrs. Parsons). Atty. will check on various aspects.
Mr. Morgan moved, McCann seconded, the City take no action to hookup the school to the
Smith -Little Sewer System. Passed unanimously.
Mr. Morgan moved, Knackstedt seconded, the City accept the form of Jail agreement with
the City of Soldotna.

the City accept the Malone contract for prop-
erty maps. Passed unanimously.
Mr. Coveyou reported the grader needs a new fuel transfer pump. fie will get a price or_
them and report to Council.
Clerk was instructed to check if news of the tax levy was in the Cheechako.
Council is of the opinion the 3ill•s
Club should collect and remit a sales tax.

unanimously.
Clerk will check with CPA Ted Gaines re
Civil Defense Funds to balance the budget.
