I -like Dolchok's charge for painting the sign will be $60.00--lie furnishes paint and 4'x8'x3/8" ;plywood. V"In Nov.161 the Clerk paid $470.74 for IV-11 Selectric typewriter which has been used exclusively in the Clerk's office; the Clerk now has $1500.- budgeted for office supplies and wishes to be reimbursed for this expenditure. If you approve, the cost to the City will be $454.50 as you should not have to pay the Federal Excise Tax. t KF.NAI CITY COUICIi, '•IINUHS 17 JULY 1963 4ayor Dye called the meetint to order at 8:00 n.m. with all menbe rs present but 4r. Sims. Mr. Stan Thompson reported for the Airport Commission and submitted written copy for the minutes. Sir. Morgan moved, Knackstedt seconded, that the City take over maintenance and equip- ment of the Airport by verbal notice Thursday a.m. 18 .July 1963 to be followed by letter to FAA and fir. Roguszka. Passed unanimously. Letter will explain the City agreed to take-over as of the first of July and the City Mtce. man has been working with the mtce. crew of the Airport learning, procedures, etc. Concession owners are also to be notified. Clerk will work with Stan Thompson on this. With consent of Council, theMayor appointed Georee L. "Red" .Jaynes as Airport Director. Mr. :Morgan dissented as he felt Mr. McAllister would be the right man for the job. Mr. Morgan stated he voted for McAllister, but he realized the recommendation of the Air- port Consultant (Roguszka) and the Airport Commission should over -rule his opinion. Mr. Knackstedt moved, McCann seconded, the City ray the Airport Director $750.- a month. Roll call vote: Affirmative-Knackstedt, McCann, Mayor; Negative -Morgan, Swires.(Mr. Lofstedt was called away for an hour and did not participate in the voting.on the motion.) ft. Thompson will notify ?Mr. .Jaynes of the appointment. Mayor Dye suggested the City should attempt to secure an additional $78,000.- for the Airport as PIMA has definite plans for expansion and the field will need more work. The Clerk reported: .Joe Kuchta had called from Juneau and said he had secured 4 refrig- erators for the C.D.Emeergency hospital and suggested John look at the equipment at Ohlsen Mt., that there was a front end scoop loader there. (Mr. McGahan will check on this.) Inquired as to status of the Kenai Packers court case--Atty. will check on this Friday; submitted balanced budget, but will work with tar. 'Morgan re C.D.Funds in budget; reported Mrs. Vance Hudson requested a release from KPC for ILEA power --she is located in Sec. 33, Lot 17; the Zoning Ord. was scheduled for study this week, but Planning Commission hasn't had time to submit a recommendation and of the other agencies contacted, the only answer to date is from Department of Highways; John Coveyou requests permission to haul five loads of gravel to site of sanitary fill so people unloading will not get stuck (permission granted): Attorney submitted resolution re Flood Plain Study; will request termination of the Franchise, but agree to "stay" action until after sale (Council concurred); will file petition to Foreclose 1961 Taxes this coming Friday. (Mr. Lofstedt returned to Council meeting.) Mr. Morgan moved, McCann seconded, to acepet Ord. R44(Water mains in Subdiv.) on second reading. Passed unanimously. Mr. Knackstedt moved, Swires seconded to pas Ord. #49 (re Property Ownership Registration) on second reading. Passed unanimously. Mayor Dye reported on power situation and investment of school bond money. Mr. Richard Sassara of Govetnmental Statistical Corporation is researching investment in Govn't. Securities. With consent of Council, Mayor Dye signed a revised application for AP19 funds for Water and Sewer. This revision reduces charges for Resident Engr. services from ._f:.d�._ . — City Council Minutes 17 .July 1963 $18,000.- to $9,000.- Mr. Galliett says this will "cramp his style" somewhat, but suggests the City sign the application as perhaps the relocating and replacing prop- erty corners can be included in the contractor's agreement. The revision also changes the schedule -i.e. work might start this year, cut off during the winter and begin again in the Spring. In addition, Mayor Dye reported Washington is putting out "feelers" on the possibility of granting the City half of monies applied for. Mayor Dye will talk with lf1iFA officials in Seattle and go on to Washington re this. Council authorized Mayor Dye to negotiate for the best advantage of the City. Mr. Odin Strandberg emphasized the need for power to the school. Mr. Morgan will go to Anchorage Thursday with Mr. Strandberg to talk with Judge Davies and Atty. Lantz. With consent of Council Mayor Dye instructed the Clerk be reimbursed for purchase of Selectric Typewriter. ($470.74.) The atty. was instructed to draft a resolution wherein the City's policy will be not to rent out City equipment with stipulations excepting rental to the Airport use. Mr. Morgan will work with John Coveyou on mtce. of City Streets. City will also see about contracting for mice. of Columbia -Ward Cannery Road. The Police are patrolling there and will make an effort to talk with Mr. Pearmain to inquire if there's anything the City can do for them. Capt. Mayfield reported to Mayor Dye he hopes to establish a microwave with Kenai so anyone wanting the Police can call one number and Anchorage headquarters will contact Trooper by radio. Mr. Lofstedt inquired what might be done about taxing property in the City which will encourage people to build rather than deter them. Council has considered a graded tax plan at various times. This is a problem requiring expert legal help. ** Mr. Knackstedt presented Resolution #63-18 re application for Flood Plain Information Study. Mr. Morgan moved, Swires seconded, Res. #63-18 be adopted. Passed Unanimously.
