The City Charter, page 13, Sec. 4-3 says City Administrator, Clerk, and Clerk -Treasurer shall be bonded. Have talked with Leo's office about blanket bond to cover Mayor and Asst. Clerk. Should have information on this for lVed's. meeting. Forgot to report last week, someone took gas from the st artine motor on the Cat at the Dump --two wires were torn loose and thrown in the woods, also the canvas that covers the seat. This also relates to the City's airport equipment stored by the airstrip. John is bringing the radion into City Administration Building every night so it won't be stolen. lie suggested the City Equip. all be sotred on the ground here by the Fire Hall. Does Council have any suggestions?? The Subdivision Ord., page 153, Section II, Definitions, has a confusing definition of "Subdivisions". Mrs.— a oTiT ne and several stibdividers have questioned the wording. There's no provision for subdivisions between one acre and ten acres --also #1, (c) should read: .. "•Ir. L.tt.liartley had not received evaluation notices as these were mailed to James Hartley. Hartley Sr. wished to protest $37,747.00 evaluation as some of the land is being used as a City Street, and the building, in his estimation, was highly over -valued. Considering 4000 sq. ft. is now road and the building needs new foundation, flooring, etc. McCann moved, Knackstedt seconded, to lower land evaluation to $13,360.- and building to $1S,000.-, total $28,560.- Motion passed unanimously. Minutes of the last meeting were approved. k' Correspondence was read. (Letter from Mr. Kuchta re Mommsen Addition Water System --also memo from M-. Kuchta re amendment to Subdiv. Ord. re Final Plats; Letter from Roguszka re Airport.FAAP monies are tied up in Congress and dependent on Civil Rights legislation; City will have gravel use rights from FAA Pit on Beaver Loop Rd.; City is getting 1 112 ton stake bed truck and a large snow plow from ARA; also will have the sander from FAA. Clerk reported: Standard Oil has offered to furnish 1,000 gal. tank and pumps and low rate on gasoline for City Equipment --Clerk will refer this to Stan Thompson, Airport Commission; Inquired about quonsets from Army --Airport Commission will see to vetting these moved and set on site at Airport; Trooper Robertson had suggested reconsideration of Ord. 5, Sec. 1 (d) stating firearms shall not be discharged within one mile radius of the Post Office -- he wondered if it should be changed to "within the Citv Limits"; Progress Days Committee in Soldotna wantod a Kenai representative to ride in the parade--E. Knackstedt will go; Check for $195,b67. was made out for first payment to Lease Co., Inc.; $1,097,690.- has been deposited for City in Alaska State Bank; Mayor Dye wants to know if Council wishes Mr. Leon Spencer to be in Kenai for making, out bids for KPC sale; Coveyou requested direction re trip to :Iomer to see about scoop loader and to bring back refrigerators for the school -- Council says go; Attorney reported: he had levied an execution on bank acct. fo collect a fine owing the City; Hearing on Kenai Packers Sales Tax case will be 9 August; Will file tax foreclosure list next weekin Anchorage Times and Cheechako News; lie and Chamber of Commerce delegation had greeted a group of businessmen from Tokyo here to survey the Kenai area for future projects; presented a resolution re renting City owned equipment; inquired about Troopers checking with Columbia Ward Fisheries to solicit suggestions on ways the City might be of service to them; Council directed that the Airport Commission see about getting the scoop loader of FAA's -- Peninsula Ave. will have to await construction until it is determined where water and sewer lines will go. City is constructing a ditch off Candlelight Dr. by building 800' of road to the East adjacent to Geo. Robinson's place; Mr. Morgan moved, McCann seconded, to advise the Mayor in Washington D.C. of past turn of events and authorize him to use his own judgment with regard to bringing Mr. Leon Spencer to Kenai next Monday. Passed unanimously. Clerk will call Mayor Dye Thurs. Stan Thompson reported the Airport Commission recommended approving proposal of Adams-Cor- thell-Lee with two reservations --see letter in these minutes. City Council Minutes (:cmt Id. 7/24/63 Pane two Mr. Morgan reported it costs the City S.50.00 every time tic move the Cat to and from the Garbage Dump, so arrangements had been made with %lyron Cronce to clean the dump with his small cat at $10.00 per hour. The Atty. was directed to draft an amendment to Subdiv. Ord., Section II -Definition of subdivisions which will require plats, etc. from those subdividing one lot or more, and which will require plats from subdividers of ten acres or less, etc. The entire Subdivision Ordinance will be subjected to study and revision after the Zoning Ord- inance and Code is adopted. Some discussion on the Zoning Ord. was held between Council and Stan Thompson. Mr. McCann moved, Morgan seconded to remove the Adams-Corthell-Lee proposal from the table. Passed unanimously. Mr. McCann moved, Knackstedt seconded to accept the Airport Commission's recommendation on approving the proposal of Adams-Corthell-Lee as outlined in their letter of 11 June 1963. Passed unanimously. The Attorney was directed to draft and amendment to Subdivision Ord. re Joe Kuchta's memo--i.e. "11;o sewer shall be allowed to be constructed closer than 10' to any water main in the horizontal direction". This is a requirement from the Div. of Health, Dr. McGowan's office through Frank Go, Regional Engineer. Mr. Morgan reported on his trip to Anchorage to see the Judge re power to school, etc. Kenai Power was directed by the Judge to get power to the school immediately; the wires are strung and lines should be activated this week. Regarding power to Stetzer and Robinson, etc., there's not much iiklihood of action until after sale of KPC. Clerk was instructed to notify Duke Deering to remove his Firework's Booth within one week or the City will dispose of it.
