Mayor Dye called the neeting to order at 8:15; roll call showed all members present
except Messrs. Morgan, Sims and Knackstedt.
Mr. Stan Thompson, Chairman of the Airport Commission, introduced fr. GeorRe L. Jaynes,
new Airport Director; reported fuel tanks for gas and diesel may be had from Std. Oil
for $300. ea., stands @ $75.00, hose and nozzle free, meters @ $35.10 plus freight =
total of $540.20--gas at $.33 per gal, Diesel 1 $.21. The savings on fuel would pay for
the tanks in 5 yrs. Union and Texaco will be contacted for similar proposals. Mr. Thomp-
son also presented the contract from Adams-CorthheII -Lee: Mr. %lcCann moved, Lofstedt
seconded, we approve the contract with Adams-Corthell-Lee. Motion passed unanimously.
Mayor Dye announced FAA personnel would be landing at Kenai Airport at 9 a.m. Thurs.

Stan Thompson stated the City will receive $240.U0 more per month in Omnibus money than
formerly

anticipated.
Clerk announced a -call from C.E.Ocamb and Richard +icCloud, representatives from General
Services Administration, who wished to meet with Council, Airport Commission, Director,

etc. on Monday 19 August 8:00 p.m. Council agreed on this dale.
yr. Don Bailey announced he was now renting Aviation Services Hangar and facilities and
wished to have car rental business on the premises; his contract with FAA allows for
this, he stated. Mr.
Thompson said if contract stipulated said business could be est-
ablished, the City would honor the
contract.
Minutes of the Special meeting were approved; Minutes of the last meeting were corrected
and approved.
Correspondence was read and acted on: Eugene Evancoe to be informed consideration of
evaluation would have to wait for Board of Equalization; Street closing to night
traffic by Thompson's Kenai Korners Bldg. will be referred to the Planning Commission;
Petition for gravel for road in Bush Lanes referred to Dick IN Clerk was instructed
to order McQuillin volumes on Ordinances for the City Atty.; Clerk instructed to give
notices for hearing on application for beer and wine license for Boyer Hotel; Clerk
instructed to write Public Services Commission, att; sill Meehan, urging grant of a permit
to David Boyer for a guided tour business - speakers from the floor favoring this action -
Stan Thompson, Loren Stewart.
Attorney Fisher presented letters from Bartlett to CFA and ARA u rping approval of the
City's application for grant for rater and Sewer: also thermofax copies of Regulations
of Public Utilities; Re ,Mommsen Additions and Killen•s request for tax relief on increased
evaluation due to construction of Water and Sewer Systems, the Atty. said he needed more
time for study; inquired as to the status of Black Gold Estates --was told the Final Plat
was approved --Stan Thompson would rather not be the rd. inspector, sugoested Dick Dority--
problem will be referred to Dick Morgan -Acting St. Commissioner; Atty. inquired re bond
counsel for Electric Bonds; Announced steps taken at hearing on sale of KPC:

The Court:
1. Accepted the City's bid and confirmed the sale
2. Recommended operation of VC to the City by 10 of August and the City to read
the meters then.
3. The City agreed to taks over loth of Aug.
4. City will sell bonds
5. City will keep records
6. City will keep the system in shape
7. City will consult with Gantz and Pease on progress and state of affairs
8. City will attempt to consummate 4111dwood Contract.
9. Inventory will be taken by 10th of August.
Atty. attended hearing City vs. Kenai Packers --the hearing was on accounting and instruc-
tions for treatment of accounts by the Master.
Clerk reported: Meeting on the Causeway Friday 6 Sept., Riverside House, 1:00 p.m. to
be attended by Greater Anchorage Shamber of Commerce, Commissioners Downing, McKinnon,
and various Highway personnel --all Councilmen are urged to attend along with Kenai
Chamber members, etc.; [This will be a luncheon meeting - cost $2.50.1 ; Sir. Leon
Spencer and George Nichols attended the Chamber of Commerce lunch and talked briefly on
acquisition of KPC and answered questions of the group --all persons seemed very interested
and were glad to get first hand information.
Copies of the R.1y.Beck Proposal were distributed to Council Tuesday according to Mr. Leon
Spencer, Sr. Engr. tie introduced George Nichols, Supervising Analyst. Beck and Assoc.
have been with the City from the beginning of the power study, and Mr. Spencer stated
they stand ready to render any service possible to expedite the City's getting into the
power business. Mr. McCann moved, Swires seconded, we accept the R.W.Beck proposal of
5 August 1963 for Consulting Engineering Services. Motion passed unanimously.

Mr. Swires moved, McCann seconded, we accept Work Order Proposal #5-1540-FR (Feasibility
and Financing Report). Motion passed unanimously.
Mr. McCann moved, Swires seconded, we accept Work Order Proposal PS-1540-GEC (General
Engineering Consultation). Motion passed unanimously.
Mr. McCann moved Lofstedt seconded, the City retain Preston, Thorgrimson, Horowitz, Starin
f, Ellis as bond counsel for electric revenue bonds. Motion passed unanimously.
Mr. Spencer stated Beck will get us the best rates possible on bonds; they will write
bond houses and solicit proposals between public and private sale, advertise in bond
publications, receive bids -bonds will be on a competitive basis. The City can set own
maturity schedules; they suggest and early call date on chance of getting a lower interest
rate later on; they will submit a draft of procedures, etc, to Bond Counsel. Beck sug-
gests the City hire a part time Mgr. for interim period (90 das. maybe) who will be
needed on inventory, hook-ups, meter reading, etc.; also change over of deposits appli-
cable to Kenai City Power; Rights -of -way, etc.
Mr. McCarthy of CEA of Anchorage said he'd rather not hove for a temporary job, but might
consider it if guaranteed at least ninety days; !sir. Buckin ghan of Wildwood definitely is

not interested in temporary job, and the third applicant sir. flood was called away and c
could not answer in person, but had led �Ir. Spencer to Oink he would not be interested
on a temporary basis.
Mr. Odin Strandberg, inspector for new school construction, will take nanager's job on a
temporary basis only. lie suggests inspector's salary be lowered to $300 oer month and
a salary of $600 per month for City Power Manager.
Mr. Lofstedt moved, McCann seconded, Odin Strandherg be hired as temporary manager.
Motion passed unanimously. Persons raving power problems are requested to contact Mlr.
Strandberg at 283-7510. All persons wanting City Power who have not already applied are
urged to do so in writing or in person --address correspondence to the City Clerk's office,
Box 580, Kenai, Alaska. With consent of Council the Mayor authorized Mir. Strandberg, to
hire personnel needed . Costs will be taken from the General Fund until the City can gat
interim financing or sell the bonds.
Mir. Spencer, Nichols, and Strandberg will pursue signing of contract with Army for fur-
nishing power to % ldwood. Contract to buy power from CUL is under study - contract is
for interim period only.
.Mr. Lofstedt moved, McCann seconded, the City accept the proposal of Mr. Strandberg on
rates #1 and #2 to supply power for purposes of electric heat @10 mills and the remain-
ing requirements @ 22 mills -these rates to prevail until an interim contract is nego-
tiated next Wednesday. Motion passed unanimously.
Mayor Dye read a letter of resignation from Councilman M.T.Sims who is now on 24 hr.
call and cannot devote time and thought to City business as he thinks should be done.
The Clerk was instructed to write Mir. Sims accepting his resignation with deep regret a
and to relay the Council's sincere appreciation for his services.
Mr. McCann moved, Swires seconded to table discussion of the Code.
Mr. Leon Spencer will contact HEA for a meeting date with them.
Meeting adjourned at 12:10 p.m.
