He is constructing a new house 300' up Beaver Creek from Phil Ames' place and needs power right away. UNFINISHED BUSINESS: �v Resolution re Beck Proposal Action on Work Order S-1540-EES Electric System Study (Beck) / Election of New Council member, See Charter p.7, Sec. 2-9 A• a0rdinance re Food handling %/ Resolution re Policy on City Owned Equipment NEW BUSINESS: KE\AI CITY COUVCIL �JNUTF.S 14 VIGUST 1963 Meeting was called to order and Richard 'lorpan was elected acting �iayor. Roll call showed: Present- :fessrs. "lorgan, Lofstedt, 'McCann and Knackstedt; .Absent Mayor Dye and homer Swires. Mr. Strandberg addressed Council re 'lommsen ,Additions H 1 h 2. In order to get FHA financing changes nust be made in the Final Plat of No. 2. Oklahoma and Texas Streets are to be eliminated; FRA contends they are not necessary and create hazardous intersections. Mr. McCann moved, Knackstedt seconded, to refer the street vacancies to the planning commission. "lotion passed unanimously. The Planning Commission was urped to act as fast as ;)ossible. Mr. Strandberg and Ar. fallen also talked witii Council re water and sewer system plans. Minutes of the last meeting were approved. Correspondence was read: Report from If. Galliett, .Jr. cutting application for AP: funds to $400,000.00; letter from Air Pilots urging runway be paved to 150' width; letter from HEA offering to meet with Council. i Attorney's report was read by +'r. ,4organ and is included in these minutes. Clerk reported: Total taxable evaluation $5,740,082.00 Exempt evaluation 1 071 034.00 ` Total evaluation 5,811,176.71 This does not include churches, FAA, Airport, Federal and State-owned lands or unpatented I lands. Evaluation should exceed 8 million. (??). .A temporary office has been set up in one corner of health Office for Kenai City Light. 'fr. Kuchta expects to move to Health ` Center to share clerical help with State nurse's office; 'Warm storage is needed for light meters, rubber insulators, etc. --the jail is being used at the present. }fillet, Poe and Millet, from Anchorage, called at the office and expressed interest in bidding on the electric revenue bonds. They were given the address of bond counsel in Seattle. John Coveyou, (Streets) reported on trip to Anchorage with Geo. Jaynes for surplus equipment. They met with Gene Roguszka and will try to vet 2 0-8 Cats, 2 Surburbans, 1/2 T. pickup, 2400 amp welders, etc. They succeeded in getting and International flat-bed, desks, chairs, typewriters, adding rmchines, etc. They will bring these supplies back in the truck., 1. Mr. Leon Spencer, R.W.Beck F Assoc.,/presented an interim contract between Kenai City Light and CUL--Atty. Fisher had o.k.'d it, 2. wished authorization to contact Ft. Rich on Wild- wood contract (Granted), 3. wants .Judge to instruct the Receiver to sign, but hold, the W.W. contract: Beck wants to approve the contract even after it is signed; 4. wishes ' authorization to establish procedures with the Receiver regarding costs of mtce. now (grantedl $5,000 is needed now, but the City needs to be sure this money can be reimbursed even if the City does not acquire the power co., S. .•'eter books are supposed to be made available Friday, 6. Recommends a Clerk be hired right away, 7. City needs to determine policy on customer deposits, 8. Need to determine whether or not to eliminate l0o discount --Council says keep discount if possible, but it's Okay to eliminate discount if absolutely necessary. Mr. 'McCann moved, Knackstedt seconded, that the Mayor be authorized to sign the interim agreement between the City and CUL. 411 fir. Y.nackstedt presented Resolution 063-21, accepting R. W. Mr. McCann moved, Knack- stedt seconded, to authorize the '.Iayor to sine W.O. #S-1540-EES. Passed unanimously. Clerk was instructed to get an ad in the paper for a part time Clerk, bookkeeping experience preferred, for renai City Light. Clerk will also get copies printed of the Fact Sheet sub- mitted by %fr. Spencer. Mr. Strandberg request operating funds for materials in the amount of $5,000.00. Mr. Lof- stedt moved, McCann seconded, to authorize Mr. Strandberg to make purchases for KCL materials in an amount not to exceed $5,000.00. Passed unanimously. Clerk contacted Smoky TumSuden re appointment to Council, but was informed he is now working nights. Clerk will contact Mr. Eugene Morin re same. Mr. McCann presented Ordinance #50 re Food dandling. Mr. McCann moved, Lofstedt seconded, to approve Ord. #50 for first reading. Passed unanimously. Atty. will insert a clause re food handling at Kenai Days and similar celebrations. Mr. Lofstedt presented Res. #63-22, Declaration of Policy re city -owned Equipment. rlr. Lofstedt moved, Knakcstedt seconded, to adopt Res. #63-22. Passed unanimously. Regardin4 bids for fuel for city equipment, Council instructed Geo. Jaynes to reject all present Yids and to call for sealed bids to be opened 28 August at Council meeting. Parties interested: Columbus Distributing, Jas. Doyle, Union Oil and Standard Oil. Mr. Doyle requested his present bid be returned to him. Clerk was instructed to ask Atty. if State and Federal taxes are included in the price on bid proposals. Mr. Lofstedt moved, McCann seconded, the lowest fuel bid be accented; in the event of identical bids, the local business gets preference. Passed unanimously. "Local" in this case is defined as a "property owner". The Ordinance providing a measure of tax relief to subdividers making improvements at their own expense was tabled, removed from the table and presented by Mr. Morgan.
