Executive session at 7:30 to discuss election of Councilman to fill vacancy left by Sims'
resignation.
Roll call at 8:05 showed all members present but Swires and Lofstedt.
)•tr. Eugene Morin was elected to fill Council vacancy.

Three bids were opened on/tanks, stands, meters, hoses, etc., and are as follows:
Standard Oil Products S 1,J30.12 ($S4;).00 w/ used tanks)
Doyle's Fuel Service 1,098.JJ ($82b.00 w/wood stands)
Union Oil Co. 1,025.00
Council referred the bids to a Committee of three composed of dessrs. Odin Strandberg,
George Jaynes and Councilman Aorgan with authority to decide the winning bid
and received,
Mr. Coveyou requested/permission to paint City equipment Caterpillar yellow. lie inquired
about inspecting a 0-4 front end loader, but Council thinks this can be gotten th ru Surplus.
He will work with Mr. 'Morgan about gravel on City streets.
Considerable discussion was held on tie street closure by Kenai Korners. %fr. Morgan will
work with Planning Commission on this.
II Minutes of the last meeting were approved.
Correspondence was read: Gaines reports; Draft of CUL and KCL agreement; `)cKee-property
cards in Anchorage; Stevens & Thompson - Airport Design and Survey; Dr. Spencer - Code;
Mrs. Walker -I4alker Drive.
Clerk reported: Schedule of events for Alaska 'Municipal League Convention in Seward;
Letter from ASHA re proposed Zoning Ordinance, hearing is 4 September; Power crew is in-
quiring about holiday pay, sick leave, vacations, grout insurance, etc.; Bridge Fund
now has $10,182.99; Uncollected taxes are: 1961 - $246.09; 1962 - $960.00; Reminded
Council of a meeting for public discussion on Power scheduled for Thursday 5 September, 3 p.m.
Presented two plats received from J.S.Thompson and inquired if these should go thru Sub-
division procedures - this was referred to the Atty.; Discussed payment to Lease Co., -
This will be made about 6 September; .-Irs. Betty Warren had talked with Roy Jenkins, Dist.
Hwy. Engr. - lie says mileage signs to Kenai will be added to Sterling !Iwy. sign posts; No.
Road Survey and Design is progressing satisfactorily; No definite decisions have been made
re work to be done from Beaver Loop Junction to Wildwood - widening will be accomplished,
p but grade may or may not be changed; There will be a conference at `hitehorse perhaps the
middle of September on paving the Canadian portion of the Alcan and Ar. Jenkins strongly
( recommends that Kenai have a representative there; There will be no meeting on the Causeway,
originally scheduled for Friday 6 September - Dept. ofilwys. says it is too soon. Clerk
was instructed to open a separate account in the Bank for School Bond money.

Atty. reported: easement form used by the City is o.k. for Utility easements; letters sub-
-.-, ! witted re pole use by Trans -Alaska and KCL; draft of a news release will be forthcoming re
property taxes and tax on sales; had conferred with Clean Kipp on lease of concession at
Airport --told him copy of lease was available at Stan Thompson's; conferred with Troopr.
Robertson re liquor licenses; mentioned Land survey of erosion at Homer - Mayor Dye will
write Bartlett re this; presented data from Sassarra of Governmental Statistical Corp. re
bond promot ion ,

Mayor Dye reported on meeting with `•laj. Bundy, Grricson and 0. Strandherg re ,army contract
with the City for power service. Army wanted to cancel contract -agreement as a"reasonable
times nad passed. Mayor Dye protested vigorously, i)ointing out the City had already spent
about $6,000.00 on professional engineering study for operating the Power Co. which included
service to Wildwood. ,,layor Dye saw .fudge Davis who ordered that contracts of KPC go to the
buyer and were included in the City's bid. He also procured from Atty. Gantz a letter to
the Army stating the Court Order was in the process of being signed. Council approved
Mayor Dye's action 100 0.
Mr. Strandberg reported two miles of extension is uein g built in Candlelight Dr. area and
should be completed in two weeks; tie says they have a good crew working; that about 60
new applications nave been received and that meters will be read Thurs. 29 Aug. The City
will endeavor to secure a new auger thru Surplus.
Clerk was instructed to inquire re insurance on power crew and equipment.
Discussion was held on pro's and eon's of forming a Utility Commission. htr. Knackstedt
moved, McCann seconded, the Mayor appoint a Power Commission. ?•lotion passed with 41r. Horgan

September. Motion passed. Stan should get written permission of people who use the St.
and also an opinion from Fire Chief Archer. Notice should be in paper.
Mr. Morgan moved, McCann seconded we accept Ord. #SO (Food Handling) for second reading.
Motion passed. This becomes effective one month after posting.
Clerk was instructed not to send data to 1oody Investors.
Mr. Harold Deering suggested the City should get started earlier on Kenai Days celebration
next year. Also wondered if the City wanted more work done on clearing the ground now.
Mr. Morgan moved, Knackstedt seconded, to leave the grounds as they are for the present.
Passed unanimously.
Discussion was held on Street construction.
Meeting adjourned 11:40 p.m.
