*• Clerk - report: Leo says insurance on power crew and equipment should be added
to City's policy. Says Nov. is renewal time and hopes to talk with Council then
about giving Cert. of Ins. to all depts. (Firemen, School, Power, Airport, etc.) -
says that's the best way to handle it.
What are the steps needed on cashing in treasury bills?
Does anyone have a recorder the City could use for Wednesday's meeting/ Need to
know in time to get tapes for it.

Ainutes of last night's special meeting were approved. Minutes of the last regular
meeting were
not approved pending further study.
Correspondence was read: Letter from Mr. Dave Boyer giving permission to dump trees,
berm, etc. in
pulley by his Hotel; suggests clearing the berm from Bluff St. City
hopes to have equipment for
such work in the near future. "r. 30%cr says lie is forced

Joe Kuchta addressed Council: slopes to have Food ;candling Ordinance completely en-
forced within the next Calendar Year; lie will sn,$d copies of the Ord. with a letter
of explanation to businessmen; Has had 6 calls for FNA inspection, but he can do
nothing if the facilities are already covered; iiitli the hel-) of City employees he
succeeded in moving, one building from Sildwood to Airport--ile should know by next
week how much space the City can use --estimates space available to the City 20' x 361.

Steele addressed Council protesting her amended tax bill for 1962 from
$9.45 to $80.55 caused by omission of building assessment on the bill. Building
assessor changed assessment at Board of Equalization in 1963. Clerk informed Ctrs. t
Steele this change was not retroactive to 1962. '•!r. '•lorgan moved, Knackstedt seconded,
the 1962 bill remain as originally left at $9.45. 'lotion passed with %ICCann dissenting.

Stan Thompson presented a supplemental agreement between City and FAA which includes �
the sand spreader and lease on concessions in Lots 12 & 13 of Air Vavig•Ition Site With-
drawwal No. 156. :ce reported receipt of a letter from the State Div. of Aviation re
need for additional funds to widen the air strip; have had no word on FAAP monies --
lie will check with Roguszka on this. Ar. Knackstedt moved, Swires seconded, the air-
port money be kept in a special account. Passed unanimously. Mr. Knackstedt moved,
Swires seconded, the City sign the supplemental Airport agreement. Passed unanimously.
Signatures on the Airport Fund will remain the same as for the General Fund.
Clerk reported Standard Oil p proposal had been accepted by the Committee and requested

reported Ray Rowley offered a 1950 International 8 yd. dum;) truck to the City for S1500.00
Council appreciates the offer, but did not accept; Inquired if street lights were to

John Coveyou reported the starter on one of the dump trucks was broken during Clean-up

after Kenai Days. Clerk is to contact Div.of liwys. at Palmer in effort to obtain old
parts..
Atty. reports he has not had time to render an opinion on the Plats of J.W.'fhompson.
lie attended a power hearing today in which instructions were issued to the Receiver to
sign the Army contract re power to tiildwood. He took the signed contract to Sven Erick-
son at Ft. Rich who had received the original Court Order re same. lie left 3 copies
of the signed Order. The Court,also discussed protecting the property in Schedule
b and c and considered turning this real estate back to KPC. Atty. Fisher protested
as the inventory was still in a state of flux, so Court ordered continuation of status
quo. ,%ir. i:rickson warned agains spending any money toward the 4i ldwood contract until
a definite contract had been signed --said the $2S,000.00 appropriation may have lapsed --
that we should know within 6 weeks; Said Mrs. Ketty Warren was representing Kenai at
conference on paving Alcan at Whitehorse. 'Plie Atty. was requested to be present at

ASIIA, Atty. Fisher were read. No action was taken, but niceting
of the Ord. for next Tuesday 10 September, 8:00 p.m. Planning Commission is to be
notified and asked to attend.
Mr. Lofstedt was called away from the meeting durine this discussion.
Dick Morgan will contact tor. >twilliams re graveling his road if tie opens it at his
own expense.
Council held a short discussion with :tr. Thompson re closure of his street at night.
Bearing for this is to be 18 Sept. at Council meeting.
;sir. Leon Spencer and George Nichols, representing R.1W.Beck 8 Associates discussed
billing procedures with Council. It was decided to compute the bills for the entire
month and the City will accept the portion KPC did not claim --if there is a discrepancy,
the City will bill the Receiver for the balance.
Mayor Dye inquired as to what had taken place re notification to 'ir. Peterson of need
to clarify licensing for bar operation, need for obtaining building permit applications,
and need to register with the City for Sales Tax purposes. '•layor Dye was concerned
that Mr. Peterson was being discriminated against; There w$s some discussion also -as
to the legality of requiring building permit applications as long as there is no Zon-
ing Ord. in effect. Ord. 6 requires bldg. permits, but set no form or means of is-
suance. The City is concerned over possible loss of revenue from liquor license re-
imbursables from the Alcoholic Beverage Control Board. I•he %tty will draft and Ord.
requiring the owner or operator of a bar to be licensed unless said operator is work-
ing on a salaried basis. Some discussion was held on proper channels to funnel prob-
lems such as this through.
Council adjourned:to executive session to discuss employing Clerk for Electric Utility.
Council re -assembled after hour or so and with consent of all members appointed firs.
Lillian ►iakkinen as part-time Clerk for Kenai City Light with starting salary of
$2.25 an hour.
Meeting adjourned 12:20 p.m.
