✓'f* Contacted a firm in Anchorage who might have parts for Reo trucks.
Joe Kuchta is amenable to moving his office to Trades Building if
Council decides to do so. In fact, he seemed pleased.
Perhaps the interest on the school bond money should stay in the
school bond fund. Then, the money for paying the interest will
not be mixed up in General Funds.
..._�The school needs $18,000.00 by Wednesday. It comes first --so
this puts the General Fund pretty low. If bonds for power is not
forthcoming soon, we'll have to get interim financing--???

Meeting was called to order at 8:30 p.m. :111 memilcrs prfuseat but ir. Lofstedt.
,tr. Brinkley addressed Council requesting a release to Ai:A power. Mr. Strandberg will
inquire about temporary hook-up with :1FA, or try to get a generator for his use, other-
wise the City will give a release.
11r. Don Bailey notified Council lie appreciated opportunity to bid on tanks, 'leters, etc.
for Airfield, but questioned City's filling -as and diesel with Standard Oil and inquired
if he would be given a cliance to bid on fuel. Ar. `•:organ moved, Swires seconded, the
purchase of gas and diesel be distributed equally between the three companies until the
City can invite and accept bid proposals. Passed unanimously.
Minutes of August 28 and Sept 4 were approved. With consent of Council action on trans-
ferring funds to a special account will 5e delayed until professional advice can be had.
Correspondence was read: Business License Tax hearings scheduled in Oct. and Nov.;
Kenai Power Receiver states bills will be re -figured and if over -payment has been made,
the customer over -paying will be reimbursed; invitation from iIF.A to meet at Riverside
House 17 Sept at 7:00 p.m.; Council agreed on this date --Clerk will so inform ILEA:
letter from Stevens & Thompson, Inc. expressing interest in Water and Sewer System --they
are Consulting Engrs.; letter from Donald A. 'Meyer suggesting "it might be helpful" to
"retain a qualified assessor to evaluate the taxable personal Property which under the
Charter could be included in determining the amount of" City's total bonded indebtedness.
Mr. Strandberg reported on surplus equipment --acquisition of which ,ill await receipt of
bond money.
Clerk was instructed to thank Mr. Frank Reed of Matanuska Valley Bank for his offer of
interim financing; also to write the Public Service Commission requesting a copy of IIEA
filing on Service Area.
Discussion was held on correspondence with Marshall & tMeyer relating to City's hiring
them as Bond brokers; R.WBeck will submit a copy of the feasibility report to 'Marshall
& Meyer so they will have first opportunity for action. Mayor might"ko to Seattle latter
part of Sept. to negotiate; A$yor reported on lilil:A'S approval of the City's application
for APW funds --we have 60 days to procure participating funds --Clerk will notify Bond
Counsel.
Council discussed power agreement between CUL and KCL; .1r. Knackstedt moved, Swires
seconded to accept the CUL-City agreement. 'lotion passed with McCann abstaining with
consent of Council.
Mr. :coring moved, AcCann seconded, to rent an office in the Trade Building for the
Health Officer. Passed unanimously. (at 545.00 per month.)
Atty. reported he had tried to contact Corps of En-,r. re Small Boat :iarbor and possibility
of serving the proposed Liquid %lethane Plant; also, in answer to a question, that the
case with Kenai Packers is progressing and not stalemated.
Clerk reported City has spent $43,338.17 since 31 August, out of which $13,000.00 went
to the School, $8,115.87 :went for KCL expenses. Also the contract had been received
for Lease Co. to install conduits for telephone and power to School.

Mr. Pbrgan moved, Swires seconded, the City sign the contract re telephone and elec-
tric conduits to Schooi. P-issed unanimously.
Mr. Knackstedt moved, Morgan seconded, the City pay the school the $18,000.00 they
requested but ask for an accounting of previous budget and reasonable revision of
the current budget. Passed unanimously.
Council signed signature cards on four accounts: General Fund, Airport Fund, Kenai
City Light and School 'Bond Fund.
Council will help in any way possible on the proposed Safety Driving Campaign, request-
ed by Mrs. Willetts.
Wooper Robertson reported on liquor violations --Council discussed policing regarding,
liquor sales, etc.

Council was reminded of need for a dog-catcher and that the contract for dog pound
expires 1 January 1964.
