Study session was held with th-a Kenai city School 3oard 7 p.n.
Aeeting was called to order 3:?S p.m. and roll call showed all members present but !essrs.
Lofstedt and Aorgan.
Tony Bordanelli and J. A. Peterson addressed Council for a transference of ligior license
from Tony and Eyvohn Sordanelli to "Tony and Eyvohn Bordanelli and J.A.Peterson. Council
set Ned., 9 October 1J63 as date for public hearing. :fr. Peterson also plans to open a
trailer court and motel; he will suumit sketches of plan and desi^n to the Planning Com-
mission. Applications for Certificate of Repistratinn were riven to him for filing with
the City.
%fr. Gene Rocuszka, Stan Thompson and sir. Cortaell presented plans for constructing the
paved runway, parking apron, etc. at the Airport. Three designs were presented: #1. Paving
the present strip - cost, $973,409.1):) (necessitating a cessation of service); #2. Construc-
tion of a strip alongside the present strip - cost, $926,70U.00; 03. Constructing a strip
aligning with the gully (Beginning approx 2500' north along the present runway and moving
800' west of it) - cost, $9U7,100.00. It is possible to pave 5000' x 1500, part of the
parking apron, etc., erect a ntce. 'bldg. for this anount. Additional engineering services
for plan #3 will not exceed S1,000.90. nie present strip will be used as a taxi -way and
can be connected to the new runway for $40,000.0J. The barrow pit will be utilized in such
a way as to provide a basis for a sea Mane basin in the future.
Mr. Morin moved, 'icCann seconded, the Council approve Alignment C. Passed unanimously.
Some discussion was held on gravel; 40,000 yards of material will be needed. Additional
funds will be sought from the next appropriation. lids will be called for during the winter;
but notice of intent to call for bids will be published as soon as possible so inspection
of the area may be made before snowfall.
Mr. Harold Galliett, Jr. reported on meetings with i111FA and Public Health Service officials
relative to Kenai's application for water and sewer monies.under contract #API4-Alaska 31 G.
Total cost to be $421,000.00 of which #345,000 is for construction; an additional sum will
be needed if the City gets a 75% grant for sewage treatment works. For an additional
$50,000 (City's share) the City car get approx $75,000 more in construction - costs to be
allocated thusly:

The existing 'bond need is for $100.000.00; an additional $50,000:00 would be ample and Mr.
Galliett recommends bonding only for an additional $30,000.1jU. Ile explained the proposal
for the City to use bond grant monies to encourage users of the systems oy paying for the
cost of connections to property lines at a cost of about 3150 for water and $125 for sewer
per user. Cost for connections for 100 users would amount to about $27,500 and the user
could have ten years to relay. The City needs to finalize a contract for final plan and
design: lie will submit this contract at the next meeting. :Mayor Dye reported the City
will have to hold an election for issuance of revenue bonds for water and sewer as the
bonded indebtedness limit in the Charter prevents the City from bonding further G.n. 3onds.
These revenue bonds can then be recalled in a year or two, and the City can sell 0.0. Bonds
when the taxable evaluation warrants it.
Mr. Knackstedt moved, ,dorin seconded, the City try to net 75% grant for sewage treatment
Public Law 660, in addition to project AP'.V-Alaska-31G. Motion gassed unanimously.

Mr. Swires moved, 'McCann seconded, to request bond counsel to draft an ordinance for
a130,000.00 revenue bond issue for eater and sewar systems. '"lotion Massed unanimously.
Mr. Strandberg requested approval to purchase approx. $8,000.00 in equipment for Kenai
City Light. lie has located an auger for S5500.00, a tractor and trailer for $1150.00,
a weasel for $409.00. There will oe $10,000 for equipment out of the bond money and this
can be taken from that allocation. Mr. McCann moved, Knackstedt seconded that Odin
Strandberg be authorized to purchase equipment in the amount of $8,000.00. P-issed unanimously
Minutes of the last meeting were approved.
Correspondence was not read. Postponed to mext meeting. (Letter from Atty. re Beaver
Bluff Subdivision and re -subdivision of Block Three, Thompson lark Subdivision.)
The Attorney reported demand letters re sales tax have been mailed; lie will move for
judgment on delinquent property tax in the near future.
With consent of Council, the Order of Business was changed to hear arguments for or against
night closing of street east of Kenai Korners. Most objections to t:ie closing are that it
sets a precedent --also Phil 1.9ilson objects to the continuation of the street as it has en-
croached on his property. Fire Chief Archer was requested to report and his findings are:
the newly gravelled street does not go thru to Peninsula Ave.; Phil Nilson strongly objects
to the night closing; it sets a precedent for closures; the Fire trucks can get thru, so
no problem is posed there. :Mr. Thompson presented a letter from fir. Haviland,who rents
from Mr. Ed Knight property concerned with the closure; said letter voicing no objections.
Mr. Thompson stated he had spent about $2500 an the street through the years. :•ir. Swires
moved, Morin seconded, to give dr. Thompson permission to close the street at night and
to open in the morning, but the City reserves the right to rescind this action at any
time. Roll call vote: Affirmative -:Morin, Swires, Dye; :Jegative-Knackstedt, McCann.
Council also issued instructions to gravel the remainder of the street thru to Peninsula
Ave.
The Clerk requested a meeting date for further study of the Zoning Ordinance. ?Meeting
will be held Tuesday 1 October, 7:30 p.m.
